PRE-SOLICITATION NOTICE

Solicitation No. SGE500-16-R-0057

The Regional Procurement Support Office (RPSO) hereby provides the following Pre-Solicitation Notice in respect of the issuance of a Request for Proposals (RFP) for:

Monitoring, analysis and summarization of news from a wide range of media covering international, regional and Afghan national news as it relates to, and from the perspective of, the U.S. diplomatic and military mission in Afghanistan.

It is the Government’s intention to award a firm fixed-price service contract for a base period with four one-year options. Award is anticipated in the second quarter of the calendar year 2016.

In addition to generalized media monitoring, the contractor shall have extensive and proven expertise in shaping products that enhance situational awareness of the political, governance, development, security, civil society and broader socio-economic issues confronting senior U.S. diplomatic and military officials. This entails depth of analytical capabilities and editorial judgment to discern differences in foreign policy and military objectives. It is therefore not enough to simply have provided media monitoring in a conflict zone elsewhere; the requirement is for specific experience in U.S. policy in Afghanistan. The contractor should not be an affiliate of a media company providing news stories or online reporting. There will be multiple deliverables on the daily basis. By way of example, these deliverables include, but are not limited to, human-selected, near-real-time news alerts focusing on regional issues and analysis of major international as well as regional and local news stories to include trending, tonality, issue and message tracking.

Deliverables must be provided in the English language. The successful contractor must have extensive working experience in the media landscape focusing on English, Dari and Pashto languages and must be able to monitor, summarize, analyze and translate news from written and spoken Dari and Pashto languages into English.

Communication, correspondence and documentation must be in English. Any translations desired by offerors shall be at their own expense.

The solicitation document will be issued to firms providing written notice of their interest to Kenneth Mamba, Contract Specialist, by email to MambaKG@state.gov not later than 1600 hrs Central European Time on Wednesday, March 23, 2016, using the solicitation number SGE500-16-R-0057 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation package must include the following information: Name of firm, DUNS number, name, telephone and e-mail address of point of contact, and complete physical and mailing address of firm.

The interested party is aware of the requirement to be in possession of authorization to operate and do business in the place of contract performance (DOSAR 652.242-73, AUTHORIZATION AND

PERFORMANCE (AUG 1999)).

The interested party confirms that it is not an affiliate of a media company providing news stories or online reporting.

It is the Government’s policy not to support organizations that finance terrorism. Accordingly, when the program office determines that directors, officers or key employees of an offeror in the competitive range must be vetted to minimize the risk of financing terrorism, the offeror hereby assents to provide promptly, as and when directed by the Contracting Officer, the information required on the form DS- 4184 (Risk Analysis Information) to relevant authorities. The interested party understands that the failure to provide the required information or to secure clearance of any one of its directors, officers or key employees will render its proposal “unresponsive” and ineligible for award. The vetting requirement applies equally to the contractor and any of its subcontractors under the ensuing contract.

The failure to fulfill any of the above requirements may result in a proposal being found technically unacceptable or unresponsive and removed from the competition without further discussions.

The solicitation and award will be governed by laws and regulations of the United States of America.

This requirement is being competed utilizing full and open competition procedures.
