REPLACEMENT:
1. GENERAL: This is a non-personnel services contract to provide new security equipment for the Defense Contract Management Agency (DCMA) offices in Syracuse, NY. The DCMA Syracuse Office is moving to 6001 East Molloy Road, Syracuse, NY 13211 in Building 613. The office space DCMA will assume does not meet current DCMA security standards. The Department of Defense (DoD) Agencies require a safe and secure environment for their workforce and to protect DoD assets in accordance with the following regulatory requirements:
DoD Instruction O-2000.16, Volume 1 “DoD Antiterrorism (AT) Program Implementation: DoD AT Standards,” DoD Instruction O- 2000.16, Volume 2 “DoD Antiterrorism (AT) Program Implementation: DoD Force Protection Condition (FPCON) System,” USNORTHCOM Instruction 10- 222, “USNORTHCOM Force Protection (FP) Mission and Antiterrorism (AT) Program," DoD Instruction 5200.08, “Security of DoD Installations and Resources and the DoD Physical Security Review Board (PSRB),” Unified Facilities Criteria 04-010-01, “DoD Minimum Antiterrorism Standards for Buildings,” Unified Facilities Criteria 04-010-02, “DoD Minimum Antiterrorism Standoff Distances for Buildings” Unified Facilities Code 04-020-01, “Security Engineering: Facilities
Planning Manual.
Therefore, in accordance with the above established regulations, the Defense Contract Management Agency (DCMA) uses physical security equipment and systems to achieve these goals.
