About this file
This document contains the Scope of Work for the Illinois Department of Natural Resources (IDNR) project to replace two courtesy boat docks at Shabbona State Park in DeKalb County, Illinois. The work includes designing, fabricating, and delivering two floating docks - one 6'x30' dock with a 20' bridge, and one 8'x52' "L" shaped ADA-compliant dock with an 8'x20' section and a 20' bridge. The docks must have transfer wheels for seasonal removal. Contractors must submit detailed design calculations, construction drawings, and shop drawings for IDNR approval prior to manufacturing. The work is to be completed within 120 days of contract award, unless an extension is agreed to by the IDNR. The contract will be awarded to the lowest responsible, qualified bidder, and the IDNR reserves the right to reject any or all bids. Prevailing wage rates, certified payroll requirements, and small business set-aside program participation apply to this project.
The document outlines specific design requirements, including load capacities, freeboard, slope and height tolerances, and required features such as handrails, transfer rails, and ladders for the ADA-compliant dock. Acceptable dock manufacturers are listed, and the use of composite wood decking with a 25-year warranty is specified. Contractors must provide a one-year general warranty, along with 10-year and 25-year warranties on certain components.

DESIGN LOAD CONDITIONS
Dead loads shall consist of the entire weight of the floating structure including all accessories and appurtenances.
Deck surface and structural frame live load shall be equal to 50 PSF (pounds per square foot), applied to the full surface area of the deck. Concentrated 300 pounds plus 33% impact (total 400 pounds) applied over an area 12” x 12”.
Loads applied to floatation units shall include all bridge and walkway loads.
D.
Horizontal Loads:
20 PSI horizontal wind load on all projected surfaces.
Impact load. 15,000 lb. craft, velocity of three (3) feet per second striking the end of a finger dock at 10 degrees to the centerline of that dock.
E.
Bridge/walkway shall be designed for 100 PSF applied to the full surface area. Bridge handrails shall be designed for a 250-pound load applied in any direction and at any point along the handrail.
F.
Top of deck freeboard, under dead load conditions shall be 20-22 inches. In addition, the structural frame shall not float less than two inches (2”) inches above the water. Freeboard under dead load and 50 PSF live load shall not be less than 18”. At those locations with significant wave action, the live load freeboard should be increased to prevent the dock from getting wet.
G.
In order to prevent torsion, racking and twisting sufficient built-in torsional resistance shall be installed such that no more than three inches (3”) variation in normal freeboard per 100 feet of length, as measured in any direction, under any possible combination of specified loads, excluding wave action loads.
H.
Slope and Height Differences under Dead Load:

In addition, finger docks shall not have a cross slope greater than ½” per 3 feet width.
2. The height difference between two (2) adjacent dock units shall not be greater than 1/8 inch.
I.
Where bridges/walkways/ramps attach to the floating structure, there shall be floats attached either under the bridge or under the end of the structure, so that the structure remains level under dead load conditions, and that there is no excessive deflection under live load conditions.
J.
Structures are to be factory assembled in the largest possible shippable units. Modular structures must be designed for quick and easy assembly and disassembly, with a minimum of bolts and connections.
