Scope/Introduction Scope This Performance Requirement Document (PRD) defines the technical requirements for the Combat Networking Radio (CNR) Engineering Change Proposal (ECP) contract under the authority of the PEO C3T/PM TR/PdM WF. The requirements within the PRD are based on the Single Channel Ground and Airborne Radio System (SINCGARS) specifications both extant in current Army doctrine and with modernization efforts for vocoder, Communications Security (COMSEC) and Transmissions Security (TRANSEC). All requirements in this document apply to all modernized SINCGARS configurations unless otherwise specified.
System Description The SINCGARS ECP modernization of the PRC-119 and VRC-88 through VRC-92 family by replacement of the RT-1523 will be referred to as CNR for the purpose of this PRD. The CNR radio allows users to operate in tactical voice networks with other team members and team leaders utilizing the SINCGARS waveform. The radio also enables users to exchange Position Location Information (PLI) within a network via Radio Based Situational Awareness (RBSA) mode and to function as a digital data radio. This solicitation is for a complete solution that fits into the VRC mount replacing the RT and as replacement for the RT in the PRC system. As such, any components necessary to replicate the functions or environmental tolerances of the legacy RT being removed must be included.
This PRD defines a common set of requirements for a form/fit/function replacement of the RT-1523E/F used for the PRC-119, and fitting within the AM-7239E Vehicle Amplifier Adapter (VAA) which includes the Power Amplifier (PA), antenna, and the Internet Controller (INC). The VAA is capable of mounting one or two CNR radios and one PA. Examples of the platform are the VRC-89F, VRC-90F, VRC-91F, and VRC-92F. The replacement receiver transmitter (RT) shall achieve the required performance with a software-defined radio (SDR) capable of legacy and modern SINCGARS features detailed herein. The modernized replacement must interface and meet requirements with all existing ancillary items (e.g., VAA, PA, INC, antennas, etc.) that provide flexibility and adaptability to support the varied Warfighter mission requirements. The CNR Receiver-Transmitter (RT) matches all existing mating connectors, cable bends, mounting provisions, and cooling provisions while also providing full performance. The rationale for form/fit/function identical to the original SINCGARS RT-1523E/F/G is based on cost avoidance for platform integration, replacement of existing mounts, amplifiers, integration kits, and does not preclude slide-in replacements.
The CNR requirement is for a 1-channel manpackable and mounted radio to be used within Platoons and higher to provide the capability for soldiers to have interoperable voice communications with tactical enablers such as aviation, fires, coalition, host nation, or other adjacent units that use legacy or modernized SINCGARS. The SINCGARS CNR ECP enables alternative use of either the SINCGARS with Saville crypto operated at CUI (Controlled Unclassified Information level) or modern SINCGARS with COMSEC at Secret.
Cyber
The system specific threats to the CNR radio is addressed in the HMS VOLT, 14 SEP 2020 (SECRET//NOFORN) and the associated threat modules detailed in the HMS VOLT which are located in the Defense Intelligence Threat Library (DITL) on SIPRNET and JWICS. These threat modules include (U) NGIC-1163-0409-19, Counter Sensors Threat Module (U) Communications Jammers (Ground Based) - dated 25 March 2019, (U) NGIC-1163-0169-17, Sensors Threat Module (U) Signals Intelligence Detection Systems (Ground Based) - dated 02 October 2018, and (U) NASIC 84267, Cyberspace Threat Module (U) Threats From Malware - dated 27 June 2019. The threats to the CNR include classic electronic warfare measures such as electronic attack (jamming) and electronic warfare support (detection, intercept, and direction finding). These threats will become more sophisticated over time. Additional threats include Offensive Cyberspace Operations (OCO) to the information systems components of the CNR (to include insiders, distributed denial of service, malicious code and unauthorized users) exist throughout the entire system lifecycle. Threats to the cryptography are a concern as well as threats from quantum computing in the far term. The threat to GPS is acknowledged.
