A.1 Address Offers To

Offerors shall return the complete solicitation package (see L.1 for details), via mail or hand carried in accordance with FAR 52.212-1.

There is no page limit and under no circumstances will electronic copies be acceptable. Offerors are advised that an offer in response to this solicitation is subject to physical examination, x-ray, or other inspection prior to acceptance at the location designated for re-ceipt of offers.

Inspection may be conducted by Government personnel or others acting on behalf of the Government. Any offer received at the ad-dress designated for receipt of offers after the date and time specified elsewhere in this solicitation for receipt of offers shall be pro-cessed in accordance with the late offers provision of this solicitation.

All postal mail will be scanned before it is delivered to this office. In order for your correspondence to be received in a timely manner, the offeror must allow sufficient time (3-4 days) to accommodate inspection by designated security personnel. The Foreign Service Institute, Department of State, anticipates the award of multiple fully loaded firm-fixed priced Blanket Purchase Agreements that establishes the terms and conditions applicable to future acquisition of presenter/instructor services in accordance with the Performance Work Statement.

This solicitation and subsequent award(s) will follow FAR 12 (commercial items) and FAR 13 (Simplified Ac-quisition Procedures) utilizing the trade-off method for best value. This solicitation is set aside to 100% small businesses.

B. 1. The Foreign Service Institute, Department of State, anticipates the award of a Blanket Purchase Agreement (BPA) that estab-lishes the terms and conditions applicable to future purchases. This is a 100% small business set-aside.

C.1 Statement of Work

1.0 INTRODUCTION and BACKGROUND

The George P. Shultz National Foreign Affairs Training Center of the Department of State is the federal government’s primary train-ing facility for personnel of the foreign affairs community. The Foreign Service Institute (FSI) is the Department bureau that provides training for employees of the Department of State and other agencies at the Shultz Center. The Public Diplomacy Training Division (FSI/SPAS/PD) provides training to Foreign Service Officers (FSO) and Specialists, civil service employees and Locally Employed (LE) Staff. Many of our courses are open to all three audiences. Our core tradecraft courses are directed primarily at FSOs and FS Specialists and prepare employees to serve overseas as Public Affairs Officers, Cultural Affairs Officers and Information Officers.

Officers learn how to apply public diplomacy resources to advance foreign policy objectives. Offerings include courses on media re-lations, social media, professional and academic exchange programs, VIP visits, responses to crisis situations, strategic planning, and the administration of grants and other public diplomacy funds.

2.0 PURPOSE

The Foreign Service Institute is actively seeking individual contractors for a variety of regular work schedules or occasional, intermit-tent activities. Successful contractors may join an existing training or program management staff composed of government employees and other contractors. The work may be conducted in large or small group classrooms, at FSI or other locations, both local and at overseas posts.

This will be a Blanket Purchase Agreement (BPA) effective for the entire period specified. This solicitation will result in a pool of ex-ternal trainers, consultants, and coaches contracted via intermittent, part-time, or full-time multiple award agreements. This BPA is not for United States Government Civil Service jobs. Performance of these services will occur only as authorized by specific task or-ders detailing dates, tasks and schedules. There will be no limit to the number of orders issued under the BPA. The government may issue orders requiring services at multiple locations. There is no specific commitment by either party, until dates, task and schedule are mutually negotiated by individual order.

We intend to issue orders to many individuals to deliver specialized knowledge on topics that will be relevant to employees of the Dept. of State and of other Foreign Affairs agencies, including public speaking, presentation and briefing skills, how to properly handle the media and effective speaking and listening skills.

No part of the services to be performed under this agreement may be subcontracted, and no obligation or duty arising out of the indi-vidual order may be transferred, or assigned, without the prior authorization of the Contracting Officer. Orders will be issued under this BPA based upon the government's need and according to FSI's determination of what is most advantageous to the government.

FSI does not guarantee any minimum level of work under any resultant BPA.

3.0 QUALIFICATIONS

The contractor shall have sufficient background and experience as a reporter and/or television journalist and/or extensive experience training in the field of media and communications to deliver a workshop to the specifications described below. The contractor shall have travel experience in foreign countries, familiarity with foreign policy issues, and possess a working knowledge of the current structure, policies, regulations and operational mechanisms of US foreign affairs government agencies, in particular US Embassy public affairs and press functions.

