A.1 Address Offers To
Offerors shall return the complete solicitation package (see L.1 for details), via mail or hand carried in accordance with FAR 52.212-1.
There is no page limit and under no circumstances will electronic copies be acceptable. Offerors are advised that an offer in response to this solicitation is subject to physical examination, x-ray, or other inspection prior to acceptance at the location designated for re-ceipt of offers.
Inspection may be conducted by Government personnel or others acting on behalf of the Government. Any offer received at the ad-dress designated for receipt of offers after the date and time specified elsewhere in this solicitation for receipt of offers shall be pro-cessed in accordance with the late offers provision of this solicitation.
All postal mail will be scanned before it is delivered to this office. In order for your correspondence to be received in a timely manner, the offeror must allow sufficient time (3-4 days) to accommodate inspection by designated security personnel. B.1 Set-a-side
The Foreign Service Institute, Department of State, anticipates the award of multiple fully loaded firm-fixed priced Blanket Purchase Agreements that establishes the terms and conditions applicable to future acquisition of presenter/instructor services in accordance with the Performance Work Statement.
This solicitation and subsequent award(s) will follow FAR 12 (commercial items) and FAR 13 (Simplified Ac-quisition Procedures) utilizing the trade-off method for best value. This solicitation is set aside to 100% small businesses.
B.2 Services and Prices
B. SUPPLIES OR SERVICES, AND PRICES/COSTS
B. 1. The Foreign Service Institute, Department of State, anticipates the award of a Blanket Purchase Agreement (BPA) that estab-lishes the terms and conditions applicable to future purchases. This is a 100% small business set-aside.
B. 2. The services shall be performed in accordance with Section C -Description/Specifications/Work Statement and as further de-scribed elsewhere in this document.
B.3. A quote submission from an offeror indicates that the offeror is interested in all CLINs. The offeror must submit price quotes for all CLINs listed below.
B.4. The Contractor shall provide a fully loaded firm-fixed price session rate to support the Foreign Service Institute’s requirement as outlined in Section C according to the following scales based upon student participation.

