About this file

This is an Emergency Purchase Extension Approval form submitted by the Illinois Department of Innovation and Technology (DoIT) Telecommunications Division, approved by the State of Illinois Chief Procurement Office on February 17, 2026. The document extends an emergency telecommunications contract with AT&T Enterprises LLC to provide critical statewide network connectivity services. The original emergency contract, valued at $3,000,000, ran from December 12, 2025 through March 11, 2026. The extension period runs from March 12, 2026 through December 11, 2026, with an estimated value of $9,000,000. The contract encompasses comprehensive telecommunications infrastructure including transport services (Ethernet, Wavelength, Private Fiber), Internet Egress, DDoS protection, local and long-distance voice services, cloud voice, conferencing, FlexWare, Network Function Virtualization, and Managed Switched Ethernet, along with necessary equipment and professional services for implementation and maintenance. This contract provides approximately 90% of the state's network connectivity and serves hundreds of agencies, schools, prisons, and mental health facilities.

The emergency extension became necessary when a competitive RFP process failed in July 2025 due to technology sunsetting issues. DoIT has initiated two replacement solicitations—one currently published (B-49624) and another in final review (B-49386)—to competitively procure replacement services. The extension allows time for the lengthy evaluation and negotiation processes associated with these complex solicitations, with B-49624 potentially resulting in up to 102 separate county-based awards. AT&T is the sole identified vendor capable of providing this comprehensive service scope statewide without significant operational downtime. BEP participation does not apply as the contract involves non-subcontractable fiber connectivity already in place. The CPO approved the extension with the condition that DoIT terminate the emergency contract once the competitive replacement contracts are executed.

1. Provide detail about the events that led the agency to conduct an emergency procurement:

The agency had a previous RFP fail due to a change in technology in July of 2025. The agency is working on multiple new solicitations to meet the needs of the entire state. The replacement solicitations are either currently published or will be in the very near future. In the interim AT&T has developed a significant infrastructure of services provided to the state and other agencies. The Department currently has these services with AT&T at a reduced cost. At this time, AT&T is the only known vendor that can provide this wide array of services statewide without significant down time. Due to the significant delays processing multiple new solicitations to meet all technology needs to replace the expired contract, the Department was forced to pivot and request an emergency extension to ensure uninterrupted services continue for thousands of state employees, offices, and schools around the state. This contract provides roughly 90% of the state network connectivity and is vital to daily operations for hundreds of agencies and schools.

2. What is the scope of work of the initial emergency contract? Please detail below:

Requesting Agency: DoIT - Innovation and Tech Division: Telecommunications

The Department requires the array of services to support the State’s private telecommunications network, the voice and data services required to perform its critical mission.

In-scope items are listed in more detail in the Contract / Attachments A – K and include Transport services (Ethernet, Wavelength, Private Fiber), Internet Egress, DDOS, Local Voice , Long Distance, Cloud Voice, Office Hand, Conferencing, FlexWare and Network Function Visualization, Managed Switched Ethernet as well as the related equipment (as indicated in Attachment D, Item P of the Contract) and the associated professional services (as outlined in section 2.2.9 of the Contract) needed to implement, maintain, and support the telecommunications network and enable governmental units and qualified not-for-profit agencies to purchase the specified telecommunications services in the Contract.

3. Does this extension change the scope of work? Yes No If yes, please detail below:

4. Provide justification for extending the original emergency contract:

The Agency currently has one solicitation (B-49624) posted and another in the final phases (B-49386) before posting with services to replace this contract. However, based on historical knowledge the agency anticipates the replacement contracts requiring significant negotiations based on the scope of these contracts. One solicitation could have up to 102 resulting contracts as B-49624 will be awarded by Illinois County. The other solicitation is a Request For Proposal which will require posting, responsiveness reviews, technical evaluations, C2D evaluations, SME reviews for highly complex technical questions, pricing evaluation, Notice of Award and negotiations. Negotiations are expected to take a significant amount of time based on the scope and term of the RFP. The agency feels this extension will allow all awards, negotiations and contract executions to take place.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

The emergency condition will not be eliminated until the new long term competitively solicited contracts are in place.

6. Explain why the need cannot be met through a competitive procurement process.

The competitive RFP failed due to a sunsetting technology issue. The agency is currently working on a new solution that will meet the sunsetting technology needs and the modernization of this technology.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: published

Requesting Agency: DoIT - Innovation and Tech Division: Telecommunications

There are two main solicitations needed to replace this. One is published and the other just completed final review with the agencies assigned State Purchasing Officer.

8. What is the effect of a denial of this extension request?

The state would not be capable of providing required network connectivity that is extremely vital to the daily operations to state agencies, prisons, mental health facilities, and residents of the state. A denial would directly affect the states ability to communicate effectively, meaning that if services were to lapse, the state would be without a means of communication. This contract is critical to the life, health and/or safety of the citizens of the State of Illinois. At this time, AT&T is the only known vendor that can provide this wide array of services statewide without weeks or months of significant down time. The department must extend this emergency to ensure vital communications is still available to State Agencies, Boards and Commissions.
