About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for a simplified acquisition procedure (SAP) to obtain a pump truck via barge to pump sewage from the St. Louis Pier and the CGC GASCONADE cutter. The key details are:
The requirement is urgent and critical to enable the CGC GASCONADE to complete vital waterways navigation updates on the Mississippi River. The inability to pump the cutter's sewage would place the unit in a Not Mission Capable (NMC) status, removing an essential asset from service. Vendor Budrovich Contracting Co. is the only reasonably available source, as they are local, registered in SAM, and have performed similar work for the Coast Guard previously. The J&A justifies the sole source award due to the urgent and emergent nature of the requirement, which does not allow for the normal competitive solicitation process. The United States Coast Guard Base New Orleans is the procuring agency.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (J&A)
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. THIS DETERMINATION MUST BE SUPPORTED WITH FULL JUSTIFICATION FOR SOLE SOURCE FROM THE CUSTOMER.
WHEN THE CUSTOMER DESCRIBES AN ITEM WITH A PURCHASE DESCRIPTION WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE
JUSTIFICATION MUST EXPLAIN WHY THE ITEM IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT’S REQUIREMENT. STATEMENTS SUCH AS
"ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE
SOURCE PURCHASE. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
PURCHASE REQUEST OR REQUISITION NUMBER
BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED, AND THE INTENDED USE
Provide a pump truck via barge to pump a 1,800 gallon sewage tank at STL pier, along with 700 gallons from CGC GASCONADE. Pumps are now INOP and repairs can't be made while sewage is full. Two home ported cutters rely on this tank. Critical waterways navigation updates are needed to be completed by CGC GASCONADE, specifically the section of the Mississippi River north of Lock 22. This area is vital to the trillions of dollars of commerce that flow on the Mississippi river each year and has not been updated since the winter months. Aids to navigation off station on the river can cause significant property damage and be a hazard to life and limb if ships travel outside navigable lanes and crash or ground.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES
Action is urgent/emergent, compelling, and vital/critical in D8 ATON mission completion in support of vital commerce movement. The inability to pump cutter sewage places the unit in an Not Mission Capable (NMC) status and removes an asset from service, cutter must be able to pump sewage prior to getting underway for ATON. This is also a safety and environmental health concern for the homeported cutters and possible contamination of the Mississippi river. Vendor is registered in SAMS and local, they have done similar work for the CG prior.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN COMPETITION HAS
NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.
Cutters are unable to offload sewage which places the unit NMC and in a safety and environmental health status unsuitable for habitability. Cutter personal have no use of facilities onboard and must pump prior to getting underway and have no other pumping locations. Vendor is local and can provide all equipment and services which will result in a quicker completion of repair. Vendor has been used for other jobs at the unit and is registered in SAMS. This vendor can mobilize in a timely fashion ensuring this critical waterways operation can continue.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED
