About this file
This email thread documents internal communications between St. Pete-Clearwater International Airport staff regarding a Request for Proposal (RFP) for luggage cart concession services. Sean Griffin, Airport Properties Manager, circulated a draft RFP to Christopher McKinney, Accounting Services Coordinator, and Yvette Chin, Deputy Director of Airport Finance & Administration, for review and refinement. The RFP solicits proposals for luggage cart rental services at the airport, which currently serves approximately 2.4 million passengers annually across two airlines (Allegiant Air and Sun Country Airlines) operating from a single terminal with 12 gates. The contract is scheduled to commence on February 27, 2026, for an initial 60-month term with options to extend for two additional 12-month periods. The proposal submission deadline is December 9, 2025, with a non-mandatory pre-conference and site visit scheduled for November 17, 2025. The evaluation will allocate 1,000 total points across six criteria: Qualifications (200 points), Background & Experience (100 points), Proposed Plan (200 points), Customer Service & Transition Approach (100 points), Proposed Financial Return to the County (300 points), and No Exceptions to the RFQ or Contract (100 points).
The airport currently compensates the incumbent vendor, Bagport America, LLC (doing business as Smarte Carte), at a fixed rate of $500 per month regardless of revenues collected or costs incurred. McKinney's review comments identified four significant considerations for the final agreement: correction of minor typos, clarification of maintenance standards and expectations beyond general opinion, and establishment of a maximum charge per usage to protect airport customers from prohibitively high fees. McKinney also suggested that the RFP specify measurable maintenance outcomes, such as cart durability, reliable movement over uneven terrain, wheel reliability, and braking mechanisms, to mitigate risk of vendor unreliability. The financial proposal component carries substantial weight, representing 30 percent of total evaluation points, with the airport explicitly seeking proposals to enhance revenue while maintaining service quality. All respondents must submit mandatory affidavits, including Common Carrier Attestation, Foreign Countries of Concern Affidavit, and Human Trafficking Affidavit, as standard requirements for Pinellas County contracts.

Thanks, Chris-
I made the minor changes and bullets 3 & 4 are good to keep in mind and be incorporated into the final agreement.
Let me know if you need anything else.
Thanks!

Sean, Just a few minor things.
1. Under Section E – Scope of Work, sub section B I found one minor typo…
Airlines currently servicing the Airport include Allegiant Air, and Sun Country Airlines. The following figures represent an estimated of the Airport’s enplaned and deplaned passengers for the past five (5) years:
It appears you meant to say “estimate” instead of “estimated.”
2. In Section E, subsection E.3., I would strike the semi colon after the word “providing” and replace with a comma as it is part of the same series.
3. I see there is a general maintenance requirement in Subsection E. Do we have a minimum standard other than simply our opinion of what is in good working order. I think it might be good to clarify with greater specificity the expectation on our vendors in this regard. I know we have been relatively happy with the current service levels, so it would seem a continuation of that standard might be relatively easy to articulate. I think we need something not just in terms of the frequency of maintenance but also the quality of the outcome.
mailto:sgriffin@fly2pie.com mailto:cmckinney@fly2pie.com
For example, that the carts must be durable and able to roll reliably over uneven terrain while carrying x amount of weight or that wheels must not get stuck in place due to debris in the axles or failure of the parts, or some other similar outcome. This is where we could get stuck with an unreliable vendor if we are not specific enough. Perhaps one of their proposals might include larger wheels or self-lubricating wheels or carts with better braking or containment mechanisms if certain outcomes are required on the maintenance side that make maintenance less necessary. Just a thought.
4. Also, for the benefit of our fliers, will we mandate a maximum charge per usage? What if a vendor wanted to charge $10 or $15 per usage, would that be acceptable even if they were the most beneficial to us financially and operationally? Or is there some level at which we say it’s prohibitive to the customers in our terminal and beyond our acceptance?
Those are my suggestions and thoughts.

Subject: Luggage Cart RFP
Good Morning, Chris-
Attached is a draft of the RFP for the Luggage Cart bid. Please review and let me know if you see something wonky and I can fix it. Right now, we pay them $500 a month so a percentage of sales is a long shot, but we’ll see. Thanks!
