About this file

This is a signed Emergency Purchase Statement from the Illinois Department of Public Health (IDPH) authorizing an emergency procurement for Smarty software licenses. The purchase addresses an immediate need to maintain uninterrupted operation of the Illinois Disease Surveillance System (IDSS), a critical public health infrastructure system. The procurement is structured as a one-time purchase of Smarty branded US Rooftop Geocoding Enterprise Cloud Licenses required to prevent disruption of essential state services. The emergency purchase authorization indicates that standard procurement procedures were bypassed due to the urgent and critical nature of maintaining IDSS functionality.

The document confirms IDPH's determination that an emergency procurement was necessary and justifies the direct purchase approach to ensure continuity of the disease surveillance system without delay. No specific pricing information, contract term details, renewal options, or alternative vendor considerations are documented in the emergency purchase statement itself, as the authorization focuses on establishing the urgent need and approval for the emergency procurement process rather than detailing financial terms or contract duration.

TextField2: The Illinois Department of Public Health (IDPH) must make an immediate, one‑time purchase of a Smarty software license through SHI International Corp (SHI) to prevent disruption of critical State services. The Illinois Disease Surveillance System (IDSS), which relies on an active Smarty license, supports essential public health operations. A lapse in this license would directly impact the State’s ability to maintain critical health‑related services, triggering the statutory threshold for emergency procurement.

IDPH previously utilized Deloitte under contracts 59000031M and 68200001N to manage and maintain the required licenses on behalf of IDPH and the Department of Innovation & Technology (DoIT). These contracts expired on February 20, 2026. Due to a miscommunication between IDPH and DoIT regarding responsibility for procuring the required license and the procurement method, no replacement procurement vehicle was established prior to expiration. This resulted in an immediate operational gap that cannot be resolved through the normal competitive process without risking disruption to essential services.

TextField4: Because the need for the license was identified only after the Deloitte contracts expired, there is not sufficient time to conduct a full competitive procurement without interrupting system functionality. Standard procurement methods would delay the acquisition beyond what is operationally feasible, leading to a serious disruption in State health services. Emergency purchasing authority is therefore required.
ExplanationForSelectingVendor: SHI International Corp (SHI) is already registered and approved to conduct business with the State of Illinois and is able to supply the required Smarty license immediately. This ensures rapid restoration of essential software functionality.
ExplanationSuppliesServices: Smarty US Rooftop Geocoding, Enterprise Cloud License, Yearly Term. This license provides unlimited address‑validation lookups with a maximum rate limit of 250 lookups per second and includes enhanced data privacy features.
TextField3: To ensure as much competition as was practicable under the circumstances, the agency conducted a search for all potential vendors capable of supplying the required Smarty software license. The agency reviewed the State’s existing blanket contract (Blanket Contract No. 19‑510CPOGS‑CPOGS‑P‑5085) with SHI International Corp to determine whether the purchase could be made through that vehicle. However, Smarty licenses are not available for purchase under the current blanket contract.

Because BidBuy did not list any vendors offering Smarty licenses, the agency conducted an additional search directly on vendor websites. SHI International Corp was identified through its website as an authorized reseller capable of providing the required Smarty license. No alternative vendors were identified through BidBuy or independent research. Given the urgent operational need and the absence of other qualified vendors, SHI was determined to be the only vendor able to meet the emergency requirement.

TextField1: To ensure compliance with BEP inclusion requirements, the agency conducted a search in BidBuy for any vendors authorized to sell or resell Smarty software licenses. No BEP‑certified vendors were listed or available in BidBuy as providing Smarty licenses. Because no BEP‑certified vendor offers this product and SHI is the only vendor identified as capable of supplying the required license, the agency was unable to include a BEP‑certified vendor for this emergency purchase.
