1.0 SCOPE
This contract is to provide and install shade structures at the Phoenix Field Office (PXFO) firing range.
(This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.)
2.0 DESCRIPTION OF SERVICES/INTRODUCTION
This contract is to provide and install shade structures across two areas of the PXFO firing range located at W Sheriffs Pistol Range Rd, Phoenix, AZ 85086. The two areas shade structures to be installed are described as Range 3 and Range 5.
A site visit day has been established for 03/29/2024 from 9:00am MST to 11:00pm MST. While not required, all contractors interested in providing a quote are encouraged to attend the Site visit day session to fully familiarize themselves with the project requirements and view the installation site/layout area(s). See Section 5, Place of Performance, for site location information.
Contractors interested in attending the site visit will be required to email the following information for each individual planning to attend to rlfreeman@fbi.gov, on or before 03:00pm MST on 03/28/2024.

3.0 BACKGROUND
Current shade structures have suffered damage from wear and tear, as well as from storm conditions.
4.0 APPLICABLE DOCUMENTS
A photograph(s) of the current shade structure is included with the RFQ for comparison to the desired product.
3.0 REQUIREMENTS
The selected Contractor will provide and install shade structures for Range 3 (approximately 12’ X 132’) and Range 5 (approximately 12’ X 144’). The shade structures should be supported by a truss type system utilizing panel fabric that can be replaced in the event climate weather causes damage. Shade structures should also be durable to withstand harsh environmental conditions and be tan, sand or light beige in color. While not required, it is preferred that shade fabric be composed in whole or part, from eco-friendly and/or recycled materials.
4.0 KEY PERSONNEL
The Contractor shall provide qualified personnel to perform all project requirements, as per Section 3
(REQUIREMENTS) above. Personnel must be able to pass a limited background investigation.
Documents will be provided to the selected vendor by the FBI upon contract award/acceptance.

5.0 PLACE OF PERFORMANCE
The primary place of performance for this requirement will be W Sheriffs Pistol Range Rd, Phoenix, AZ
85086, at Range 3 and Range 5.
6.0 PERIOD OF PERFORMANCE
The period of performance for completion of this effort will be 90 days after acceptance of award, unless otherwise agreed upon by the Contracting Officer.
7.0 DELIVERABLES
The Contractor shall be responsible for providing services as detailed in Section 3 (REQUIREMENTS) of this document.
8.0 GOVERNMENT FURNISHED EQUIPMENT OR INFORMATION
The Government will provide full information regarding the requirements for the project, including the
Government’s security requirements, and constraints. The Government shall furnish all required information and shall render approvals as expeditiously as necessary for the orderly progress of services.
No equipment shall be furnished by the government.
9 PERSONNEL AVAILABILITY
The Contractor’s normal workday will typically be within the hours of 8:00 a.m. and 5:00 p.m.
Flexibility within the normal workday shall be coordinated with the Local Point of Contact (LPC).
10 SECURITY REQUIREMENTS
Contractor personnel working at the PXFO Range must pass a limited background investigation, and as such, will be required to provide Phoenix FBI Security Office personnel with personal information to include name, driver’s license, date of birth, social security number and fingerprints to facilitate security clearance checks. Failure to disclose prior arrests and/or convictions may result in the application being denied.
11 GOVERNMENT REPRESENTATIVES
The functions inherent to this contract shall be performed by the designated Contracting Officer. The duly assigned LPC shall ensure all actions pertaining to this contract are requested via the Contracting Officer.
11.1 LOCAL POINT OF CONTACT (LPC)
The LPC is responsible, as applicable, for receiving all deliverables, inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the Contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; inspecting all work upon completion and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.
The LPC does not have the authority to alter or modify the Contractor's obligations, contract terms, conditions, specifications, or cost. If as a result of technical discussions, it is in the Government’s best interest to alter/change contractual obligations or the Scope of Work, the CO shall issue all such changes.

11.2 CONTRACTING OFFICER

12 TRAVEL
When required and authorized by the Contracting Officer, travel must be conducted in accordance with
Federal Travel Regulations.
13 INVOICING PROCEDURES
Invoices shall be submitted via the Invoice Processing Platform (IPP) at www.ipp.gov. Instructions for invoice submission will be provided upon contract award.
A proper invoice shall include the following information:
• Name and address of the Contractor
• Invoice date and invoice number. The Contractor should date invoices as close as possible to the date of mailing or transmission.
• Contract number, Task Order number, contract line item number and, if applicable, an order number
• Terms of any discount for prompt payment offered
• Name and address of official to whom payment is to be sent
• Name, title, and phone number of person to notify in event of defective invoice
• Electronic Funds Transfer (ETF) banking information
• Contractor’s First/Last Name, Number of Hours, Labor Category, Total number of hours (items can be in any order), Cumulative Number of Hours to date
• Taxpayer Identification Number (TIN). (The Contractor shall include its TIN on the invoice only if required elsewhere in this Contract)
The Contractor shall include this information on the invoice when invoicing. If an invoice does not contain the above information, the Bureau reserves the right to reject the invoice(s) as IMPROPER and notify the
Contractor within seven (7) calendar days after receipt of the invoice at the designated billing office pursuant. (Resubmission of a PROPER invoice(s) will be required).
Payment will be made by the FBI’s Commercial Payment Unit in accordance with the Prompt Payment
Act, FAR clause 52.232-25 (OCT 2003) upon the LPC’s certification of receipt of services and the CO final authorization for payment.
