Phoenix Firing Range Shade Structure

The Federal Bureau of Investigation (FBI) Procurement Section, National Acquisition Programs
Unit is issuing this Request for Quotation (RFQ) on behalf of the FBI Phoenix (PX) Division, for the purpose of procuring and installing fabric shade structures at the PX Firing Range.
Requirements are outlined in the attached Statement of Work (SOW). This RFQ falls under FAR
Part 12 and 13.
NAICS Code: 314910, Textile Bag and Canvas Mills
Size Standard: 500 employees
The period of performance for this requirement will be: Product installation will occur within
60 days from date of award acceptance, and will be coordinated with the Local Point of Contact
(LPC).
Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ. All quotes shall be firm fixed priced.
A site visit day has been established for Friday, March 29, 2024 from 09:00am MST to
11:00pm MST. All contractors interested in providing a quote are welcome to attend the Site visit day session to fully familiarize themselves with the project requirements and view the installation site/layout area(s). Please see Section 2 on the Statement of Work (SOW) for requirements on scheduling attendance at the site visit.

1.0 SUPPLIES OR SERVICES AND PRICES
Contractor shall provide and install shade structures across two (2) areas of the Phoenix FBI
Firing Range.
1.1 GENERAL DESCRIPTION
The FBI Phoenix Divison requires procurement and installation of fabric shade structures across two areas at its Firing Range. A sample (photograph) of the current shade structures is attached with this RFQ for context. Please see the Statement of Work (SOW) attached with this RFQ for full product and installation specifications, and site location. All Contractor personnel must pass a limited backround check, as per the SOW.
2.0 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Please see attached Statement of Work (SOW).
2.1 PURPOSE
The FBI Phoenix Divison requires the installation of fabric shade structures at its Firing Range to protect personnel from weather and climate conditions.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors shall be used to evaluate offers:

(d) Comptroller General Examination of Record. The
Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—
Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.

None of the funds appropriated to the Department under its current Appropriations Act may be used to enter into a contract, grant, or cooperative agreement with an entity that requires employees or contractors of such entity seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. By submitting a response to this solicitation, the contractor certifies that it does not require employees or contractors of the contractor seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting waste, fraud, and abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

2.9 EVALUATION AND AWARD PROCESS
This will be awared based on Lowest Price Technically Acceptable. To be considered technically acceptable the vendor shall quote all required products and services and be able to meet the required installation delivery time. The award will be based on the firm fixed price quote with NET30 payment terms. All invoices shall be submitted to the Invoice Processing Platform for payment after services have been completed.
2.10 PROCESS SCHEDULE
The FBI anticipates awarding this contract within 30 days after the RFQ closes, unless there is not ample funding. All quotes shall be good for 60 days.