4.0 REQUIREMENTS

The requirements listed in this section apply to all categories of this BPA. Category-specific requirements are listed under their re-spective category headings.

Prior to the course, the contractor will:

• Understand course objectives and the needs of course participants in order to create a relevant and promising train-ing design;

• Prepare a detailed schedule for each session which includes descriptions of lectures, topics, activities, and practical, hands-on experience for participants, as well as timing for each section during the workshop.

• Deliver a complete draft schedule to the Government Technical Monitor at least two weeks before each session for review and comment, after which the contractor shall accept and integrate feedback received into a final version;

• Select appropriate teaching aids and audio-visual materials, to include recent video and audio clips.

• Prepare and deliver all customized materials and presentations in electronic format to the Government Technical Monitor at least two weeks prior to the start date of the course;

• Become familiar with classroom technology used at FSI, and if required by the Government Technical Monitor, demonstrate ability to use this technology;

• Obtain necessary or appropriate licenses and permits relative to teaching materials or facilities.

During the course, the contractor will:

• Employ adult experiential learning methods, including but not limited to group exercises, case studies, role plays, open discussions, and coaching, to allow students ample opportunities to practice and implement strategies presen-ted in class. Activities must pertain to current, real-life situations faced by Public Diplomacy Officers overseas;

• Facilitate the development of a community of trust, encourage maximum participation, and promote an esprit de corps in a professional setting.

• Reflect current Department of State policies, practices, and guidance;

After the course, the contractor will:

• Conduct a debriefing session with the Government Technical Monitor to include discussion of feedback obtained from post-course participant evaluations;

• Accept and integrate feedback into potential future workshops.

Line 1 – Three Day Media Training Workshops for Officers Introduction This category consists of the development and presentation of three-day media training workshops for Foreign Service and Civil Ser-vice Officers who will be working on the record with print, radio, and television media or preparing another officer for on the record media interactions. These officers will be explaining and defending US foreign policy to journalists who are often hostile or skeptic-

al. Their interactions include interviews with foreign media of varying skill levels and US media outlets. The level is advanced and is intended to go beyond the development of general speaking skills or media appearance tips. Although the responsibilities of parti-cipants require a high skill level, the experience and skills which participants bring to the course will vary widely.

Goals and Objectives This training is designed to prepare officers to:

• Prepare someone for an interview.

• Conduct mock interview/coaching sessions.

• Provide effective feedback after interviews and/or coaching sessions.

• Create memorable soundbites.

• Focus an interview by strategically selecting three key points in advance.

• Communicate State Department messages effectively using all forms of cleared press guidance including: Daily Press Guidance, Rapid Response, Speeches, White House Statements, and Media Notes.

• Stay on message by pivoting/spring boarding to key messages.

• Use set-up phrases to draw attention to key messages.

• Utilize non-verbal techniques to strengthen messaging.

• Anticipate journalists’ questions.

• Handle negative, leading, or hostile questions.

• Identify and handle hypothetical questions.

• Deliver a planned statement using a teleprompter.

• Manage an ambush interview.

• Participate in a satellite interview where the journalist is in a different location.

• Participate in interview using online technology such as Skype or Google Hangout.

• Participate in a radio interview.

• Participate in a television interview.

• Interact effectively with journalists, producers, camera crews, and sound technicians.

• Influence public audiences to support US foreign policy objectives.

Work Requirements The contractor will develop and present three-day media training workshops covering the goals and objectives listed above. Each day will be an eight hour day for a total of 32 hours per workshop with 6-9 workshops offered per year depending on student enrollment in Information Officer Tradecraft PY138 and Advocacy through Media PY142.

More specifically, the contractor shall:

• Based on the above goals and objectives, provide both classroom instruction and mock interviews/coaching sessions on foreign policy issues.

• Devote at least two days of the workshop to mock interviews/coaching sessions.

• Create opportunities for students to role-play each of the following: interviewee, journalist, and coach.

• Recorded interviews, playback portions of each interview, and provide expert coaching/feedback.

• Provide copies of interviews to students.