ORIENTATION TRAINING DIVISION
TASK PLAN – Public Speaking BPA
Professional services are requested by the U.S. Government for the development and presentation of a Public Speaking workshop for the Foreign Service Officer Orientation Course (PG 101, also called “A-100”) at the Foreign Service Institute of the US Department of State. The program will take place in classrooms at the National Foreign Affairs Training Center (NFATC),4000 Arlington Boulevard,Arlington,Virginia22204-1500or other designated training sites.
Background This segment is part of the six-week orientation course for Foreign Service Officers (FSO). Since FSOs must be able to communicate clearly and effectively, this course includes a Public Speaking element to develop speaking skills and techniques essential for effective communication in a variety of Foreign Service situations. The course will be offered four (4) times in FY-2016. Each class has between 40 and 100 students. Each class will be divided into smaller groups of approximately equal size for practical training, gener-ally consisting of 8-12 students per small group. Each workshop will include one plenary presentation between 2.5 and 4 hours long for the entire class, and up to eight small group sessions for practical training, with each lasting four hours. The number of courses offered during the year, the presentation dates, and the number of small group sessions are subject to change or cancellation, with noti-fication of such changes made as early as possible.
Goals of the Foreign Service Officer Orientation Course The goals and objectives of this core course are:
1. Instill the State Department’s core values of Loyalty, Character, Service, Accountability, Community and Diversity, and demonstrate how they are integrated with all aspects of Foreign Service work and life.
1. Develop the capacity for innovative and visionary leadership that Foreign Service Officers need to effectively carry out the Department of State’s mission and support Presidential foreign policy goals in accordance with the Oath of Office.
1. Prepare new officers for a full and successful career in the Foreign Service.
1. Lay the foundational knowledge for the profession of diplomacy, the foreign affairs community, and the overall mis-sion of the Department of State and of the Foreign Service.
1. Foster a culture of diversity and inclusion in the workplace to contribute to the success of the mission and better rep-resent the American people abroad.
1. Strengthen the core writing, public speaking, decision-making and leadership skills Foreign Service Officers need to carry out assigned duties.
1. Develop a corps of Foreign Service Officers who demonstrate the highest standards of ethical and professional con-duct, advocate ideas responsibly, and who demonstrate sound judgment when offering constructive dissent within official channels.
1. Prepare new officers for the rigors of Foreign Service life by developing the resilience skills necessary for success over the course of a demanding and unpredictable career.
1. Build Esprit de Corps and exemplify the ONE TEAM principles beginning in training and extending over the course of a successful career.
Goals and Objectives of the Public Speaking Segment This segment primarily contributes to the accomplishment of goal six above. Throughout their career, FSOs are routinely called on to speak to audiences, both foreign and domestic, of varying sizes.
This training is designed to provide FSOs with:
3 An understanding of what makes an effective speech and how to best prepare;
3 The opportunity to practice skills and receive feedback;
3 An understanding of the vast array of tools available to assist them in preparing to speak to a variety of audiences;
Detailed Work Requirements The contractor will develop and deliver a workshop that includes both a formal plenary presentation on public speaking as well provide each student the opportunity to practice public speaking and receive feedback on his or her performance during two small group sessions which are not to exceed 12 students each. The level of instruction must be advanced and is intended to go beyond the development of general speaking skills and textbook tips for public speaking. The contractor must provide detailed instruction and guidance to assist the participants in improving their ability to make effective, persuasive, and culturally-sensitive presentations on be-half of the U.S. Government to well-informed, but not necessarily receptive audiences and media representatives, both American and foreign. More specifically, the contractor shall:
• Provide an appropriate number of facilitators to perform the training;
• Contact the Course Coordinator no later than the first week of each course to learn the size, composition of the class, and any special needs of the group;
• Prepare a complete workshop schedule that includes lectures, topics, activities and practical hands-on experience for the participants to be presented for review to the Course Coordinator no later than the first week of each course;
• Select and utilize appropriate teaching aids and audio-visual materials to be used in the workshops;
• Conduct a formal plenary presentation on public speaking for the entire class, which shall have between 40 and 100 students. The plenary presentation session shall be up to 4 hours long.
• Provide two sessions of practical training for each student in small groups of approximately 8-12 students. Generally this will consist of four (4) to eight (8) small group sessions, depending upon the total class size. Each session of practical training shall be up to4 hours long.
• Ensure that students in each small group receive instruction and practical hands-on experience with the various forms of Foreign Service public speaking. In the small group sessions, student speeches or presentations should be recorded (VHS, DVD, or other digital format) and critiqued in detail by the facilitators in either a group setting or an in-dividual basis;
• The facilitators must be experienced in speech training and adult education and be sufficiently familiar with the For-eign Service environment to relate the development and application of general speaking skills to the Foreign Service context;
• The facilitators must be familiar with the operation of recording equipment and a DVD player and any other relevant audiovisual equipment;
• All key personnel conducting the training shall be identified by name and experience. Substitutions for the instructor must receive prior approval by the U.S. Government Contracting Officer’s Representative (COR) no later than 24 hours prior to each session. Further, all substitutions must have equivalent, verifiable experience. Successful past performance in training for the U.S. Government is highly desirable;
• Partial payment will be made upon satisfactory completion of each course offering and upon receipt of a proper in-voice submitted to the Budget and Management Office of the Foreign Service Institute;
• The contractor is responsible for obtaining all necessary or appropriate licenses and permits relative to teaching ma-terials selected for distribution to students in the course; and
• The contractor is responsible for preparing sufficient copies of all course materials for each student and the Course Coordinators.
• They contractor shall not provide any services without a finalized task order, purchase order, or contract. Contractors who provide services without a finalized task order, purchase order, or contract do so at their own risk as these ser-vices may be deemed unauthorized commitments. As such, contractors are not entitled to payment unless the unau-thorized commitment is ratified which will result in substantial delays.
Pricing Structure The contractor shall provide a firm fixed price for all services outlined previously according to the following scales based upon stu-dent participation.

