About this file
This is a Justification for an Exception to Fair Opportunity document for the National Geospatial-Intelligence Agency's (NGA) Systems Engineering Services (NSES) Program. The document seeks to extend four program segments - NGA Digital Engineering (NDE), NGA Enterprise Engineering (NEE), NGA Foundational Engineering (NFE), and NGA Segment Engineering (NSE) - for an additional 12 months from March 17, 2026, to March 16, 2027. The current contract ceiling of $1.440 billion will be increased to $1.676 billion, with the seven incumbent contractors being Peraton, Compass, Plus3 IT Systems, Zolon PCS, Analytic Services Inc., Assured Consulting Solutions, and Intelligence Consulting Enterprise Solutions.
The extension is justified by the contractors' specialized knowledge and expertise in Systems Engineering and Integration (SE&I) for the NGA's geospatial intelligence enterprise. The document emphasizes that switching contractors would introduce significant risks, including potential service gaps and security vulnerabilities. The contractors support various critical functions such as enterprise architecture, requirements engineering, DevSecOps capabilities, sensor integration, and mission-critical technology development. NGA plans to conduct a competitive procurement for follow-on services under the Archimedes acquisition, with a planned solicitation release in FY26 to ensure a timely contract award before the current NSES contract expires.

7. (U) CONTRACTING OFFICER DETERMINATION THAT THE ANTICIPATED COST TO THE GOVERNMENT
WILL BE FAIR AND REASONABLE.
The Contracting Officer will evaluate the price in accordance with FAR 15.404. The IDIQ and Single-awarded contracts and subsequent task orders were awarded through a competitive process, and the rates established in these task orders and single-awarded contracts will be used as a historical reference for this extension.
8. (U) STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY
BARRIERS THAT LED TO THE EXCEPTION TO FAIR OPPORTUNITY BEFORE ANY SUBSEQUENT
ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.
On February 27, 2025, the second Request for Information was posted on the Unclassified ARC. This RFI included recommendations for the Systems Architecture, Engineering Management, and Integration Model, along with suggestions to encourage collaboration among multiple vendors for effective implementation. In response, industry stakeholders submitted 67 questions, with most inquiries focused on understanding the contracting strategy and the Agency's goals rather than the RFI details. By March 31, 2025, NGA received 38 responses to the second RFI, comprising of 24 small businesses and 14 large businesses. The Acquisition Team reviewed the submissions and coordinated with relevant stakeholders.
A preliminary evaluation revealed several key trends:
1 response did not comply with the RFI but included additional documentation indicating an intent to subcontract.
27 out of 38 respondents (71%) recommended a version of COA #1 (multiple award).
10 out of 38 respondents (26%) recommended a version of COA #2 (single vendor award) encompassing all requirements.
NGA is planning a competitive procurement for the follow-on SE&I services under the Archimedes acquisition. The Agency aims to release the competitive solicitation in FY26 to secure a timely contract award before the current NSES contract ends. To support the upcoming Archimedes follow-on competitive procurement, NGA will issue draft solicitations to gather industry feedback, allowing vendors sufficient

UNCLASSIFIED
time to prepare competitive proposals. Further, detailed pre-solicitation notices will be provided, and industry engagement sessions will be held to clarify requirements and expectations.
Through these initiatives, NGA will address potential challenges that might limit competition among bidders. By doing so, NGA seeks to expand the competitive landscape to ensure fair opportunities for both small and large business contractors while securing the best value for the government. The Agency remains fully committed to fostering a competitive environment that leverages a wide range of industry capabilities while aligning with the incumbent contractors' objectives and timelines.
9. (U) APPROVING OFFICIAL DETERMINATION THAT ONE OF THE CIRCUMSTANCES UNDER FAR