Line 2 – One Day Media Training Workshops for Officers Introduction This category consists of the development and presentation of one-day media training workshops for Foreign Service and Civil Ser-vice Officers who will be working on the record with print, radio, and television media or preparing another officer for on the record media interactions. These officers will be explaining and defending foreign policy to US media outlets. The level is advanced and is intended to go beyond the development of general speaking skills or media appearance tips. Line 3 – One-Day Media Training Workshops for Local Staff Introduction This category consists of the development and presentation of one-day media training workshops for Locally Employed Staff who will be preparing State Department officials for on the record print, radio, and television interviews. These students will be preparing of-ficers to explain and defend US foreign policy to journalists who are often hostile or skeptical. Their interactions include working with foreign media of varying skill levels and US media outlets. The level is intermediate and is intended to emphasize interview pre-paration and coaching skills. The experience and skills which participants bring to the course will vary widely.

Goals and Objectives This training is designed to prepare local staff to:

• Prepare someone for an interview.

• Conduct mock interview/coaching sessions.

• Provide effective feedback after interviews and/or coaching sessions.

• Create memorable soundbites.

• Utilize all forms of cleared press guidance including: Daily Press Guidance, Rapid Response, Speeches, White House Statements, and Media Notes.

• Prepare someone for interviews by strategically selecting three key points to emphasize.

• Anticipate journalists’ questions.

• Coach someone to stay on message by pivoting/spring boarding to key messages.

• Coach someone to use set-up phrases to draw attention to key messages.

• Coach someone to utilize non-verbal techniques to strengthen messaging.

• Based on the above goals and objectives, provide both classroom instruction and mock interviews/coaching sessions on foreign policy issues.

• Devote at least one session of the workshop to mock interviews/coaching sessions.

• Create opportunities for students to role-play each of the following: interviewee and coach.

• Recorded interviews, playback portions of each interview, and provide expert coaching/feedback.

• Provide copies of interviews to students.

Line 4 – Half Day Media Training Workshops for Senior Officials Introduction This category consists of the development and presentation of half-day media training workshops for senior State Department officials who will be conducting on the record interviews and making public speeches and appearances. These senior officials will be explain-ing and defending US foreign policy to media who are often hostile or skeptical. Their media interactions include in-depth interviews with internationally recognized media outlets. The level is advanced and is intended to go beyond the development of general speak-ing skills or media appearance tips.

Goals and Objectives This training is designed to prepare officers to:

• Use memorable soundbites.

• Strengthen messaging by focus an interview on three key policy points.

• Communicate State Department messages effectively using all forms of cleared press guidance including: Daily Press Guidance, Rapid Response, Speeches, White House Statements, and Media Notes.

• Stay on message by pivoting/spring boarding to key messages.

• Use set-up phrases to draw attention to key messages.

• Utilize non-verbal techniques to strengthen messaging.

• Handle negative, leading, or hostile questions.

• Identify and handle hypothetical questions.

• Deliver a planned statement using a teleprompter.

Work Requirements The contractor will develop and present half-day media training workshops covering the goals and objectives listed above. Each day will be a four hour day with 1-3 workshops offered per year depending on student enrollment in Presenting Effectively to the Media

PT301.

More specifically, the contractor shall:

• Based on the above goals and objectives, provide both classroom instruction and mock interviews/coaching sessions on foreign policy issues.

• Devote at least 90 minutes of the workshop to mock interviews/coaching sessions.

• Create opportunities for students to role-play being interviewed.

• Recorded interviews, playback portions of each interview, and provide expert coaching/feedback.

• Provide copies of interviews to students.

5.0 Other

All key personnel conducting the training shall be identified by name and experience. Note that one trainer may not be sufficient to provide expert feedback on individual presentations and mock interviews for each participant. Substitutions for the instructor must re-ceive prior approval by the Government, and all substitutions must have equivalent verifiable experience. Successful past performance in training for the US Government is highly desirable.

When classes go above the normal class size, contractor may be required to accommodate the increase in variety of ways such as repe-tition of classroom presentations.

By mutual agreement, depending on the availability of funds, the contractor could be contacted to provide additional sessions, throughout the period of the contract.

C.2 Government Provided Propery

The Government will provide all necessary teaching materials and supplies to perform the duties listed above. All materials developed by the contractor under this contract remain the property of the Government and may not be published, shared, or used in any way out-side of authorized Department of State training contexts.

