RE: Approved General Purpose Authority for DOK13682-001

Dear Mr. Maddox:

You have requested to use GSA’s general purpose delegation of lease acquisition authority for the U.S.

Department of Veterans Affairs to acquire a superseding lease action for 13,058 rentable square feet (RSF) and 120 parking spaces in Oklahoma City, OK for a term not to exceed 11/30/2036. We hereby approve your request to use the general purpose delegation as outlined in the chart below along with parking as required.

This authorization does not permit agency expansion beyond the maximum square footage delegated herein.

Furthermore, this authority may only be re-delegated to warranted realty contracting officers trained in accordance with the requirements of the General Services Administration Acquisition Manual (GSAM).

Lease Action Type Term Lease Details

Superseding 12/1/2026 - 11/30/2036 13,058 RSF

11,355 ABOA

120 parking spaces

This delegation authorization requires you to comply with all applicable laws, Executive Orders (EO’s), regulations, Office of Management and Budget circulars, the GSAM, GSA Leasing Desk Guide, and GSA’s Realty Services Letters and Lease Acquisition Circulars that implement laws, EO’s, and regulations.

Specifically, you are required, within 30 days of lease award, to submit a copy of the executed lease and other lease file documents. In addition, should the Lease Contracting Officer (LCO) change, for any reason, during any phase of this procurement, the new LCO must be updated in GREX within 30 days.

Agencies acting under delegated authority from GSA are solely responsible for securing the necessary funding to fully fund their contractual obligations, including up-front budget authority related to the award of a particular lease, as well as liabilities and payment obligations arising under a lease contract for the entirety of its term.

Under a delegation of GSA leasing authority, leases which meet the criteria for an operating lease shall be construed to require budget authority sufficient to cover the annual lease payment only, consistent with the budgetary treatment of lease payments made from a self-insuring fund as described in OMB Circular A-11.

However, the delegated agency will remain responsible for all costs, damages, losses and liabilities related to the lease, including reimbursement of such default costs to GSA.

Sincerely, Crofton Whitfield Assistant Commissioner Office of Leasing
