About this file
This is a Single Source Justification for a simplified acquisition bridge contract awarded by the 366 Contracting Squadron for custodial services at Mountain Home Air Force Base. The incumbent contractor will continue providing all management, tools, equipment, and labor necessary to maintain facility cleanliness and professional appearance. Services include accomplishment of all cleaning tasks and provision of soap and paper products in restrooms, with maximum cleaning frequencies and facility levels established in appendices referencing Air Force Custodial Common Levels of Service Standards. All work must comply with applicable laws, regulations, HAF standards, and commercial practices.
The single-source justification is based on FAR 6.302-1, citing the incumbent contractor's unique qualifications and program-specific knowledge that cannot be replicated without significant transition time. The procurement faced significant delays due to the requirement being added to the Procurement List through the Ability One Program, shifting acquisition strategy from a competitive 8(a) set-aside to direct negotiations with a Source America-identified non-profit, compounded by the 43-day government shutdown. To prevent service lapse while competitive negotiations conclude under the Ability One Program's 120-150 day timeline post-price concurrence, the bridge contract extends the incumbent's performance. Future awards will be placed on the Procurement List for the Ability One Program through Source America. The contracting officer, Elizabeth Hughes (GS-11), determined on February 25, 2026, that only a single source is reasonably available under FAR 13.106-1(b)(1).

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 366 Contracting Squadron
Project/Program Name: Custodial Bridge Contract
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at Mountain Home, AFB, in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A and B, in order to meet the requirements of this PWS and the Service Summary (SS). Maximum cleaning frequencies are established in Appendix A, Air Force Custodial Common Levels of Service Standards. Facility cleaning levels and estimated square footages are established in Appendix B, Estimated Square Footages and Cleaning Level. Facility drawings of areas cleaned are established in Appendix C, Floor Plans and Maps. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, HAF standards, instructions, and commercial practices.
Section C: Justification for Soliciting from a Single Source or Brand Name
Background:
The procurement of these services has faced significant and unavoidable delays. The incumbent contract was awarded through and 8(a) set aside in FY 2020. While preparing for the recompete of these services, the requirement was identified as one that will be added to the Procurement List through the Ability One Program. This change caused a shift in the acquisition plan from a competitive 8(a) set aside, to direct negotiations with a Source America identified non-profit. After an official solicitation was sent out, the government experienced the longest shutdown in our nations history which lasted 43 days. This drastically set back the acquisition timeline to award. In order to maintain services clause 52.217-8 was utilized to extend the incumbent contract six months. Active negotiations are happening, however with the Ability One Commission's timeline to award being 120 to 150 days post price concurrence this bridge action is required to avoid a lapse in service.
Justification:
366 CONS shall use the authority 10 U.S.C 2304(c)(1) as implemented at FAR 6.103-1 to award a sole-source bridge contract to the incumbent contractor, for the continuation of essential services. This action is necessary to prevent a critical gap in service while the competitive follow-on contract negotiations are concluded. The authority for this non-competitive action is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The incumbent contractor possesses unique qualifications and a level of program-specific knowledge that is not available from any other source without a significant transition period.
Section D: Efforts to Obtain Competition
This acquisition is being placed on the Procurement list for the Ability One Program through Source America. The Ability One Program working through the Commission in order to be placed on the Procurement list has a completion time of 120 to 150 days. This timeline starts once price concurrence has been reached. Negotiations are ongoing with the selected contractor from Source America, however they will not be completed prior to the end of the period of performance for the incumbent contract.
This contract action is being completed so that no lapse in service is experienced by the government.