Terms and Definitions The CNR radio’s capabilities are defined as a combination of the actual performance, functional, and physical attributes of the system. The performance, functional, and physical attributes of the system are defined by requirements in this document and includes the referenced Statement of Work (SOW). Items not marked with (T), (Td), or (O) are considered (T) by default. All certified objectives shall be met or exceeded for the PRD item(s) to remain technically acceptable during the contract ordering period.
Threshold Requirements (T) Threshold requirements, indicated by “(T)” prior to the requirement text, shall be met or exceeded for the PRD item(s) to remain technically acceptable during the contract ordering period.
Delayed Threshold Requirements (Td) Delayed Threshold requirements, indicated by “(Td)” or simply “Td” in the SINCGARS Waveform Modes Table, shall be met or exceeded during the Delivery Order period for the offer to remain technically acceptable during the contract ordering period.
Objective Requirements (O) Objective requirements, indicated by “(O)” or simply “O” are desired requirements in the SINCGARS Waveform Modes Table.
Mission-Ready A Mission-Ready CNR Radio provides a fieldable capability that is operationally suitable and reliable for the intended mission (i.e. manpackable, mounted, or foreign military sales (FMS)).
Mission-Ready Weight and Size The Mission-Ready weight and size includes: CNR RT, Global Positioning System (GPS) antenna (if applicable), SINCGARS antenna (when dismounted), and battery power for a 24 hour mission. Weight is measured in pounds and size is measured in cubic inches (noting that the RT must be capable of being installed in the existing VAA). The 24 hour battery power requirement and related weight constraint applies to dismounted operations. Vehicle power is expected for mounted operations. Dismounted weight and size constraints are not inclusive of mounted ancillaries.
Applicable Documents Specifications A partial list of specifications and standards (CNR References) integral to this procurement is included at the end of this document. Additional standards apply in accordance with Best Practices. The specifications and standards in effect at contract award shall be the revision listed in the Department of Defense Index of Specifications and Standards (DODISS) at the time of contract award.

(T) CNR Receiver-Transmitter (CNR-RT) The CNR-RT shall demonstrate:

(T) Characteristics
(T) Frequency Range
(T) Shall cover the frequency range from 30-88 MHz for narrow band channels.
(T) Shall operate in 25kHz bandwidths supporting both all modes of the legacy SINCGARS waveform and all modes of the upgraded SINCGARS 3.1 waveform.
(T) Transmit and Receive Characteristics
(T) Voice shall have a 90% or greater Call Completion Rate (CCR) while meeting range requirements.
(T) Data shall have an 85% or greater Message Completion Rate (MCR) while meeting range requirements.
(T) The CNR Radio Set shall provide a voice call completion rate of at least 80% in F1/F1 or F1/F2 retransmission scenario with another CNR radio when measured at the receiving radio, not the retrans radio.
(T) CNR dismounted service shall have a single hop (point-to-point without relaying) range in open terrain no less than 5km.
(T) Mounted CNR amplified service shall have a single hop (point-to-point without relaying) range in open terrain no less than 30km for SINCGARS.
(T) The CNR Radio Set shall support a transmit duty cycle of at least 50% for a minimum of at least 5 minutes.
(T) The CNR RT shall sustain no damage when a Radio Frequency (RF) output port is open or shorted.
(T) Physical Characteristics
(T) The size of the CNR Radio shall be equal to or less than the cubic measurement of a legacy RT-1523F in each dimension. This is inclusive of batteries necessary for 24 hours for dismounted operations. Note: the SINCGARS RT shall be capable of being installed in the existing SINCGARS mounting adapter (i.e., AM-7239).

(T) The weight of the CNR Radio shall be equal to or less than the weight of a legacy RT-1523F: 5.5 lbs or 7.8 lbs. This is inclusive of batteries necessary for 24 hours for dismounted operations..
(T) Built-in-Tests
(T) The CNR Radio shall perform Power On Self-Test (POST) to determine operational status.
(T) For field and organizational level maintenance, the CNR Radio shall provide Built In Test (BIT) functionality to troubleshoot down to Line Replaceable Unit (LRU) level. The BIT diagnostics shall be capable of fault detection of at least 95% of all faults and must be capable of fault isolation of at least 90% of detected faults.
