About this file

This is Amendment No. 1 to Request for Proposal No. SHR127-ADMSR-6489 issued by the San Bernardino County Sheriff/Coroner/Public Administrator for the procurement of electric steam kettles and related installation services. The amendment addresses proposer questions regarding the supply and installation of Cleveland Range electric steam kettles (specifically two KEL80 and four KDL80SH models) at the High Desert Detention Center in Adelanto and the West Valley Detention Center in Rancho Cucamonga. The RFP requires equipment delivery under F.O.B. destination terms with immediate delivery based on availability. Original questions were due September 15, 2026, with bids due September 24, 2026, at 3:00 PM PDT, with award tentatively scheduled for October 2026.

The amendment clarifies critical scope requirements, including that the prime contractor and all subcontractors must maintain current California Department of Industrial Relations (DIR) Public Works Contractor registrations and provide them with bid submissions. The contractor is responsible for disconnecting existing kettles and reconnecting new units to all applicable electrical, direct-steam, water, faucet, and drain utilities; obtaining all required permits and inspections; and performing startup certification. The contractor must handle complete removal of existing kettles and their transport to 777 Rialto Avenue, San Bernardino, with unloading and placement at that location at no County assistance. All workers must complete background checks at least two weeks prior to site work, present valid identification daily for contractor or visitor passes, and submit to tool inventories and facility-assigned escorts at both detention centers. The County will provide site information, measurements, and specifications upon award, and work hours will be scheduled to align with facility operations. California prevailing wage requirements apply with penalties of $200 per calendar day per worker for underpayment and $100 per calendar day per worker for failure to provide payroll records; payment terms are Net 60 days with a 5% local-vendor preference for businesses within San Bernardino County boundaries.

Request for Proposal Electric Steam Kettle

No. SHR127-ADMSR-6489

1) Good Price Restaurant Supplies intends to bid as the prime equipment supplier and subcontract the removal and installation work to a qualified California contractor. Is this arrangement acceptable? Must both the prime equipment supplier and installation subcontractor hold active DIR Public Works Contractor registrations? Is a CSLB license required for the prime bidder or only the installation subcontractor? Please identify the acceptable CSLB classification(s). Also, must subcontractors and their DIR/CSLB information be identified when the bid is submitted?

ANSWER: A proposer might work alongside a subcontractor for this project. However, the prime contractor and all subcontractors, must have and provide current DIR Public Works Contractor registrations when a bid is submitted. Please refer to ITB section I-Invitation to Bid and General Information; Exhibit A – Prevailing Wage Requirements, section 4 Ineligible Contractors; and section 9. Registration with DIR (Labor Code section 1725.5) for additional information. If employed for this project, all subcontractors must be listed in the proposal submitted by a Proposer.

2) Does the required scope include disconnecting the existing kettles and reconnecting the new kettles to all applicable electrical, direct-steam, water, faucet and drain utilities? Are any utility modifications, ventilation work, seismic anchoring or special mounting requirements anticipated?

Is the awarded contractor responsible for permits, inspections, plan checks and associated fees?

Must "performance startup" be completed by a Cleveland Range factory-authorized service provider, or may the qualified installation contractor perform it?

ANSWER: Yes, the required scope does include disconnecting the existing kettles and reconnecting the new kettles to all applicable utilities, including electrical, direct steam, water, faucet, and drain. No utility modifications, ventilation work, seismic anchoring, or special mounting requirements are anticipated beyond standard installation needs.

The awarded contractor is responsible for obtaining all required permits, coordinating inspections, completing plan checks, and covering all associated fees.

Regarding performance startup: Startup must be completed by the contractor performing the installation. A Cleveland Range factory‑authorized service provider is not required, so long as the installing contractor certifies that they are qualified to perform the startup.

3) Please describe the security and access requirements for contractors working inside the High

Desert Detention Center and West Valley Detention Center, including background checks, identification, tool inventories, escorts, restricted work hours and required scheduling lead time.

Will the County coordinate any required utility shutdowns?

ANSWER: All workers and representatives must complete a background check at least two weeks prior to arriving on site. Upon arrival each day, they must present a valid ID to receive a contractor or visitor pass, which must be returned at the end of the day. All tools will be inventoried upon entry and exit. Escorts will be assigned by the Department and must always remain with workers. Work hours and days will be set by the facility and may need to align with periods when inmates are not present. Any electrical shutdowns or disconnects must be coordinated in advance with Sheriff Maintenance. Additionally, workers are encouraged to wear company attire for easy identification.

4) Will the County provide photographs, measurements or site information showing the existing kettles, doorways, corridors, loading areas and removal routes? Please confirm whether stairs, elevators, restricted clearances or specialized rigging will be involved and whether the contractor is responsible for all unloading and movement of the new and existing kettles?

ANSWER: Yes. If awarded, the Department will provide the selected vendor with information showing the existing kettles, doorways, corridors, loading areas, and removal routes. Any details regarding stairs, elevators, restricted clearances, or specialized rigging requirements will also be
