SGE500-17-Q-0003

PURCHASE OF 18 USED VEHICLES FOR THE AMERICAN EMBASSY TIRANA, ALBANIA

QUESTION & ANSWERS

SET ONE

Question #1: Does the "Golf" fulfill the requirement for Sedan?

Or it must be in the style of "Jetta"?

Answer: They are both sedans by definition. If unsure of the designated size category given an automobile, then read how the manufacturer defines the size of each vehicle they offer. For instance, they will claim that their car is a “compact”, or “mid-size”/“mid-range”, etc. Attach this claim to your offer. Important is that the vehicle have four doors and fulfills the description of a “Sedan”, as defined at the bottom of this document.

(The end-user has supplied the following comment) The VW Golf would be acceptable, but not for all of the vehicles ordered. The end user prefers to have a mix of vehicle models; different models and different colors; a fleet that will mix well with the operating vehicles on the public roads within the city of Tirana.

Question #2: Will the end user accept a four-door hatchback vehicle?

Answer: A Four-door hatchback is acceptable for some of the vehicles. They need to be a mix so that they can be used on different surveillance scenarios. We must restrict the number of hatchbacks to not more than one mid-range size hatchback; and, not more than four economy class hatchback vehicles.

Question #3: Does the end-user object to Opel vehicles in the mix?

Answer: Opel does not have a good reputation in Tirana (they are good vehicles but do not do well with bad diesel quality sold here). The end user says not more than two Opels in the whole mix of the 18 vehicles.

Question #4: May the color white be added to the suggested colors: Black, Gray, Dark Gray and Navy blue?

Answer: Since white cars are less common in the city, they will accept 1(one) white vehicle in the whole mix of the 18 vehicles offered.

Question #5: Regarding the reference to “manufacturer”, what are the criteria of its definition?

Answer: European manufacture, actually means European available model with European Specifications.

Question #6: In Europe, "economy class" is mostly a Hatchback (like VW Polo). I would like to know if this type classifies as a Sedan, as per your request.

Answer: Yes, as long as it meets the definition for “Sedan” shown below. Remember that it must have four doors; and do not provide more than three Polo’s in the 13 car economy class mix.

I am providing the following definitions from the Statement of Work:

DEFINITIONS

SEDAN - A car with a fully enclosed passenger compartment, a permanent roof, two or four doors, front and rear seats, and a separate trunk. (This can be an Economy Class car; it can also be a Mid-Range / Mid-Size Class car).

MID-RANGE - A mid-size car (occasionally referred to as an intermediate) is of a size equal to, or greater than, that of a compact. A mid-size car has room for five adults and a large trunk (boot). Engines are more powerful than small family/compact cars and six-cylinder engines are more common than in smaller cars.

ECONOMY CLASS - An economy car is an automobile that is designed for low cost purchase and operation. Typical economy cars are small (compact or subcompact), lightweight, and inexpensive to buy.

Question #7: Please specify the award date.

Answer: Within 30 days after offer due date.

Question #8: May the mileage of the vehicles exceed 80,000 kilometers?

Answer: No image1.gif image2.gif
