Single Source Announcement
SINGLE SOURCE ANNOUNCEMENT
1. Introduction/Statement of Intent
FAA intends to award a single source contract to the Johns Hopkins University Applied
Physics Laboratory (JHU/APL), Laurel, Maryland.
2. Description of Supplies/Services
Engineering services are to be acquired to support future ACAS X software logic evaluations and to develop and maintain tools to analyze issues. Services are to include program management support, software development and software engineering, independent verification and validation, prototype development, modeling and simulation, and tool enhancement.
3. Total Estimated Value and Period of Performance
The total estimated value of this contract, inclusive of all options, is $29 million. Period of performance is anticipated to be for five years, consisting of a one-year base year, and four, one-year options.
4. Authority
FAA Acquisition Management System (AMS) authority for the single source selection is
3.2.2.4.
5. Reasons for Single Source
Market survey was conducted for this procurement. The market survey looked at vendor respondents’ prior work experience, capabilities, organizational characteristics, business capabilities, comments on draft scope of work, and their intent to pursue this procurement as unrestricted competition. JHU/APL is the only one qualified source capable to meeting the requirements of future ACAS X effort, including logic validation and verification, utilizing its unique qualifications and toolsets. The market survey confirmed that these toolsets do not exist elsewhere in the market. If JHU/APL’s support were to be discontinued, the FAA program would incur significant disruptions, including a lengthy transition time and a substantial learning curve for a new contractor, significantly increasing both the cost and risk to the Government. As a federally chartered University
Affiliated Research Center (UARC), JHU/APL operates in the public interest, with objectivity and independence.