(T) Connectors and Interfaces
(T) The CNR-RT or its adaptor shall interface with the legacy VRC mounts, pin configuration, handsets, intercom interfaces, locking mechanism, amplifiers and the INC (Internet Controller) for mounted operation and digital fires.
(T) Radio shall provide Type N Female RF interfaces for all dismounted antennas.
(T) Shall allow the RT to be installed/uninstalled without any special tools and/or equipment.
(T) Shall provide an audio connector and support U-283/U key fill or adapter.
(T) Shall provide electrical interface for headsets, speaker/microphone, and handset in accordance with MIL-DTL-55116C.
(T) The CNR Radio RT shall provide legacy serial data interface in accordance with MIL-STD-188-114A for compatibility with legacy Fires support systems.
(T) Shall be able to connect an external military Precision GPS device for support of the SINCGARS RBSA mode.
(T) Shall provide a push-button or other mechanical interface to allow the radio operator and maintainer to access operational status, control functions and parameters, and zeroize the RT from the front panel.
(T) Shall provide built-in display/Human Machine Interface (HMI).
When mounted, the radio will either present the front panel of the RT toward the user or have an HMI integrated into the mounting hardware that controls the RT and is presented towards the user as the mounted system’s front panel.
(T) Front Panel
(T) Shall provide a front panel keypad interface similar in function to the existing RT-1523E/F radio. The front panel keypad shall be capable of selecting the following operational parameters:
(T) Preset channel (e.g. 8 SC, 6 FH)
(T) RF Transmit Power (LO, MED, HI, PA)
(T) Mode (SC, FH, FH2, FH3, RBSA)
(T) COMSEC (PT, CT, CT2)

(T) The CNR-RT HMI shall provide operators and maintainers with the ability to check the following functions with precise visual feedback at any given time:

(T) Shall display the results of the last BIT for review
(T) All presets must be accessible and the radio’s controls must be able to perform all tasks without need for an ancillary device or detachable HMI.
(T) The HMI shall be readable with 10,000 foot-candle, direct NITS sunlight.
(T) The HMI shall be readable with Generation III Night Vision Goggles.
(T) CNR-RT shall allow control of the HMI display brightness from off to maximum.
(T) The CNR-RT shall provide the user the capability to input numerical and alpha numeric characters via a keypad device.
(T) The built-in display shall be readable when the RT is mounted.
(T) A remote HMI in the form of an application for Mission Command systems shall be provided that is capable of selecting presets, controlling the radio’s volume, and displaying relevant information for mounted operation.
(T) The radio shall be able to support Fires Missions by following the legacy audio specifications for the SINCGARS RT-1523 radio capable of communicating with at least the following sub-systems that use the standards of the TACLINK card:

(T) Forward Observer System (FOS)
(T) Mortars Fire Control System (MFCS)
(T) Advanced Field Artillery Tactical Data System (AFATDS)
(T) Pocket Sized Forward Entry Device (PFED Increment II)
(T) Precision Fires-Dismounted (PF-D)
(T) Data Interfaces Shall permit connection to a platform or local computer via a serial interface.
(T) Shall provide a serial RS-232 interface for operation at rates of 1200, 2400, 4800, and 9600 bps to allow transmission of data using computers and commercial "Xmodem" software.
(T) Shall provide front panel control via the RS-232 interface.
(T) Shall provide a synchronous serial MIL-STD-188-114 interface for Packet Data. The Packet transfer rate shall be 16 kbps.
(T) Shall support MIL-STD-188-220C with X.21 packet data interface.
(T) Shall provide an analog data interface to support AD1 operation.
(T) Shall provide an analog data interface to support TACFIRE AD2 operation.
(T) Shall provide a serial connection to the Internet Controller (INC) device located in the Vehicle adapter.
(T) Shall support serial interfaces with the RS-422 and 423 interfaces.
