About this file
This is an Emergency Purchase Statement filed by the Illinois Department of Corrections (IDOC) with the State of Illinois Chief Procurement Office for General Services, dated November 26, 2025. The document authorizes an emergency procurement from Union Supply Group to provide approved commissary items to IDOC facilities, including food, clothing, health and beauty products, sundries, and electronics for sale to individuals in custody and correctional facility employees. The emergency purchase is effective from November 25, 2025, through February 22, 2026, and is categorized under the justification of preventing or minimizing serious disruption in critical state services affecting health and safety.
The estimated expenditure for this emergency purchase is $6,000,000.00, with costs to be funded through sources other than federal funds, state appropriated funds, or state grant funds. The document notes that this is effectively a zero-dollar contract to the state, as expenses are not state-funded. Union Supply Group, located at 3321 Toy Road, Groveport, Ohio 43125, was selected as the vendor because of its ability to provide needed commissary items on short notice. The agency documented that best efforts were made to include Business Enterprise Program certified contractors; however, the short-term nature of the purchasing cycle, combined with vendors' four to six-week pricing cycles and the need for rapid response to shifting product availability, made it impractical to formalize subcontractor relationships. The procurement was authorized by Jared Brunk, Chief Administrative Officer, on November 26, 2025.

ExplanationForSelectingVendor: The Vendor is able to provide needed commissary items to the Illinois Department of Corrections for its Individual in Custody and Correctional Facility Employees.
ExplanationSuppliesServices: The Vendor will provide approved commissary items that will allow for the continued sales of food, clothing, health/beauty, sundries and electronics to individuals in custody and Correctional Facility Employees.
TextField1: The short-term nature of our current purchasing cycle does not allow vendors to secure reliable supply chains or establish partnerships with BEP certified businesses. Vendors provide new pricing every 4 to 6 weeks and must respond quickly to shifting product availability. Without long-term volume commitments, it is not practical for the vendors to formalize subcontractor relationships or guarantee consistent opportunities for BEP participation. We will continue to pursue BEP inclusion as market conditions stabilize and we realize our competitive solicitation for a long-term contract.