Period of Performance Period of performance of this contract shall be for one base year on or about October 17, 2015 to October 16, 2016, with four option years which may be exercised at the sole discretion of the U.S. Government. The final number of training sessions will be determined by the number of classes held for each program per fiscal year. Below dates represent the currently planned class schedule for FY16.
The contractor will work with the Course Coordinator to set training dates agreeable to both parties.
This contract covers the following classes that begin and end on the following dates:
Foreign Service Generalist Orientation
January 11 – February 19, 2016 April 4 – May 13, 2016 June 27 – August 5, 2016 September 6 – October 14, 2016
All dates are subject to change and additional sessions may be scheduled on an as-needed basis. Should it be necessary to cancel or postpone one or more of the training sessions, the contractor will be given a minimum of two weeks’ notice prior to the scheduled start of that training session, and in the case of cancellation, will be paid only for actual documented costs incurred in preparation for the training session. In the case of postponement, the contractor will be reimbursed only actual documented costs that cannot be deferred until the rescheduled session(s). The contractor is advised to not incur any costs without a fully approved task order, purchase order, or contract.
For subsequent years, class dates will be announced prior to the beginning of the fiscal year.
C.2 Government Provided Propery
Government Provided Property The U.S. Government will provide the following equipment and supplies: recording and playback equipment and one 30-minute DVD for each class participant. Routine classroom supplies including whiteboards, flipcharts, markers and eraser will also be provided for the sessions held at FSI.
C.3 Data Rights
All materials developed by the Contractor under this contract become the property of the Government; and the Contractor/Presenter(s) may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of the Foreign Service Institute, or publish them in any fashion without the express per-mission of the SPAS Political Division.

PERFORMANCE METRICS – Public Speaking BPA
All BPA Calls issued off of this contract will be closely monitored by the Contracting Officer’s Representative (COR) throughout the contract base year and will be reported upon at a minimum one time annually at the conclusion of each base/option year period as a determination will be made whether to exercise the subsequent option year. Listed below are the performance metrics by which the Contractor will be evaluated in addition to the Contractor’s adherence to Performance Work Statement (PWS) requirements.
The Contractor must be considered successful in fulfilling the contract requirements in order to continue to be considered for future opportunities. To be considered successful the Contractor must obtain a minimum average score of four (4) in all of the categories listed below.
WEIGHT RATING DESCRIPTION
5 Excellent Contractor routinely demonstrates outstanding un-derstanding of SOW requirements and significantly exceeds performance standards. Contractor has ex-ceptional strengths that significantly benefit the Gov-ernment.
4 Good Contractor demonstrates good understanding of the SOW requirements and exceeds performance stand-ards. Contractor has one or more strengths that sig-nificantly benefit the Government.
3 Fair Contractor demonstrates acceptable understanding of the SOW requirements and has an approach that meets performance standards. Contractor is an ac-ceptable solution and has few or no additional strengths that benefit the Government.
2 Poor Contractor routinely demonstrates shallow under-standing of the SOW requirements and fails to meet acceptable performance standards.
1 Unsatisfactory Contractor routinely fails to demonstrate understand-ing of the SOW requirements and fails to meet ac-ceptable performance standards. This failure has an adverse impact upon the Government and it negat-ively impacts Government operations.
Quality:
The Contractor must adhere to the requirements as outlined in the PWS and provide high quality instructional content. This rating will be informed by survey feedback from student course evaluations, Foreign Service Officer Orientation Course (PG 101, also called “A-100”) staff, and the COR.
Timeliness of Performance:
The Contractor must adhere to the deadlines specified by A-100 course staff and the COR with regard to the course schedule, class as-signments, and small group sessions. Contractor will be expected to respond in a timely fashion to coordination communications. This rating will be formulated by the COR based on his/her observation and input from the A-100 course staff.
Business Relations:
The Contractor must provide effective customer service to FSI clients of this contract – to the A-100 course staff, to students, and to the COR – per the duties of the PWS. This rating will be informed by student course evaluations, A-100 and Orientation Division staff feedback, and COR observations. The COR will use his/her expertise and general observance of interactions and customer ser-vice with FSI staff and students. The COR’s observations will include timeliness of responses to inquiries and requests within the scope of the contract, and providing sufficient notice for absences.
Section E- Inspection and Acceptance
E.1 Inspection and Acceptance of Services
Inspection and acceptance of the services to be provided hereunder shall be made by the Contracting Officer’s Representative (COR) or the Government Technical Monitor (GTM).
E.2 The Role of Government Personnel and Responsibility for Contractor Administration
Contracting Officer (CO): The CO has the overall responsibility for administering this contract. He/she alone, without delegation, is authorized to take actions on behalf of the Government to: amend, modify, or deviate from the contract terms, conditions, requirements, specifications, details and delivery schedules; make final de-cisions on disputed deductions from contract payments for non-performance or unsatisfactory performance; ter-minate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute. Additionally, he/she may delegate certain other responsibilities to authorized representatives.
Contracting Officer's Representative (COR): The COR is responsible for promptly notifying the Contracting Officer in writing of any noncompliance or deviation in performance or failure to make progress; knowing and understanding the terms and provisions of the contract; knowing the scope and limitations of your authority; us-ing good judgment, skill and reasonable care in the exercise of authority; protecting privileged and sensitive procurement information. If questions arise which are not clearly answered in the contract or if disputes with the Contractor occur, prepare a written report to the Contracting Officer setting forth the problem(s) encountered.
Government Technical Monitor (GTM): The GTM will assist the COR in discharging responsibilities. The re-sponsibilities of the GTM include, but are not limited to: monitoring and inspecting the Contractor's progress and performance; evaluating contractor performance with the terms and conditions of this contract; acting as the Government's representative at the work site; advising the contractor of proposed deductions for non-performance or unsatisfactory performance; preparing receiving reports and/or approving invoices for payment;
and advising the COR of any factors which may cause delay in work performance.
E.3 Quality Standards
All work performed under this Blanket Purchase Agreement shall be of the highest quality standards, consistent with best industry practices, to assure timely provision of services, optimum Department of State satisfaction, and adequate protection of Government assets.
Section F- Deliveries or Performance
F.1 Place of Performance
Services under this contract will be performed primarily, but not exclusively, at the Government’s facility located at The George P.
Shultz National Foreign Affairs Training Center at 4000 Arlington Boulevard, Arlington, Virginia.
F.2 Government Closure
Should the Federal Government or the Department of State, Foreign Service Institute, close for any reason (e.g., snow storm, terrorist threat, emergency situation, etc.) and the contractor is unable to perform services, the con-tractor shall not be paid for that day. If the course is rescheduled, the contractor will be given an opportunity to provide services on a new date.
F.3 Cancellation
Should it be necessary to cancel or postpone one or more of the workshops, the contractor will be given a minimum of two weeks’ no-tice prior to the scheduled start of that workshop, and, in the case of cancellation, will be paid only for actual documented costs in-curred in preparation for the workshop. In the case of postponement, the contractor will be reimbursed only actual documented costs that cannot be deferred until the rescheduled session(s).
F.4 Period of Performance (on or about)