(T) SNAP Interface Shall provide an interface to the Steerable Null Antenna Processor (SNAP) for radio control of the FHMUX and accept BIT information from the Internet Controller and the FHMUX. Overview is found in TM 11-5820-890-10-8.
(T) Power
(T) Shall provide capability to use battery power when dismounted with common primary and rechargeable batteries.
(T) Shall allow the replacement of primary power source(s) without any special tools and/or equipment.
(T) The CNR-RT shall be able to operate the legacy SINCGARS and SINCGARS CT2 waveforms using all modes specified in the Compliance Matrix in a dismounted networks for voice or data operations at maximum transmit power in an operational environment, with 6:3:1 (Listen, Receive, Transmit) for no less than 24 hours while meeting 3.1.1.3.1.
(T) Waveforms and Services
(T) Shall store all provided waveforms and required operational parameters simultaneously.
(T) Shall store all data encrypted while at rest in accordance with current National Security Agency (NSA) guidelines for NSA-controlled data (e.g. keying material (KEYMAT)).
(T) If using an NSA key for storage, it shall be a split key that is reloadable by soldiers in the field. Examples of this are JOSEKI or Watari split keys. A full key that is not reloadable by soldiers in the field is not acceptable.
(T) Waveform and Mode Selection:
(T) Waveform modes shall be user selectable. Example: Change mode of SINCGARS.
(T) Shall be able to switch waveform modes in less than 60 seconds for supported waveforms. (e.g. SINCGARS voice to SINCGARS data mode)
(T) Cold Start/Warm Start Cold start and warm start timelines are not applicable for non-terrestrial waveforms such as MUOS where network join times are outside of local control.
(T) During cold start the radio shall power on, instantiate waveform(s) and assign mode(s) or configuration parameters and be fully operational within 7 minutes. Cold start is the process of configuring HW (installing antennas, and handmics, etc.), powering up, loading cryptographic KEYMAT and mission plan, entering necessary parameters, and configuring a radio’s software/applications to allow the radio to enter into its operational state and join a network. Cold start time includes Power On Self Test (POST).
Cold start is normally required after such software items as waveforms, waveform operating parameters, crypto keys, and presets have been uninstalled from the radio and powered down. Cold start does not include the reloading of the radio operating environment (OE) or those radio services applications necessary to put the CNR-RT into a state in order to receive the software required to operationally configure the radio.
(T) During warm start the radio shall power on, instantiate waveform(s) and assign mode(s) and configuration parameters to be fully operational within 50 seconds. Warm start is conducted after a radio has been successfully loaded by the operator (completion of cold start) or has previously been in an operational state and contains all the necessary radio software/ applications and assembly of components to allow the set to enter into a state of operation. Warm start time excludes BIT times.
Warm start process may consist of using a channel instantiated waveform and modifying its waveform parameter sets, (e.g., keys, presets, frequencies) to allow the operator to enter into a different network using the same waveform that is currently instantiated on the channel. Warm start may also consist of tearing down a radio’s channel and instantiating a new waveform and its parameter sets from memory unto the channel to allow the operator to enter into a new required network.
(T) Global Positioning System (GPS)
(T) External GPS Interface Requirements
(T) Shall utilize Precise Position Service (PPS) GPS when both PPS and commercial GPS signals are available.
(T) Shall be able to receive time and position data via GPS-153 formatted message from external devices. Examples: DAGR or M-Code module.
(T) Communications Security (COMSEC).
For the purposes of this section, the term “keys” includes system keys, certificates, and Firefly vectors as well as user traffic keys.
(T) Key Management
(T) Shall be capable of using the existing Simple Key Loader (SKL) to load COMSEC and hopsets/presets for SINCGARS.
(T) Shall support Over The Air Management of cryptographic keying material using both Saville Automatic Re-Key (SARK) Tx/Rx and the methods detailed in the SINCGARS CT2 specification, as appropriate to the waveform in use during the re-key event.
(T) Shall support manual zeroization of keys individually or collectively.
(T) Key Retention
(T) Shall be capable of retaining mission variables for at least 144 hours after loss of primary power.
