SOLICITATION FOR SEMINAR IN FEDERAL APPROPRIATIONS LAW

I. SCOPE OF WORK

Professional services are required to deliver and update, as needed, FSI’s existing course materials for its four#day seminar on the Principles of Federal Appropriations Law. This four-day seminar is generally held up to six times a year on the FSI campus located in Arlington, Va. When there is sufficient demand, additional seminars may be scheduled at a time mutually convenient to the con-tractor and FSI. These additional seminars are not limited to the FSI campus and may require both domestic and international travel.

II. BACKGROUND,

Employees of the U.S. Department of State engaged in financial management, budgeting, accounting, and procurement activities are frequently faced with opportunities that require discretionary judgment to implement regulations appropriately. So that these employ-ees may be better equipped to act within the spirit and the letter of the law, the Department wishes to provide these employees with a background in the principles of federal appropriations law. Additionally, this course has been reviewed by the American Council on

Education (ACE) and has been awarded ACE College Credit Recommendation[1] in 2012 and 2015.

Ill. TARGET AUDIENCE

Participants of the seminar will be Foreign and Civil Service employees of the US Government; Local Employed staff serving in posi-tions within US Embassies overseas; and from various foreign affairs agencies serving in assignments both domestically and abroad.

These employees are assigned to various administrative functions (such as Financial Management Officers (FMO); Bureau Executive

Directors, Management Officers, and General Services Officers). Grade levels of the participants will range from GS#09 through GS#15 (or the Foreign Service equivalent FS#04 through FS#01). Most, if not all, will be college graduates. Some may have extens-ive experience in government accounting. Very few, if any, will have academic credentials or professional experience in law.

As this course has received ACE Credit Recommendation[2], there will be a tertiary student audience of Department employees who will take the seminar for possible college credits in pursuit of their own personal educational goals.

IV. TRAINING OBJECTIVES

The training objectives for the seminar are as follows:

At the conclusion of the seminar the participant will be able to:

Further, if existing materials shall be used, the contractor shall submit a description of how the materials and the presenta-tions will be customized for this audience.