Option Year 1 (on or about January 31, 2016 to January 30, 2017)
Option Year 2 (on or about January 01, 2017 to January 31, 2018)

Option Year 4 (on or about January 01, 2019 to January 31, 2020) The BPA period anticipated is for a base year with the tentative opportunity for four (4) one-year options.
Estimated BPA award will be on or about January 2016. Actual BPA Calls for services may be issued on or about February 01, 2016 through January 31, 20120 and subsequent option years.

(a) The Contracting Officer may designate in writing one or more Government employees, by name and posi-tion title, to take action for the Contracting Officer under this contract. Each designee shall be identified as a Contracting Officer's Representative (COR). Such designation(s) shall specify the scope and limitations of the authority so delegated; provided, that the designee shall not change the terms or conditions of the contract, un-less the COR is a warranted Contracting Officer and this authority is delegated in the designation.

FSI1 FSI Invoicing Instructions and Non-Payment for Unauthorized Work
Non-Payment for Unauthorized Work
The Government shall not be obligated to pay the Contractor any amount in excess of the total contract funded amount.
The contractor shall not perform work outside the period of performance unless a modification is issued by a Contracting Officer.
An unauthorized commitment is an agreement/change in the level or quantity of services being provided, that is not binding solely because the Government representative who made it lacked the authority to enter into that agreement/change on behalf of the Federal Government.
No payments will be made for unauthorized services or for any unauthorized changes to the work specified in Section B Supplies or Services and Prices/Costs or Section C Descriptions/Specifications/Statement of Work (if applicable). This includes any services performed by the contractor of their own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is au-thorized to change the specifications, terms, and/or conditions of this contract.
Personnel without procurement authority who order supplies or services, who attempt to change the terms and conditions of an existing contract, or who commit the Government to pay the contractor for anything received, may be referred for disciplinary action and may also be liable for payment.

* Amount owed by FSI;
* Time payment discount, even if 'net';
* Itemized billing;
* Unique vendor invoice number;
* Contact name and telephone number;
* Invoice date;
* Description, price, and quantity of goods/services;
* Date of period of performance (rendered services), delivery and/or shipment of goods.
Failure to submit an invoice with all required information will result in invoice being returned for proper sub-mission. The resubmitted invoice should state the resubmitted date not the original invoice date.
Please cite the contract number, if any (Block 2), the order number (Block 3), and the Requisition/Reference number (Block 4) in all correspondence.
Payment will be due on the 30th calendar day after either (1) the date of receipt of proper invoice in the desig-nated office, or (2) the date the services are accepted by the Government.