(T) Hold Up Battery (HUB) solution shall provide the capability to retain core WATARI or JOSEKI variables with a 12 month or greater operational life.
(T) HUB shall be field replaceable.
(T) CNR-RT Environmental Testing The CNR shall meet the requirements of the Interface Standard Environmental Conditions for Ground Combat Systems document, ATPD-2404. Rationale: the CNR is a communications component in the Ground Combat System and should not reduce the effectiveness or operational capabilities of the platform.
(T) Shall not degrade environmental compliance of extant mount that the CNR-RT fits within.
(T) Altitude (Low Pressure)
(T) Shall withstand low pressure storage at an altitude of 15,000 ft. above sea-level in accordance with MIL-STD-810H, Method 500.5, Procedure I – Storage/Air Transport.
(T) Shall be operable at an unpressurized altitude of 15,000 ft. in accordance with MIL-STD-810H, Method 500.5, Procedure II – Operation/Air Carriage.
(T) Temperature
(T) Shall operate in temperatures ranging from -32° C to +71° C verified by testing in accordance with MIL-STD-810H for compliance with ATPD-2404. Rationale: The CNR is a component in weapons systems that are expected to remain fully operational under extreme temperature requirements. The CNR is not allowed to degrade performance due to heat (reduce power output) or to be dependent on other aspects of the platform such as environmental control in order to remain operable.
(T) Shall withstand storage temperatures from -51° C to +71° C verified by testing in accordance with MIL-STD-810H, Methods 501.5, Procedure I – High Temperature Storage and 502.5, Procedure I – Low Temperature Storage for compliance with ATPD-2404. Rationale: Wartime stocks and operational unit equipment can endure extreme temperatures.
(T) Rain
(T) Shall be capable of operating in 10.2 cm (4 inches) of rain per hour and 64 kph (40 mph) wind for 40 minutes verified by testing in accordance with MIL-STD-810H, Method 506.5, Procedure I – Rain and Blowing Rain.
(T) Humidity
(T) Shall operate and be impervious to humidity with relative humidity from 5% to 95% non-condensing and conditions of mist and fog as verified by testing in accordance with MIL-STD-810H, Method 507.5, Procedure II Aggravated.
(T) Shall survive storage in hot, humid conditions as verified by testing in accordance with MIL-STD-810H, Method 507.5, Procedure II Aggravated.
(T) Fungus
(T) Shall withstand, in both operating and non-operating conditions, exposure to fungus growth as encountered in tropical climates and not support fungal growth verified by testing in accordance with MIL-STD-810H, Method 508.6 using Table 508.6-I.
(T) Salt-Fog
(T) Shall be resistant to the corrosive effects of salt-sea atmosphere verified by testing in accordance with MIL-STD-810H, Method 509.5.
(T) Sand and Dust
(T) Shall withstand exposure to fine dust particles, in wind speeds of 1,750 feet per minute, and sand particles, in wind speeds of 5,700 feet per minute, verified by testing in accordance with MIL-STD-810H, Method 510.5, Procedure I, Blowing Dust and Procedure II, Blowing Sand.
(T) Vibration
(T) Shall be operational during and after undergoing vibration induced by vehicular transport (both tracked and wheeled) over all types of roads and cross country terrain and vibration associated with transportation verified by testing in accordance with MIL-STD-810H, Method 514.6, Procedure II, Loose Cargo Transportation.
(T) Shock
(T) The specified system and individual items within the equipment shall be operational during and after undergoing shock associated with servicing and handling, and during ground, rail, sea and air transport. Vehicular mounted equipment shall not break away when subjected to crash hazard conditions verified by testing in accordance with MIL-STD-810H, Method 516.6, Procedure I – Functional Shock and Procedure V – Crash Hazard Shock Test.
(T) Temperature Shock
(T) Shall be tested in accordance with MIL-STD 810H, Method 503.5, Procedure I, using the low temperate of -30° C ,and successfully pass such test.
(T) Immersion
(T) Shall be capable of being powered on during and operational after immersion of the RT in at least 2 meters of seawater for 30 minutes verified by testing in accordance with MIL-STD-810H, Method 512.5, Procedure I – Immersion.
