About this file
This is a Questions and Answers document issued by the City of Philadelphia Department of Revenue for Opportunity 21250325095647, which concerns the collection of delinquent real estate taxes and other municipal claims eligible for sheriff sale. The City is seeking to procure collection services for a mix of private consumer and commercial accounts that may include property tax delinquencies and water liens from both residential and commercial properties. Placements are generally conducted twice annually in January and April, with account numbers and values varying by placement cycle. The City anticipates awarding contracts to two providers and reserves the right to award to one or more than two providers. Specific response dates and bidder's meetings are not detailed in this Q&A document; interested parties should reference the official RFP portal at philawx.phila.gov/econtract/ for the due date. The contract term consists of one year with a maximum of four renewal options, consistent with City contracting rules.
The current incumbents are Linebarger Goggan Blair & Sampson, LLP and Goehring, Rutter & Boehm, P.C., which have provided these services since at least 2013 and have completed their full contract terms with all renewal options exercised. Both firms currently operate under a contingent fee structure of 18%, the maximum rate authorized by Section 19-3101 of The Philadelphia Code, with GRB also receiving a 6% commission on current year tax collections. For fiscal year 2024, Linebarger earned approximately $1.6 million and GRB earned approximately $2.7 million; for fiscal year 2023, Linebarger earned approximately $1.2 million and GRB earned approximately $3.2 million. The City will not consider any proposal exceeding fees authorized by law and permits bidders to deviate from standard fee structures as long as legal limits are respected. Vendors interested in submitting financial statements may upload them to a third-party secure website for authorized City reviewers; however, documents must be viewable or submitted as additional attachments. The City is willing to review proposals that include email and text communication methods beyond traditional phone calls and letters.
