About this file

This document is a Single Source Determination justifying the use of simplified acquisition procedures to procure PlanetScope satellite imagery from Planet Labs PBC for the National Oceanic and Atmospheric Administration's (NOAA) Satellite Analysis Branch (SAB). The objective is to obtain unclassified, daily, shareable, near-real-time and retrospective multi-spectral satellite imagery with sub-4 meter resolution to support marine pollution response and monitoring activities. The period of performance is a 1-year base period with two 1-year option periods, with a total estimated value of . Planet Labs is identified as the sole source capable of meeting the requirement due to its constellation of 130+ CubeSats that image the entire Earth daily. NOAA intends to award a firm-fixed price contract to Planet Labs under this sole source acquisition. This notice is not a request for competitive quotes or proposals, but vendors who believe they can meet the requirement may submit documentation within 10 calendar days demonstrating their capabilities.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity.

Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) and National Environmental Satellite Data and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO), Satellite Analysis Branch (SAB).

The OSPO Satellite Analysis Branch (SAB) serves as the operational focal point for near real-time imagery products and multidisciplinary environmental analyses within NESDIS. Specifically, the Marine Pollution Desk within SAB monitors U.S. coastal waters for marine pollution events such as accidental or intentional crude oil discharges and marine debris. SAB requires high resolution multispectral and Synthetic Aperture Radar (SAR) satellite imagery for these monitoring purposes.

2. Description of supplies or services required to meet agency needs (including the estimated value).

The objective of this effort to create a resource through which SAB is able to obtain unclassified, daily, shareable, near-real-time and retrospective multi-spectral satellite imagery for marine pollution response through remote sensing capabilities. The imagery shall be sub-4 meter resolution at near nadir and shall be used for the production of Marine Pollution Surveillance Reports (MPSR) providing first responder’s information detailing the location and extent of oil or marine debris in US coastal waters.

The period of performance for this requirement will include one (1) twelve-month base period and two (2) twelve (12) month option periods with a firm fixed price contract type. The estimated value for the base period is and a total estimated value of .

3. Identification of the single source or the brand name to be solicited.

Name: Planet Labs PBC Address: 1333 H St NW 300W, Washington DC, 20005 POC: J.J. Walter Email: jj@federal.planet.com Phone Number: (919) 889-4547

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Other – Only one source is capable

With 130+ CubeSat on orbit, Planet Labs has been imaging the entire earth every day for over one year. The Planet (PLANETSCOPE) satellite constellation comprises electro-optical (RGB/NIR) satellites in Low Earth Orbit (LEO) which, together, image the entire earth once a day at ~4m resolution. The high-temporal revisit rate of the Planet imagery empowers every echelon to account for the change in their AOI and to adjust operations as necessary. The Planet cloud processing infrastructure generates a daily global mosaic of Planet data, with individual images available within 8 hours of collection. Planet Labs imagery can feed into Amazon AWS and GovCloud, Microsoft Azure and Azure Government, Google Cloud Storage, and SFTP, Planet’s historical archive of its various sensors, and its high-resolution constellation are available within NOAA/SAB’s area of interest. Not utilizing the imagery of Planet Labs will pose an unacceptable risk as daily collection is required to maintain service continuity.
