Government Responses to Vendor Provided Questions Notice ID: SHOP-PR-25-001790

RFP - Standardized Lights and Sirens IDIQ

Question 1: I wanted to ask and be certain that this does or does not include the labor for installing the lights and sirens on SHOP-PR-25-001790. And if it does include labor, how do the vehicles get to and from the installation shops.

Answer 1: This solicitation does not require installation. There are no labor categories associated with this request.

Question 2: Could you please help us clarify the below in the RFP? We are trying to find out if the contractor does in fact have to be the manufacturer or if they can be authorized reseller.

Answer 2: The Contractor shall manufacture or distribute (as authorized resellers) small business manufactured equipment.

Question 3: We would like to confirm whether the solicitation allows for the manufacturer to bid directly and fulfill the contract utilizing a network of authorized distributors for delivery and support, while maintaining responsibility for contract performance.

Answer 3: This solicitation allows for subcontracting opportunities. Subcontracting shall be disclosed in the Contractor’s initial proposal submission.

Question 4: Section C.4 states that contractors must “manufacture, or be authorized resellers of small business manufactured, equipment…in the United States of America.” Can you please clarify if this means offerors must be U.S. manufacturers or authorized resellers of U.S.-made products, or if this simply refers to the place of performance being in the U.S.?

Is this clause requiring domestic manufacturing? Would TAA-compliant products be acceptable under this solicitation?

Answer 4: This RFP requires that the proposed solutions are either manufactured in the United States and/or meet TAA compliance standards.

Question 5: The first bullet point under the proposal requirements states that the “Contractor must be the manufacturer of the goods requested.” However, this appears to contradict the language in Section B.1 and in section C.4, which states: “Contractor shall manufacture or distribute (as authorized resellers) small business manufactured emergency lights and sirens equipment meeting all specifications as listed on Attachment I – Lights and Sirens Specifications.”

Can you please confirm that authorized resellers are still eligible to submit a quote for this project?

Answer 5: This solicitation is open to authorized resellers of equipment manufactured by small businesses. “The Contractor shall manufacture or distribute (as authorized resellers) small business manufactured equipment.”

Question 6: Is this the siren speaker but no siren amplifier to produce the emergency tones?

Answer 6: This is just for siren speakers

Question 7: The other question is the lighting states "flash/solid" options, does this mean you want emergency flash and the solid "cruise" function of red/blue?

Answer 7: All lights should have the ability to be programmed with either flash or solid-state options without an additional light controller.
