Addendum 1(a) - Scope of Work

The U.S. Embassy / Bureau of International Narcotics and Law Enforcement Affairs (INL) requires the determination of the suitability of an existing group of buildings in Chisinau for accommodating the future Joint Law Enforcement Training Center (JLETC). This single facility will be designed to have at its core the areas common to all law enforcement training and enable efficient and effective achievement of its goals.

Accordingly, the future JLETC is to include areas such as classrooms, administration building, dining facility, gymnasium and sports field, parade field and polygon, dormitories, and pistol range whereas the specialized areas would include, inter alia, mock border crossing building, mock courtroom area, forensic area, a technical accident investigation area. The future JLETC is to incorporate training of both men and women police.

The existing site includes three dormitory buildings, one large classroom building, an underground firing range, a cafeteria, sports field, roads and sidewalks and other miscellaneous structures. The existing buildings were constructed in the 1950’s-1960 and appear to have numerous deferred maintenance issues.

The Contractor is requested to:

(1) Make a detailed assessment of the site location ( e.g. assess, egress, setback ), of the current infrastructure and systems on site ( e.g. electricity, gas, water, sewer, drainage ) as well as of the existing buildings ( structure, foundations, roofs, doors, windows, utility systems ) to note any damage, distress or deterioration and determine their suitability for a law enforcement training center.

(2) Prepare a comprehensive site plan to scale ( both as conventional paper and 3D electronic version ) of the current site, including accurately locating all existing buildings, structures and infrastructure, roads, sidewalks, utility systems, walls, gates and all other site features; documenting all elevations; preparing run-off plans and inventories of the total amount of square meters that are usable or viable for renovation; categorizing the space as to its most likely usage.

(3) Estimate the cost of renovating the existing buildings to industry accepted standards;

recommend the most efficient locations of future buildings, structures and infrastructure to include additional buildings and structures as per contactor’s previous assessment and the Government’s representative input; create a comprehensive “master plan” for the site ( both as conventional paper and 3D electronic version ), detailing the best location for future buildings and structures along with a prioritized order of construction and estimated cost and timeline of development.

All work done must conform to generally accepted levels of performance within Western European or North American professional standards. Building specifications and cost estimates should be based on code-compliant Moldovan standards. All measurements shall be provided using the metric system. All infrastructure recommendations must be based on Moldovan standards.

During the project lifecycle the Contractor is expected to submit progress reports to the Government on the regular basis.

Period of performance: ca. 60 days
