LETTER FOR ALL PROSPECTIVE OFFERORS
FROM: Foreign Service Institute, Office of Acquisitions
SUBJECT: Establishment of Blanket Purchase Agreement (BPA) for Foreign Service Writing Courses
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal
Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified
Acquisition Procedures. This announcement constitutes only solicitation; proposals are being requested and a separate synopsis will not be issued.
This solicitation document is issued as a Request for Quote (RFQ). When submitting quotes, please use reference number SFSIAQ17Q4035.
The U.S. Department of State, Foreign Service Institute (FSI), Office of Acquisitions, intends to establish a single Blanket Purchase Agreement (BPA) for a period of five (5) years for Foreign Service Writing
Courses in accordance the attached Statement of Work (SOW) and BPA Terms and Conditions. The call limit for this BPA will be $10,000.00 with an overall BPA limit of $600,000.00 over 5 years.
The RFQ is set aside 100% for “Small Business Concerns”. The North American Industry Classification
Code for this procurement is 611430. The size standard as described by the U.S. Small Business
Administration for this procurement is $11M. Small Business determination and tax identification numbers shall be submitted with quotes.
Offerors must be registered in the System for Award Management (SAM) to be considered for; or prior to establishment of BPA. Offerors may register at www.sam.gov. A Dun and Bradstreet number is required in order to register.
Questions regarding this RFQ should be sent via email to the RFQ contracting officer Mr. Malik Simone at simonem@state.gov. Questions are due no later than September 1, 2017 at 4:30 p.m. Eastern Time.
Any questions that are received in conjunction with this solicitation and the corresponding responses by the government will be posted as an amendment to Federal Business Opportunities, website:
www.fbo.gov.
Quotes for this RFQ shall be received by Mr. Simon via email no later than September 13, 2017 by 5:00 p.m. Eastern Time. All submitted quotes will include any discounted pricing. Quotes are required to be valid for a minimum of 90 days. Further instructions are provided in Attachment 1 – Notices and
Quotation Instructions.

NOTE: Successful Offeror is required to complete and submit FAR 52.212-3 – “Offeror Representations and Certifications – Commercial Items” through the SAM database; if this information is already entered into the SAM database, please indicate so.
This RFQ form shall be completed and submitted in addition to any other quote form utilized by offeror.
Unit pricing is all-inclusive. Please thoroughly review the attached Statement of Work, for a full description of services required prior to providing pricing.