(T) Shall include a watertight battery connection that interfaces with batteries and permits immediate operation of the CNR Radio after immersion in at least 2 meters of seawater for 30 minutes.
(T) Shall include a watertight RF connection that interfaces with an antenna and permits immediate operation of the CNR Radio after immersion in at least 2 meters of seawater for 30 minutes.
(T) Solar Radiation
(T) Shall operate in an environment with solar loading and operate after exposure as specified in accordance with MIL-STD-810H, Method 505.5, Procedure I – Cycling, Temperature Cycle A1.
(T) Electromagnetic Environmental Effects (E3) Survivability
(T) Shall withstand the effects of High Altitude Electromagnetic Pulse (HEMP) in accordance with MIL-STD-2169B.
(T) Shall be able to perform mission essential communication functions following exposure to Near Strike Lightening (NSL) events in accordance with MIL-STD-464C.
(T) Shall comply with Electro Static Discharge (ESD) requirements of MIL-STD-464C.
(T) Explosive Atmosphere Shall not induce ignition when operated at maximum operating temperature or maximum loads in the presence of explosive atmosphere. Compliance shall be IAW MIL-STD-810H, Method 511, Procedure I.
(T) The CNR Radio shall meet EMI control requirements CE106, CS114, CS115, CS116, CS117, CS118, RE101, and RE102 of MIL-STD-461G. These requirements are clarified in this PRD, which are in addition to requirements subordinate to TEMPEST, NSA cert, and JITC certification.
(T) Nuclear Biological Chemical
(T) Nuclear Survivability Shall meet requirements defined in the document: United States Army Nuclear and Combating WMD Agency (USANCA) Memorandum for Project Manager ABCT; Subject: Chemical, Biological, Radiological, Nuclear (CBRN) Survivability Criteria for the Abrams; 25 July 2011 (SECRET).
Analysis which documents that personnel in full Mission Oriented Protective Posture (MOPP) IV protective gear can successfully operate and maintain the radio.
Analysis which documents that the radio can be operated for 72 hours while contaminated.
Analysis which documents that the radio can be decontaminated using existing solvents.
(T) Other Requirements and Capabilities
(T) Audible Status: The radio shall provide audible status, alerts and cues.
(T) The CNR Radio processing resources shall be less than 70% occupied while running any configuration of the SINCGARS waveform to include Field-Programmable Gate Array (FPGA) and accompanying General Purpose Processor (GPP). Rationale: the 30% overhead freedom is a target that assures waveform software upgrades planned for FH4 and imminent release of the CT3 specification would not overwhelm the selected hardware. Although upgrades, processor space, or memory space are not linear relationships the intent is to allow overhead for future growth. Growth includes proposed and not-yet-defined elements of FH4 and CT3.
(T) Dismounted CNR Radio Set Capabilities The CNR Radio shall demonstrate:
· The capabilities required by PRD 3.1 when the CNR Radio is combined with the legacy handsets and antenna(s) required for dismounted operations.
· Operational Availability (Ao) of 96% (Threshold) and 99% (Objective).
· Material Availability (Am) of 75% (Threshold), 96% (Objective) for a population of 100,000 radios.
· Mean Time Between Essential Function Failure (MTBEFF) no less than 477 (Threshold) and 683 (Objective) hours.
· 86% (Threshold) and 90% (Objective) probability of operating over a 72-hour period without an essential function failure.
(T) Mounted CNR Radio Set Capability The Mounted CNR Radio Set shall demonstrate:
· The capabilities required by PRD 3.1 when the CNR Radio is combined with the legacy hardware required for mounted operations.
· Operational Availability (Ao) of 94% (Threshold) and 97% (Objective) per channel.
· Mean Time Between Essential Function Failure (MTBEFF) of no less than 386 (Threshold) and 517 (Objective) hours per channel.
· 83% (Threshold) and 87% (Objective) probability of operating over a 72-hour period without an essential function failure.
