11. All freshly disturbed soil will be seeded with oats at a rate of 30 lbs./acre and mulched with weed-free straw. Areas of freshly disturbed soils that will require seeding and mulching include tail ditches, road-side banks, and other areas of disturbed soil as directed by the

LMGS.

12. Soil erosion and sedimentation (E&S) control measures shall be implemented in accordance with the provisions of the Clean Streams Law and 25 Pennsylvania Code Chapter 102. The Pennsylvania Department of Environmental Protection Erosion and Sediment Program Pollution Control Manual as well as the Commonwealth of Pennsylvania Department of Transportation Publication 408 are the sources for control measures.

Accelerated erosion control shall be accomplished through the rapid stabilization of all disturbed surfaces throughout the project area, use of Best Management Practices (BMPs), and precautions in the use of construction equipment.

13. All work, including site cleanup, must be completed by the expiration date of the project.

14. The Pennsylvania Game Commission reserves the right to inspect/evaluate the equipment which will be used to complete the contract. If in the opinion of the LMGS the equipment is not adequate to meet the specifications of the contract, the contractor will have two (2) options: Option 1 is to secure and utilize other equipment acceptable to the LMGS for the project. Option 2 is to decline the contract. If the contractor does not have adequate equipment to complete the project and does not obtain satisfactory equipment, the contract will be terminated. The decision of the LMGS as it relates to proper equipment and its ability to complete the work will be final.

15. Damage to existing infrastructure (roads, trails, food plots, etc.), private or public, will be the responsibility of the contractor to repair, at their expanse, to the pre-existing or better condition. The need for repair will be determined by the LMGS prior to the conclusion of the project.

16. It is the obligation of the contractor to check with local townships and/or Penn DOT regarding any restrictions on heavy hauling. It is the contractor’s obligation to adhere to any such restrictions and take the necessary action to legally use roads accessing the project area. The bonding of roads is the responsibility of the contractor.

17. The contractor is responsible for contacting PA One Call (8-1-1) at least three (3) business days prior to any earth moving activities or hauling to insure all utility lines are clearly identified. For more information, visit www.pa1call.org. Failure to provide adequate lead time will delay the start of the project.

18. All PGC gates are to be kept closed at all times, except when the contractor is present on the site.

19. The following will be “No-Work Days” during the contract period:

i. The opening day and on all Saturdays during spring gobbler season (May 1 – 31), including the youth spring gobbler hunt (April 24, 2021).

20. Attachments 1 and 2 contain a map and spreadsheets that provide location and specific site information for the project areas.

21. The contractor shall comply with all State Game Lands regulations.

22. Contractors will not remove anything from the property including flora, fauna, or artifacts.

23. The contractor will remove all trash and garbage, personal and otherwise, generated from the work performed. Burning is not permitted on this project.

24. An emergency spill kit, large enough for equipment being used, will be available at all times during active operations on the project site.

http://www.pa1call.org/ http://www.pa1call.org/

25. The contractor will notify the LMGS three days (72 hours) prior to beginning and completion of the project work. The contractor may work at times other than the schedule of the LMGS.

26. The LMGS will inspect the work and may direct contractor to rework certain road areas or other tasks to meet required specifications. Inspection of the project will occur during normal working hours.

27. Final inspection of the project will be conducted by the LMGS. The contractor may be present at the final inspection. Upon successful completion of the required work, final payment will be released to the contractor.

28. Failure to meet and follow the terms and conditions of the project will be grounds to terminate the contract and forfeiture of the bond to the Pennsylvania Game Commission.

Attachment 4

Cross-Pipe Installation

1. GENERAL SPECIFICATIONS:

A. Pipe trench depth will depend on inlet and outlet elevations. Where possible, outlet pipe at natural ground elevation. Bottom of the pipe inlet should be at the same elevation as the ditch. At some stations, the elevation of the ditch at the pipe inlet will be required to be raised to the level of the adjacent ditch line using aggregate. The bottom of the pipe trench should have a minimum 1% fall across the entire length.

B. Approximately 3” of 2RC aggregate (bedding material) is to be placed in the bottom of the trench and smoothed out to achieve proper slope. If additional aggregate is used to level the trench, it should be compacted before pipe placement.

C. Pipe inlets should be placed in the existing ditch line, leaving enough room for a headwall.

Pipe is to have constant contact with the bedding, no voids.

D. Headwalls and end walls are to be constructed after the pipe is placed in the trench and before material is placed around the pipe. Large native rock is available on-site and is to be used to construct headwalls and endwalls. Parabolic-shaped headwalls and endwalls shall be constructed at all inlets and outlets for perpendicular pipes. Angle-shaped headwalls shall be constructed at all inlets for angled pipes. Use native material to back-fill behind angled headwalls.

E. Approximately 8” of 2RC shall be placed on both sides of the pipe and compacted with a

Jumping-Jack or similar device to compact fill. Place and compact fill in stages around and over the pipe until there is 12” of compacted pipe fill over the top of the pipe.

2. SHALLOW PIPE INSTALLATIONS

A. Shallow pipe installations will be required at some stations depending on the elevation of the inlet end of the ditch as well as the elevation of the area at the outlet end of the pipe.

Installation of shallow pipes requires the bottom of the outlet end of the pipe to be at the natural ground elevation. In some cases, the elevation of the existing tail ditch will suffice.

B. This installation method will raise the elevation of the road through the addition of 12” of compacted fill over the top of the pipe. The fill should be tapered into the existing road elevation on either side of the pipe. Transitions should be sufficiently long to accommodate passenger vehicles and truck-trailer combinations. The amount of fill needed, and length of taper will depend on pipe depth and road slope.