G.1 Termination
Failure to follow directions/guidance from the Government Technical Monitor (GTM) or the Contracting Officer’s Representative (COR) can result in the termination of the task order. GTMs are responsible for monitoring contractor performance. Should they ob-serve that a contractor is failing to follow guidance, is unable to complete designated tasks, cannot work collegially with colleagues, or is demonstrating any other unprofessional behavior, the GTM will advise the contractor and also notify the COR. Any of the above can result in the termination of a task order. Contractor can be terminated from task order without discussion and without the govern-ment giving a reason for termination of order.
BPA Calls issued under this agreement may be terminated by the Government in whole or in part without prior notice if the Contractor is unable to perform due to illness, family emergencies, or other causes beyond the Con-tractor’s control. Contractor shall not be liable for re-procurement costs, but shall receive no payment of unper-formed services, and funds may be de-obligated from the BPA Call to the extent of the nonperformance and used to fund replacement BPA Calls to other Contractors for substitute services

a) The Contractor shall comply with the Department of State (DOS) Personal Identification Card Policy and Procedures for all employees performing under this contract who require frequent and continuing access to DOS facilities, or information systems. The Contractor shall insert the substance of this clause in all subcon-tracts when the subcontractor’s employees will require frequent and continuing access to DOS facilities, or in-formation systems.

H.3 Removal From Duty
The Government may direct that a contractor be removed immediately from the work site(s) should it be de-termined that the person is unfit for the job. A determination of unfitness may be made from, but not limited to, incidents involving the most immediate identifiable types of misconduct or delinquency as set forth below:
*Falsification or unlawful concealment, removal, mutilation or destruction of any official documents or records, or concealment of material facts by willful omissions from other documents or records;
*Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words or actions, or fighting. Also participation in disruptive activities which interfere with the normal and efficient operations of the Government;
*Theft, vandalism, or any other criminal actions;
*Selling, consuming or being under the influence of intoxicants, drugs or substances which product similar ef-fects;
*Improper use of communications equipment or government property;
*Violations of security procedures or regulations;
*Unacceptable performance
The Contractor shall be responsible for maintaining satisfactory standards of conduct and integrity. The Con-tracting Officer, acting on the advice of the COR, will make all determinations regarding the removal of any employee from the work site(s).
H.4 Contractor Self Identification
All contractor personnel attending meetings, answering Government telephones, and/or working in other situ-ations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public, of other government personnel or Congress that they are Government officials. Contractor personnel must also ensure that all documents or reports pro-duced by them are suitably marked as contractor products or that contractor participation is appropriately dis-closed. This direction shall be adhered to unless otherwise waived, in writing, by the cognizant Contracting Of-ficer.
At no time will any contractor utilize letterhead for any correspondence between the contractor and any other entity depicting or intimating that the Contractor is a member/employee of the U.S. Government, either as an in-dividual or as a company/corporation. Example: Using the Department of State Seal (or any other Govern-ment's agency seal) in their letterhead.
H.5 Parking and Government Facility Entry
All parking and government facility entry requirements will be given to the awarded contractor and updated as Department and Bureau policy is issued. Contractors shall obey all motor traffic regulations, posted speed limit and stop signs, designated drop off locations and parking rules. Contractors shall follow all gate identification and entry requirements.
H.1 Smoke Free Workplace
(a) The Department of State has been designated a smoke free workplace.
(b) Definitions: “Smoking” means a lighted cigar, cigarette, pipe or other tobacco product. “Smoking areas” means those designated exterior spaces where the smoking of tobacco products is permitted.
(c) Applicability: The Smoke-Free Workplace Policy applies to all occupants of the Shultz Center complex;
as well as all Department of State occupied space in other domestic buildings, whether owned, rented or leased, and to all Department of State owned, rented, or leased vehicles.
(d) Policy: It is the policy of the Department of State to promote a healthy environment. Accordingly, the De-partment has adopted a policy prohibiting smoking in the interior of all domestic buildings and facilities effect-ive August 1, 1993.
H.2 Non-Payment for Unauthorized Work
No payments will be made for any unauthorized services or for any unauthorized changes to the work specified herein. This includes any services performed by the contractor of his own volition or at the request of an indi-vidual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is authorized to change the specifications, terms, and/or conditions of this BPA/BPA Calls.