· Configuration power consumption draw of no more than 15 Amps when used with extant VRC mount and amplifiers. Rationale: The circuit on most platforms with circuit breakers are wired for 15amps. A solution that does not require modifications to the platforms is required, including the need to change breakers, wires, or contacts.
(T) Mounted CNR Functions (M-CNR)
(T) Shall allow the CNR-RT to be installed/uninstalled without any special tools and/or equipment.
(T) Power Management
(T) Shall accept prime power to the RT from the legacy mount and run off the vehicular power.
(T) The CNR-RT shall operate the SINCGARS waveform, meeting capabilities for legacy and modernized SINCGARS as shown in Table 3-2

(T) Route and Retransmission Shall provide Route and Retransmission Capabilities equivalent to the legacy SINCGARS radio being upgraded including F1/F1 and F1/F2.
(T) CNR Radio Remote HMI Shall provide a CNR Radio remote physical HMI that is capable of selecting presets, controlling the radio’s volume, and displaying the same information as required in paragraph 3.1.
(T) Mounted CNR Radio HMI Shall provide a M-CNR Radio HMI that will mount securely in the vehicle interior and is capable of selecting presets, controlling the radio’s volume, and displaying the same information as required in paragraph 3.1.
(Td) CNR Radio Dual Mount Shall permit mounting and operation of two CNR Radios as a replacement for the legacy rack, e.g. SINCGARS VRC-91. Rationale: In general, the intention is to install the CNR in existing SINCGARS VRC kits. For a new vehicle type that did not have any radios or previous installation kits, this dual mount could serve as an alternative to a refurbished legacy mount.
(T) Foreign Military Sales (FMS) Variant (Five-Eyes) Shall provide a CNR-RT variant suitable for FMS sales to Five-Eye partner nations suitable for direct integration into systems equivalent to the fielded legacy VRC-88 though VRC-92 systems.
(T) Foreign Military Sales (FMS) Variant (Non-Five-Eyes) Shall provide a CNR-RT variant suitable for FMS sales to non-Five-Eye partner nations suitable for direct integration into systems equivalent to the fielded legacy VRC-88 though VRC-92 systems.
Verification Verification Methods Verification shall be performed to assure compliance. Methods of verification shall be by similarity, analysis, test, or demonstration. The EMI and Vibration testing shall not be qualified by similarity or demonstration.
Verification by Similarity Verification by Similarity may be proposed for components that have been previously verified for unrestricted use on US Army ground vehicles. When Verification by Similarity is used, a formal analysis report that includes all supporting documentation, data and verification reports shall be prepared.
Verification by Analysis Verification by Analysis involves proving a component meets its design requirements by a technical evaluation of the electrical and structures capability of the component. All requirements being qualified by analysis shall be addressed and shown to comply. Analysis reports shall be submitted prior to the qualification test plan package to facilitate a timely review of the analysis report which if disapproved will provide sufficient time to revise the analysis or develop the appropriate test plans to perform the required qualification testing.
Verification by Inspection Verification by Inspection involves physical and visual measurements or examinations made under fully controlled and traceable conditions. This may include inspection of documentation such as prior verifications, drawings, vendor specifications, software version descriptions, or others. Acceptability of the item is determined by a comparison of the data with the specified requirements.
Verification by Testing Verification by Testing shall be used for a component that does not meet qualification by similarity or analysis standards. Testing shall include test plans, test procedures, and test reports. Performance Verification Testing shall be conducted by government led lab and field test.
Verification by Demonstration Verification by Demonstration shall be conducted to show the capability of a component to comply with the requirements. A survey shall be conducted to show the maximum capability of the component. Demonstration shall include test plans, test procedures, and test reports.
Certifications and Approvals CNR-RT shall successfully complete Joint Interoperability Test Command (JITC) Waveform Standards Conformance Testing (WSCT) and Interoperability and Supportability (I&S) Certification in accordance with DoDI 8330.01.
Environmental Verification Vendor shall provide reports demonstrating compliance with MIL standards, in appropriate format, in accordance with CDRLs relevant to the test type.
