Questions and Answers for Political Training Division Psychology of Interpersonal Persuasion Training Course

Question #1

The Solicitation document refers to Base Periods one through five. Do these correspond to Years 1 through 5 of the BPA?

Answer to #1

Yes.

Question #2

The RFQ letter states that the call limit for the BPA is $25,000, with an overall BPA limit of

$250,000 over five years. Does this mean that the ceiling for each year (Base Period) is $25,000, and the entire quote for the five years should not exceed $250,000? If not please explain what that means and what restrictions to budget there are.

Answer to #2

Each call has a maximum limit of $25,000. The BPA itself has an estimated value of $250,000. There are no option years and this is not a contract but an agreement; thus, there is no estimated ceiling per year.

Question #3

We previously provided similar training under a previous contract to FSI. How can we obtain previous evaluation of our work at FSI?

Answer to #3

You will need to contact the contracting officer that awarded your contract.

Note: The previous evaluation information may not be available to the offeror(s) because any courtesy debriefing periods have already passed. Secondly, even though the services are similar, the evaluation criteria may not be the same.

Question #4

It is not clear to us what docs and materials need to be prepared and submitted as a proposal. Can you either point us in the right direction in the docs, or provide a description of that?

Answer to #4

You will need to carefully read Section L.1 Proposal Preparation Instructions in order to prepare a proposal. There are three (3) volumes and each volume has a set of instructions to follow. In addition, attachments are provided with additional instructions.

Question #5

Does the Combined Synopsis/Solicitation under solicitation number SFSIAQ17Q4001 contain requirements similar to a current contract? If possible, please provide the current contract number.

Or, is this a new requirement for the government?

Answer to #5

This is a new requirement.

Question #6

I’ve just added in as ‘interested vendor’, but cannot find the list of existing interested vendors. Please advise when it will be available, so that I can review and contact the ‘primes’ as appropriate.

Answer to #6

Here is the list of interested vendors as of November 8, 2016. There will be no updates to this list.
