About this file
This is a Memorandum for Record documenting a single source determination for a commercial purchase order under simplified acquisition procedures.
The contracting action involves the procurement of a Fuels Laboratory Automatic Particle Counter (APC), Part Number JF-PC-AF, to be awarded to D-2 Incorporated. The estimated value is below the Simplified Acquisition Threshold of $350,000, eliminating the requirement for a formal justification and approval (J&A) document. The determination establishes that only one source can satisfy the agency's needs due to unique technical specifications. The Fuels Superintendent of the Air National Guard certified on September 23, 2026, that D-2 Incorporated is the sole vendor capable of providing the specialized APC required by FTL 26-05. The justification cites three primary factors: the vendor's exclusive authorization under Air Force technical guidance, the critical operational impact that alternative sources would have on aircraft diagnostic capabilities and operational readiness within the Air National Guard unit, and the vendor's proprietary manufacturing rights and technical data that preclude cost-effective alternatives. Market research was conducted in accordance with FAR Part 10, including review of government-wide databases and GSA schedules, confirming no other commercial vendor can satisfy the specific technical baseline. The Fuels Superintendent and Base Contracting Officer, Jared Garner, Capt., ANG, have certified the accuracy and completeness of the justification as of September 23, 2026.

ESTIMATED VALUE:
1. Identification of Action & Source This is a commercial purchase order valued at for Fuels Laboratory Automatic Particle Counter (APC) to be awarded to D-2 Incorporated.
2. Basis for Decision (RFO 12.102(a)) In accordance with RFO 12.102(a), the estimated value of this commercial procurement is under the Simplified Acquisition Threshold (SAT) of $350,000. Therefore, a full formal J&A is not required, and this memorandum serves as the sole source documentation.

Based on FTL 26-05, the APC Part Number: JF-PC-AF is the only authorized APC for use by the Air Force.
Operational Impact: Utilizing an alternative or non-OEM source would critically disrupt fuels diagnostic capabilities, compromising immediate aircraft operational readiness within the Air National Guard unit.
Proprietary Nature: The target vendor possesses proprietary manufacturing rights, technical data, and software/hardware alignment, making them the only source capable of fulfilling the requirement without substantial duplication of cost.
3. Market Research Conducted Market research was conducted in accordance with FAR Part 10. The Contracting Officer reviewed government-wide databases, GSA schedules, and the technical documentation provided by the requesting unit.
