About this file
This is a Memorandum for Record documenting a sole-source justification for a federal contract award by the Department of the Army, Mission and Installation Contracting Command (MICC) at Fort Belvoir, Virginia.
The contracting action is for preventive maintenance and rapid-response repair services for the Army Executive Dining Facility (ARDEF) located within the Pentagon. The requirement includes immediate, on-call, and preventive maintenance for commercial kitchen, refrigeration, and food-service equipment, with the contractor providing all necessary personnel, equipment, supplies, tools, materials, supervision, and non-personal services to support uninterrupted operations. The contract vehicle is an order against a multiple award IDIQ contract with fixed-price pricing. The base year ordering period runs from August 15, 2026 through August 14, 2033, with a known requirement task order valued at $60,500 for the period August 15, 2026 through August 14, 2027. The total estimated contract value is $305,000 for the base year and four option periods. Funding is provided through Operations & Maintenance, Army (OMA) appropriations.
The justification supports sole-source award based on multiple factors: the contractor currently services the White House Military Office Navy Mess and possesses pre-cleared security credentials for restricted Pentagon access, eliminating standard onboarding delays; demonstrated specialized expertise in commercial kitchen and refrigeration systems identical to ARDEF equipment; unique ability to meet immediate operational needs while satisfying rigorous security protocols; lower cost and superior technical capability compared to alternative vendors; and Pentagon access restrictions that limit viable sources. Market research confirmed that while several commercial kitchen maintenance vendors exist in the National Capital Region, standard commercial vendors lack pre-vetted personnel for unescorted Pentagon facility access and historical performance data demonstrates that general commercial vendors without specialized executive dining expertise result in inadequate repairs, extended downtime, and excessive service fees. The justification will be made publicly available within 14 days after contract award in accordance with RFO 6.301(b) to promote competition for future needs.

8. Market Research: Market research was conducted in accordance with FAR Part 10 to identify capable commercial sources within the National Capital Region. While several commercial kitchen maintenance vendors exist in the local market, an evaluation of their capabilities against the ARDEF's stringent requirements revealed significant operational shortfalls. Specifically, standard commercial vendors lack the pre-vetted personnel required for immediate, unescorted access to restricted Pentagon facilities, which would result in unacceptable mission delays. Furthermore, historical performance data for the ARDEF indicates that utilizing general commercial vendors without specialized executive dining expertise has previously resulted in inadequate repairs, extended equipment downtime, and excessive, compounded service fees due to repeated diagnostic and corrective visits. Only demonstrated the simultaneous ability to meet the urgent timeline, satisfy the rigorous security access protocols, and provide proven, reliable technical expertise in comparable executive-level federal dining environments
9. Other Facts: Due to the time constraints involved with procuring this requirement, it is not feasible to promote full and open competition. The Contracting Officer will make publicly available the Justification for Approval within 14 days after contract award IAW RFO 6.301(b) to obtain other competition for potential future needs.
