The solicitation (36C25025Q0749) is 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB) under NAICS code 334510, with a small business size standard of 1,250 employees. The procurement includes the neuromonitor (Part Number CAM03), associated training, and an monitor adapter cable. Quotes are due by 5:00 PM Eastern Time on July 23, 2025, to be submitted via email to Contracting Officer Jeffrey Rozema. Vendors must provide a distributor letter from Natus Medical and complete specific VA certification forms. Market research confirmed two SDVOSB distributors (Rhyfel, Inc. and Sound Medical Devices, LLC) are authorized to distribute the product, and the items are manufactured domestically in the U.S.A.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source
Attachment 1: Single Source Justification for SAP under the SAT
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source (Brand-Name) Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C250-25-AP-4512
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 10, in support of VISN 10, Richard L. Roudebush VA Medical Center, 1481 W. 10th Street, Indianapolis, IN 46202 2237: 583-25-4-997-0223
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Veteran Health Indiana (VHI) has a requirement to purchase a Natus Compact Portable Neuromonitor (Camino ICP Monitor), in PCS Critical Care, Intensive Care Unit. The requirement is in support of Patient Care Services at Richard Roudebush VA Medical Center. The need is to replace the current Camino unit, which is beyond end of life and requires updated technology. The Camino ICP Monitor is indicated for use by qualified neurosurgeons or neurointensivists for measurement of intracranial pressure and temperature. Patients undergoing treatment with this monitor under the cranial applications are expected to have had a TBI, undergone a major neurosurgical procedure, or some other traumatic, ischemic or hemorrhagic incident requiring controlled monitoring of ICP and brain temperature.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Natus Medical is the brand currently used in the medical center (previously Integra Life Sciences Corp.). All of the catheters and connectors in the medical center match to this brand. The other brand on the market is CereLink by Coleman, which is not compatible with any of the cables or catheters we currently have. Natus Medical, Inc. is the OEM, and they have confirmed they have two SDVOSB distributors for these products being purchased.
4. Description of market research conducted and results or statement why it was not conducted: Search of VetCert using NAICS 334510 resulted in 321 potential SDVOSB/VOSB’s. Search of SBA SBS using NAICS 334510 and keywords “Neuro-Monitor” resulted in zero vendors. Searches on GSA Advantage, DLA ECAT, and VA SCMC did not result in any sources for the Natus Compact Portable Neuro-Monitor. Notice of intent to sole source (36C25025Q0735) was published on SAM.gov on 07/14/2025. Response from that notice, later confirmed by Natus Medical, confirm there are two SDVOSB’s authorized to distribute Natus neuro products – Rhyfel, Inc. and Sound Medical Devices, LLC. Natus Medical, Inc. is a large business, but the SBA has issued a class NMR waiver under NAICS 334510. Products are manufactured domestically in the U.S.A. VA Rule of Two is attainable.
