About this file

This is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office for General Services executed by the Illinois Department of Agriculture. The department sought to procure five (5) Ford Mavericks Hybrid with bed covers and four (4) Ford Escape hybrids (non-plug-in version), both 2026 model year vehicles in various colors. The purchase was made pursuant to Section 20-30(d) of the Illinois Procurement Code utilizing the Quick Purchase emergency procurement method. The emergency need arose from the significant growth of field inspector staff within the Bureaus of Meat and Poultry Inspection, Eggs, Animal Health and Welfare, and Land and Water Inspection, combined with the retirement of thirteen vehicles due to mechanical failure. The department's field staff, numbering over 100 inspectors, travel throughout Illinois conducting inspections at facilities and farms, with individual inspectors traveling over 1,000 miles monthly. The contract was awarded on June 1, 2026, with an actual expenditure of $336,020.00.

Landmark Ford Auto of Springfield, Illinois was selected as the sole vendor after the department contacted multiple vendors seeking the specified quantity and vehicle models on an expedited basis. Landmark was one of the only vendors with thirteen vehicles available on the lot at a reasonable price and could deliver within the compressed timeframe required. The department searched for Business Enterprise Program (BEP) vendors under NIGP code 071-92 but found only two vendors offering non-emergency medical transportation services rather than vehicle sales. An active state motor vehicle contract existed; however, the F-150 trucks offered under that contract were not hybrid models and would have required a motor vehicle exemption form, while the Escape cutoff date had already passed. The purchase was funded through state sources, and the authorization was signed by SPSA Michelle Grimsley on June 2, 2026.

TextField2: The Bureaus of Meat and Poultry, Egg, Animal H and W,and Land and Water Inspection have more than 100 field staff who travel daily to meat and poultry slaughter and processing facilities, and farms. Most inspectors drive over 1,000 miles per month, making the use of state-owned vehicles significantly more cost-effective than reimbursing personal mileage. Our program currently maintains a fleet of approximately 78 vehicles. Due to normal vehicle aging and mechanical issues, replacements are required on an ongoing basis. Recently, CMS garages have begun removing several of our vehicles from service due to transmission problems, further increasing the need for replacement vehicles. To maintain operational capacity, we are requesting approval to purchase Five (5) Ford Mavericks Hybrid with bed covers and four (4) Ford Escape hybrids (non–plug-in version), which best meet the operational and travel needs of our field staff.
TextField4: The Bureau of Meat and Poultry, Animal H and W, and Land and Water has grown in staff tremendously, due to the required inspections. The bureau has hired many new field inspectors, who need to go out in the field and inspect f throughout the State of Illinois. In addition, 13 Vehicles have been retired due to different mechanical issues, such as having their engine blown or being extremely old and not reliable. Combining both reasons, the hire of the new inspectors and the retirement of the old vehicles, the bureau needs new vehicles very quick, so inspectors can go in the field to inspect products and at the same time to collect fees from the inspections, which are used to generate revenues for the Illinois Department of Agriculture and the State of Illinois as a whole. Inspectors have been reluctant to use their own vehicles for inspections, since it puts a toll on their vehicles, due to the high mileage that the inspectors have to travel throughout the State of Illinois.
ExplanationForSelectingVendor: Landmark was one of the only vendors that had 13 vehicles sitting on the lot for a very reasonable price.
ExplanationSuppliesServices: Five (5) Ford Mavericks, produced in 2026, various colors with soft cover.

Four (4) Ford Escapes, produced in 2026.

TextField3: Illinois Department of Agriculture contacted many vendors, to check if they have (5) Mavericks with Soft Bed Covering and Four (4) Escapes, however, only the Landmark Ford Auto was able to offer such a large number of the vehicle, in a very short time.
TextField1: The Illinois Department of Agriculture searched for BEP vendors under the 071-92 NIGP. However, there were only two vendors, but they did not sell vehicles. They provided services for disable and non-emergency medical tranposrtation.

CheckBoxNo: 0
ExplanationDoesNotMeetNeed: The Mavericks Trucks offered by the vendor are much cheaper and they are hybrid. The master contract offers F-150, however, they are not hybrid. The department would need to get a motor vehicle exemption form if it wanted to get the F-150. For the escapes, the date has already been cutoff.