• Audio-visual equipment available at FSI

• All necessary course materials within the budget and funding availability.

The U.S. Government will not provide

• Sick or annual leave;

• Cost reimbursable expenses beyond the direct labor cost of this purchase order;

• Retirement plan, health benefits, or life insurance benefits;

• Responsibility for the loss of any personal property belonging to the contractor which he/she may have brought to the work place.

C.3 Data Rights

All materials developed by the Contractor under this contract become the property of the Government; and the Contractor/Presenter(s) may not copy or reproduce them in any way for use outside of an FSI class, share them by any means outside of the Foreign Service Institute, or publish them in any fashion without the express per-mission of the SPAS Political Division.

C.4 Performance Metrics

All BPA Calls issued off of this contract will be closely monitored by the Contracting Officer’s Representative (COR) and or Govern-ment Technical Monitor (GTM) throughout the contract base/option year and will be reported upon at a minimum one time annually at the conclusion of each base/option year period. This evaluation will be considered in determining if an option year will be exercised.

Listed below are the performance metrics by which the Contractor will be evaluated in addition to the contractor’s adherence to State-ment of Work (SOW) requirements. The Contractor must be considered successful in fulfilling the contract requirements in order to continue to be considered for future opportunities. To be considered successful the Contractor will score a minimum of four (4) in all categories listed below. The Contractor will be evaluated using a scale (Poor 1- Superior 5).

5 - Superior:

Contractor routinely demonstrates outstanding understanding of SOW requirements for the awarded course segments and significantly exceeds performance standards. Contractor has exceptional strengths that significantly benefit the Government.

4 - Excellent:

Contractor demonstrates excellent understanding of SOW requirements for the awarded course segments and exceeds performance standards. Contractor has one or more strengths that significantly benefit the Government.

3 - Acceptable:

Contractor demonstrates acceptable understanding of SOW requirements for the awarded course segments and has an approach that meets performance standards. Contractor is an acceptable solution and has few or no strengths that benefit the Government.

2 - Fair:

Contractor routinely demonstrates shallow understanding of SOW requirements for the awarded course segments and approach.

1 - Poor:

Contractor routinely fails to demonstrate understanding of SOW requirements and approach.

Quality of Design and Delivery:

The Contractor must adhere to the requirements outlined in the SOW and facilitate high-quality, coherent, appropriate modules and/or workshops. The design must be methodologically sound and must be focused on the objectives of the course. The delivery must be both lecture and include extensive participant engagement. The content must be current to ensure that it includes the most up-to-date and relevant information. Multiple measurements will be used to formulate a rating between 1-5 including student feedback, review of teaching materials, and observation by both the COR/GTM and Public Diplomacy Division leadership.

Timeliness of Performance:

The Contractor must adhere to the deadlines specified by the COR/GTM with regard to providing training materials, delivering train-ing, and/or participating in debriefs with the course chair as outlined in the Task Order. The rating between1-5 will be formulated by the COR/GTM based on his/her observation and input from the Public Diplomacy Training Division leadership.

Business Relations/Customer Satisfaction:

The Contractor must provide effective customer service to the internal FSI clients of this contract – COR/GTM, and Public Diplomacy Training Division staff and students – per their duties in the SOW. The COR/GTM will use his/her expertise and general observance of interactions and customer service with FSI staff, and students. The COR/GTM’s observations will include timeliness of responses to inquiries and requests within the scope of the contract and delivery of training. A rating between1-5 will be tabulated for this evalu-ation based on student feedback, FSI staff feedback, and COR/GTM observations.

Cost Control:

The Contractor must provide effective cost control within the contract award. A rating between1-5 will be tabulated for this evalu-ation based on COR/GTM observations, including timeliness and correctness of billing/invoicing.

E.1 Inspection and Acceptance of Services

Inspection and acceptance of the services to be provided hereunder shall be made by the Contracting Officer’s Representative (COR) or the Government Technical Monitor (GTM).

E.2 The Role of Government Personnel and Responsibility for Contractor Administration

Contracting Officer (CO): The CO has the overall responsibility for administering this contract. He/she alone, without delegation, is authorized to take actions on behalf of the Government to: amend, modify, or deviate from the contract terms, conditions, requirements, specifications, details and delivery schedules; make final de-cisions on disputed deductions from contract payments for non-performance or unsatisfactory performance; ter-minate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute. Additionally, he/she may delegate certain other responsibilities to authorized representatives.

