About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services, executed by the Illinois Department of Corrections in Springfield. The document authorizes an emergency procurement of commissary items from Keefe Group, a vendor located in Bridgeton, Missouri. The purchase is intended to provide approved commissary products including food, clothing, health and beauty items, sundries, and electronics for sale to individuals in custody and correctional facility employees. The emergency procurement was initiated on November 25, 2025, with an expected contract end date of February 22, 2026, representing a short-term purchasing cycle rather than a long-term commitment.

The estimated total expenditure for this emergency purchase is $6,000,000.00, classified as an estimated cost rather than actual cost. The purchase is funded through "Other" funding sources, with the State explicitly noting that this is a zero-dollar contract where the State does not fund the expenses. The emergency category selected was "To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues." The Illinois Department of Corrections explained that its short-term purchasing cycle prevents vendors from establishing reliable supply chains or formal partnerships with Business Enterprise Program certified businesses, as vendors provide new pricing every 4 to 6 weeks and must respond quickly to shifting product availability. The emergency purchase was authorized by Jared Brunk, Chief Administrative Officer, on November 26, 2025, with the statement that the purchase was made with as much competition as practicable under the circumstances.

ExplanationForSelectingVendor: The Vendor is able to provide needed commissary items to the Illinois Department of Corrections for its Individual in Custody and Correctional Facility Employees.
ExplanationSuppliesServices: The Vendor will provide approved commissary items that will allow for the continued sales of food, clothing, health/beauty, sundries and electronics to individuals in custody and Correctional Facility Employees.
TextField1: The short-term nature of our current purchasing cycle does not allow vendors to secure reliable supply chains or establish partnerships with BEP certified businesses. Vendors provide new pricing every 4 to 6 weeks and must respond quickly to shifting product availability. Without long-term volume commitments, it is not practical for the vendors to formalize subcontractor relationships or guarantee consistent opportunities for BEP participation. We will continue to pursue BEP inclusion as market conditions stabilize and we realize our competitive solicitation for a long-term contract.
