About this file
This document is the Evaluation Criteria for the Shared Living 2025 Request for Response (RFR) issued by the Massachusetts Department of Developmental Services (DDS). The RFR seeks to identify qualified Shared Living providers to deliver 24/7 residential support services that match individuals with Shared Living caregivers. Bidders must respond to a series of required questions, and their responses will be rated on a 0 to 1 point scale. Bidders must receive a score of 1 on each required question, as well as on the Supplier Diversity Plan, in order to be deemed qualified. DDS reserves the right to request clarifications from any bidder. An optional question about utilizing remote technology for direct staffing supports is also included, for which a score of 0 will not disqualify the bidder, but is required to utilize that service modality.
All bidders are required to make a meaningful financial commitment by partnering with a Supplier Diversity Program (SDO) certified or recognized diverse business enterprise or non-profit organization. New providers must have at least one proposed SDP partner and a current-year financial commitment, while existing providers must have at least one SDP partner, provide prior-year spending information, and make a current-year financial commitment.

Shared Living 2025 RFR Evaluation Criteria
Bidders wishing to qualify under this RFR must answer the questions appearing below. A template for responding is posted on COMMBUYS. Each Bidder seeking to deliver services under this procurement should directly and clearly address each of the response areas listed below with particular attention to page limitations. Attachments or appendices not requested and any program descriptions beyond the page limit will not be reviewed.
Procurement Management Team (PMT) members will rate the questions based on the materials submitted. No proposal can be accepted as “qualified” without meeting the standards for every required response item. That is, in order to be qualified, a Bidder must receive a score of 1 point for each required question. In addition, the Bidder’s Supplier Diversity Plan must receive a score of 1 for the entire proposal to be deemed acceptable. DDS reserves the right to request clarifications from any bidder for any reason at the discretion of the evaluation team. In cases in which a Bidder’s response or SDP plan scores 0 points, the Bidder will be notified that the submitted response is unacceptable and will be given an opportunity to submit an additional or revised response to correct the original submission.
NOTE: Optional Question 13: Provision of Direct Staffing Supports Utilizing Remote Technology Bidders who do not respond to this question or who receive a score of zero will still be awarded a contract if responses to all other questions are deemed acceptable. However, Bidders may not utilize this service modality unless they have responded to this question and received a score of one. Bidders who are awarded a contract and wish to add this service modality at a later date may do so by submitting a response to just Question 13. Bidders will be notified of their qualification for this service modality in the award letter.
Rating Scale 0 points: Fails to Meet Standard or Insufficient Information: There is no description, or the description is materially incomplete, or the description fails to meet the standards established in the RFR.
1 point: Meets Standard: The description is complete and relevant to the procurement and to the needs of the individuals who may be supported through this procurement.
Supplier Diversity Program (SDP Form Submission Mandatory Requirement) All Bidders are required to make a meaningful financial commitment (“SDP Commitment”) by partnering with one or more Supplier Diversity Program (SDO) certified or recognized diverse business enterprise or non-profit organization. Providers that don’t have any POS contracts, should estimate the funding level they expect to receive through this procurement if a contract is awarded. More information can be found in Section 11.0. Please make sure to use the SDP Form for POS dated October 2023. All required sections of the form must be completed for any points to be awarded.
To be awarded a contract, Bidders must, at a minimum, commit to the following:
· For new providers: at least one proposed SDP Partner and a current-year financial commitment.
· For existing providers: at least one SDP Partner, prior-year spending information, and a current year financial commitment.
