Revised December 2010
All personnel responsible for developing, reviewing and approving a single source determination shall ensure that sound business judgment is applied in researching, documenting and approving such actions.
The rationale for a single source determination is not constrained by this form. If filled out electronically, the form will expand to the written narrative. If not available electronically, the drafter shall attach continuation sheets to ensure rationale is fully supported.
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION
THRESHOLD AS DEFINED IN FAR 2.101
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
QUOTE/SOLICITATION NUMBER: ACQR 5780490
ESTIMATED AMOUNT (Not exceeding $250,000): $150,000
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: On-site analysis of air and soil gas samples with real-time results provides the ability to identify the VOC source. This approach can yield investigation results that are more timely and more accurate than conventional investigation approaches. As a result, it has proved popular with a number of vapor intrusion practitioners. Currently, most projects utilizing real-time investigation approach use a HAPSITE GC/MS for onsite analysis of air samples. Although performance of the HAPSITE GC/MS is sufficient for this application, instrument reliability is a significant barrier to broader application of the method. The services required are to identify one or more commercial off-the-shelf (COTS) instruments as an alternatives to the HAPSITE GC/MS for onsite analysis with real-time decision making as a tool to investigate the vapor intrusion pathway.
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
This project is funded through the Navy Environmental Sustainability Development to Integration (NESDI) program, which was approved through a competitive process amongst other Navy departments (i.e. NAVAIR, NAVSEA, NAVFAC, NIWIC). NAVFAC EXWC (EV31) collaborated with Dr.
Tom McHugh from Groundwater Services, INC (GSI). These two parties jointly submitted a NESDI research proposal, which was approved based on technical merits and determined by the NESDI review committee to be best suited to complete the requested research need.
Dr. McHugh from GSI is acknowledged in the industry as one of the leading experts on the characterization and sampling of vapor intrusion (VI) sources in the world today and well regarded by regulatory agencies like USEPA that regulates the Navy’s legacy sites. He is also the primary expert in the field of VI sampling using novel, cost effective methods. Dr. McHugh is well versed with the project needs. He has experience at the Navy demonstration site proposed in this study (NAS Corpus Christi), and has the experience and hands-on knowledge necessary in both volatile organic compounds (VOCs) and VI samplers to complete the project within the 2 year period of performance planned for this study (January 29, 2022).
Awarding to another contractor would require a duplication of the efforts already expended as another contractor would need to educate themselves on the project requirements, familiarize themselves on real-time VI samplers used at the demonstration site, review historical documents from the demonstration site, and establish networks with vendors to identify real-time samplers and acquire the training and knowledge necessary to use the real-time samplers.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES:
Dr. McHugh is a recognized expert in the area of vapor intrusion. He has provided expert technical support to the Navy on a variety of vapor intrusion issues and has a unique understanding of the required performance specifications for the effective application of real-time instruments for investigation of vapor intrusion.
Dr. McHugh was the Principal Investigator for ESTCP ER-201119, a three-year project demonstrating the use of real-time GS/MS for investigation of vapor intrusion. This was the ESTCP Project Of The Year in 2014. He developed and taught a short-course for ESTCP on the use of real-time instruments for the investigation of vapor intrusion.
Dr. McHugh is the author of numerous peer-reviewed journal articles on vapor intrusion including 3 peer-reviewed journal articles that present research results from the use of real-time analytical instruments at vapor intrusion research sites.
Dr. McHugh has collaborative agreements with companies developing and commercializing innovative real-time instruments. These agreements provide enhanced technical support during instrument field evaluation.
Dr. McHugh has assisted the USEPA and a number of state agencies in the development of vapor intrusion regulatory guidance.
Dr. McHugh developed the training model on vapor intrusion for the 2011 RITS. He has developed and taught short courses on vapor intrusion for numerous other parties.
Dr. McHugh has conducted vapor intrusion investigation using real-time instruments at numerous VOC-contaminated sites.
