About this file

This is a Single Feasible Source Memorandum regarding a notice of intent to award a contract for State Specific APS Curriculum Development and Training services to APS Training Consultants (APSTC) for the State of Illinois. The contract, designated as FY27 APS Trainer Services, encompasses a full scope of organizational development practices including in-depth needs assessments, curriculum development, instructional support, program delivery, strategic planning, quality assurance, program integrity, and workforce development coaching focused on elder and dependent adult abuse. APSTC is identified as the first and only organization in the United States specializing in this comprehensive range of services for state-specific Adult Protective Services (APS) curriculum and training programs.

The memorandum justifies the sole source award by establishing APSTC's unique qualifications and extensive track record of service delivery. The organization has been utilized by the National Adult Protective Services Association (NAPSA), the APS Technical Assistance Resource Center (APS TARC), the National APS Training Center (NATC), and numerous states and counties nationwide. The notice indicates that a hearing will be canceled unless interested parties submit written comments or formal requests for reconsideration, suggesting this represents a competitive procurement process with opportunity for challenge. Jessica E. Burke, MPA, serves as CEO and Director of APSTC, and additional information is available at www.apstrainingconsultants.com.
