Statement of Work (SOW)
For Contractor Services
Background
The US Department of State’s Foreign Service Institute is the bureau of record responsible for providing training opportunities in support of the department’s mission. While the Institute supplies substantial coursework with respect to language training through its classroom and online offerings, it is impossible to meet the training needs of a worldwide population on-demand. Therefore, the Institute seeks to augment its classroom and online language training with an online resource, delivered via the Internet.
Scope
The principal goal is to extend the Institute’s reach by providing additional online language resources which can be used to supplement existing formal language training, as well as a stand-alone resource in situations where formal language training is not available or feasible. These resources must be interactive and support skill development in all communication areas (reading, writing, speaking, and listening).
Objectives
The primary objective is to provide contractor services and deliverables through the provision of online language resources which can portal through the agency’s in-house learning management system (see “Tasks”). Such resources offer study opportunities to employees and family members whom, for logistical or eligibility reasons, may not be able to avail themselves of formal residential or online courses offered by Institute. The content should immerse the student in the language, as well as provide ongoing feedback through a structured curriculum.
Tasks
The Foreign Service Institute is in search of a language training vendor to provide off-the-shelf online language content. The collection should be fairly extensive, covering a breadth of languages to include at a minimum:
Arabic (Modern)
Indonesian
Spanish (Latin America/Spain)
Chinese (Mandarin)
Irish
Swahili
Dari
Italian
Swedish
Dutch
Japanese
Urdu
English (British/American)
Korean
Turkish
Filipino (Tagalog)
Latin
Vietnamese
French
Pashto
German
Persian (Farsi)
Greek
Polish
Hebrew
Portuguese
Hindi
Russian
The collection must be able to portal through the Institute’s established learning management system, Learn.com “LearnCenter 9.3,” a commercial off-the-shelf product, to which FSI owns the code. Additionally, the content should support SCORM standards. It should also be compatible with mobile devices and tablets, run on Macs and have multiple-browser capabilities.
Delivery
The contractor must deliver online course content as outlined above to the following:
