About this file

This document is a Request for Information (RFI) from the Department of the Army Materiel Command Army Contracting Command regarding a potential new Combat Net Radio (CNR) requirement. Interested parties are requested to respond with a white paper and completed compliance matrix by April 26, 2021 with information on their capability to provide CNR solutions through Non-Developmental Item, Commercial off-the-shelf, or Government off-the-shelf technologies, including single-purpose radios, software-defined radios, or refurbished RT-1523E/F radios. The CNR solution must meet threshold requirements for assured voice capability and limited data transmission as outlined in the draft CNR performance requirements document. The RFI seeks information to assist with market research and acquisition planning, including pricing for new and refurbished radio enclosures, production lead times and rates, logistics and sustainment approaches, and experience with foreign military sales and accommodating future waveform upgrades.

This test plan has been created by using test cases from the 2-channel HMS radios and will be properly updated to reflect the actual test cases and steps used specifically for evaluation of the CNR. In keeping with this program’s desire to share information quickly, this plan is being released in its current state of maturity. Even with errors, this draft is superior to the test intentions being withheld.

Demonstration (Pre-test Inspection and Training) The purpose of the Demonstration is to show how to perform a few selected tasks as identified in the Compliance Matrix and to train the Government Test Team how to operate/test the vendor’s radio product.

This will begin with successful installation/integration into the lower tray of a VRC-91 radio rack. The requirements for this to be completed without special tools or modifications will be evaluated at this time. Deviations will be annotated.

The demonstration will continue with Saville over the Air Re-Key (SARK). The need for SARK is clear with understanding that the legacy waveform will be operated for more than another decade even though the algorithm will be downgraded from Secret to CUI. Deviations will be annotated.

The demonstration will culminate with integration of a second radio into the top tray and validation of retrans capability. Note: cables necessary to achieve connection between the vendor’s radios must be provided by the vendor. Deviations will be annotated.

Compliance Matrix items identified as “Quick Look” will be verified by Government personnel in accordance with this (DRAFT) Test Plan. Compliance Matrix items identified as “Fires” include interfaces and integration that the APG Lab is not at this time equipped to definitively certify and these tests will be conducted either at U.S. Army Missiles and Space facilities in Huntsville, AL or Yuma Proving Grounds under guidance from the Fires Community. Compliance Matrix items identified as “White Paper” are expected for the vendor to self-certify, using vendor’s own format, compliance either by test, 3rd party test, or by analysis. An example of “by analysis” that is acceptable is Fungus. An example of “by analysis” that is not acceptable is vibration.

Test cables are expected to be provided by the vendor. For the tests conducted by the Government, many tests require cables that need to interface with standard test equipment as detailed in this (DRAFT) test plan. This includes a serial data cable that terminates in a DB-25 connector for connection to the FIRBERD as shown in the appropriate paragraphs that follow.

TC 1.1.2 Spectral Mask Test Objectives The objective of this sub-case is to measure and characterize the ability of the Gen2 CNR Radio to control its spectral emissions output while maintaining all of its occupied bandwidth within its spectral mask definition. This includes any out-of-band interference such as a radio carrier frequency harmonics or spurious emissions. Radios will be tested for spectral emissions and spectral mask in the SINCGARS band.

Test Configuration The Gen2 CNR Radio under test will be configured as shown in Figure 2. Testing will be conducted on a calibrated Agilent E4443A Spectrum Analyzer and JFW Model 50AA 079 Attenuator Assembly.

Tests will be performed in the SINCGARS band as set by the Mission Plan.

Figure 2 TC 1.1.2 Spectral Mask Test Configuration Traffic Profile The test support equipment in this test case displays the actual RF emissions from the radio and does not require either voice or data traffic to be generated or recorded.

Requirements and Test Criteria/Metrics

Test Case
HMS CNR CPD/PRD Requirements
Test Criteria/Metric
TC1.1.2 Spectral Mask
PRD 3.2.2.1: (t) The CNR Radio Set shall maintain a spurious response rejection of at least 60 dB for signal bandwidths up to 1.5 MHz and frequency offsets greater than +/- 5% from the carrier.

PRD 3.2.2.2: (t) The CNR Radio Set shall provide at least 40 dBm (+/- 2 dB) of RF output power measured at the CNR Radio RF output port for all frequencies on both channels simultaneously.

PRD 3.2.2.8: (t) The CNR Radio Set transmitted spurious output level shall be attenuated at least 50 dBc below carrier frequency when the operating at maximum power level.

Criteria:

Met: The CNR meets all Spectrum Compliance Standards.

Not Met: The CNR fails to meet Spectrum Compliance Standards.

Metric: Screenshots of test results and/or table of data.

The radio system under test requires an application for frequency allocation prior to use by end-users in the field. This application includes transmitter output characteristics as an attachment to this application and is informally known as a DD-1494. The DD-1494 application that is submitted with the CNR under test will be verified. The table below is only meant as an example of what is typically found in a DD-1494 submission. The CNR system DD-1494 spectral mask values will be used to generate the carrier offsets used to conduct the spectral mask test. If a DD-1494 application is not available, the CNR spectral mask, any spurious emissions, and harmonics will be characterized and compared against requirements defined in Conducted Emissions 106 (CE106) referenced from MIL-STD-461F.

Spectral Mask Offsets for 1.2 MHz BW

fc ± 18.75 kHz
-25 dB
fc ± 37.5 kHz
-35 dB
fc ± 75 kHz
-43 dB

Table 4 DD 1494 Spectral Mask Power Levels for Carrier Offsets This test also measures and characterizes the ability of the radio in controlling its spectral emissions output and minimize any unintended out-of-band interference. Unintended interference can be caused by the radio system affecting other communication systems or electrical devices and all emissions that are not the radio carrier signal should be minimized to the greatest extent possible.

The CNR under test is expected to adhere to its harmonic and spurious emissions as defined in the DD-1494 application. If a DD-1494 is not available, the CNRs harmonic and spurious emissions will be characterized and referenced against MIL-STD-461F Requirements for the Control of Electromagnetic Interference Characteristics of Subsystems and Equipment CE106 Conducted Emissions Antenna. The table below states the requirements from MIL-STD-461F for harmonic and spurious performance.

Harmonic Levels

2nd Harmonic (fc * 2)

3rd Harmonic (fc * 3)
-13 dBm
All Other Harmonics (fc * 4…n)

Spurious Emissions (Spur)
-50 dBc
