About this file
This document is a Statement of Need (SON) for the acquisition of PlanetScope satellite imagery by the National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO), Satellite Analysis Branch (SAB).
The objective is to provide SAB with unclassified, daily, shareable, near-real-time and retrospective multi-spectral satellite imagery to enhance their ability to respond to operational and non-operational events. The imagery requirements include sub-4-meter resolution, global coverage, and availability within 6-8 hours of capture. The contractor shall provide access to view and download all PlanetScope imagery, with a 10,000 sq km monthly download allotment. The initial contract period is one year with two option years. This SON is related to a sole source justification notice for the PlanetScope imagery contract.

Statement of Need
PlanetScope Imagery ACQ FY24
NOAA/NESDIS/OSPO
1. Background The National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite and Product Operations (OSPO), Satellite Analysis Branch (SAB) of the National Oceanic and Atmospheric Administration (NOAA) plays a vital role in providing crucial information and analysis for disaster mitigation and warning services. SAB serves as the operational focal point for real-time imagery products and multi-disciplinary environmental analyses within NESDIS. The primary mission of SAB is to operate new proof of concept satellite analysis techniques that are needed to support disaster mitigation and warning services for U.S. Federal agencies and the international community.
SAB provides prototype environmental analyses to a variety of organizations such as the National Weather Service (NWS) Warning & Forecast Offices, the National Centers for Environmental Prediction, and many other environmental users of NESDIS satellite products.
This allows these organizations to have access to the most advanced and up-to-date satellite information and analysis to support their operations. SAB works closely with its operational partners to measure the utility of these new satellite analyses. This collaborative effort allows for the careful evaluation of the techniques and their effectiveness in providing accurate and reliable information.
Once the analyses have been proven to have operational value, SAB transitions responsibility for continued operational production to the appropriate operational partner. This ensures that the most advanced and effective satellite analysis techniques are being used to support disaster mitigation and warning services. Through its close collaboration with other organizations, it plays a vital role in providing accurate and reliable satellite information and analysis to support these operations.
2. Objective
The objective of this effort to create a resource through which SAB is able to obtain unclassified, daily, shareable, near-real-time and retrospective multi-spectral satellite imagery. This imagery will enhance SAB’s ability to respond to operational and non-operational (ad-hoc) events.
3. Data Requirements
The general requirements of this effort are to provide daily support to SAB in the form of satellite imagery acquisition, processing and delivery. Specifically, the contractor shall provide daily access to view and download all PLANETSCOPE imagery taken globally (Full Resolution). All imagery shall be in accordance with the assigned specifications outlined below in (Table 1 - Data Requirements).