Contracting Officer's Representative (COR): The COR is responsible for promptly notifying the Contracting Officer in writing of any noncompliance or deviation in performance or failure to make progress; knowing and understanding the terms and provisions of the contract; knowing the scope and limitations of your authority; us-ing good judgment, skill and reasonable care in the exercise of authority; protecting privileged and sensitive procurement information. If questions arise which are not clearly answered in the contract or if disputes with the Contractor occur, prepare a written report to the Contracting Officer setting forth the problem(s) encountered.

Government Technical Monitor (GTM): The GTM will assist the COR in discharging responsibilities. The re-sponsibilities of the GTM include, but are not limited to: monitoring and inspecting the Contractor's progress and performance; evaluating contractor performance with the terms and conditions of this contract; acting as the Government's representative at the work site; advising the contractor of proposed deductions for non-performance or unsatisfactory performance; preparing receiving reports and/or approving invoices for payment;

and advising the COR of any factors which may cause delay in work performance.

E.3 Quality Standards

All work performed under this Blanket Purchase Agreement shall be of the highest quality standards, consistent with best industry practices, to assure timely provision of services, optimum Department of State satisfaction, and adequate protection of Government assets.

F.1 Place of Performance

Services under this contract will be performed primarily, but not exclusively, at the Government’s facility located at The George P.

Shultz National Foreign Affairs Training Center at 4000 Arlington Boulevard, Arlington, Virginia.

F.2 Government Closure

Should the Federal Government or the Department of State, Foreign Service Institute, close for any reason (e.g., snow storm, terrorist threat, emergency situation, etc.) and the contractor is unable to perform services, the con-tractor shall not be paid for that day. If the course is rescheduled, the contractor will be given an opportunity to provide services on a new date.

F.3 Cancellation

Should it be necessary to cancel or postpone one or more of the workshops, the contractor will be given a minimum of two weeks’ no-tice prior to the scheduled start of that workshop, and, in the case of cancellation, will be paid only for actual documented costs in-curred in preparation for the workshop. In the case of postponement, the contractor will be reimbursed only actual documented costs that cannot be deferred until the rescheduled session(s).

F.4 Period of Performance (on or about)

652.242-70 CONTRACTING OFFICER'S REPRESENTATIVE (COR) (AUG 1999)

(a) The Contracting Officer may designate in writing one or more Government employees, by name and posi-tion title, to take action for the Contracting Officer under this contract. Each designee shall be identified as a Contracting Officer's Representative (COR). Such designation(s) shall specify the scope and limitations of the authority so delegated; provided, that the designee shall not change the terms or conditions of the contract, un-less the COR is a warranted Contracting Officer and this authority is delegated in the designation.

FSI1 FSI Invoicing Instructions and Non-Payment for Unauthorized Work

Non-Payment for Unauthorized Work

The Government shall not be obligated to pay the Contractor any amount in excess of the total contract funded amount.

The contractor shall not perform work outside the period of performance unless a modification is issued by a Contracting Officer.

An unauthorized commitment is an agreement/change in the level or quantity of services being provided, that is not binding solely because the Government representative who made it lacked the authority to enter into that agreement/change on behalf of the Federal Government.

No payments will be made for unauthorized services or for any unauthorized changes to the work specified in Section B Supplies or Services and Prices/Costs or Section C Descriptions/Specifications/Statement of Work (if applicable). This includes any services performed by the contractor of their own volition or at the request of an individual other than a duly appointed Contracting Officer. Only a duly appointed Contracting Officer is au-thorized to change the specifications, terms, and/or conditions of this contract.

Personnel without procurement authority who order supplies or services, who attempt to change the terms and conditions of an existing contract, or who commit the Government to pay the contractor for anything received, may be referred for disciplinary action and may also be liable for payment.

* Date of period of performance (rendered services), delivery and/or shipment of goods.

Failure to submit an invoice with all required information will result in invoice being returned for proper sub-mission. The resubmitted invoice should state the resubmitted date not the original invoice date.

Please cite the contract number, if any (Block 2), the order number (Block 3), and the Requisition/Reference number (Block 4) in all correspondence.

Payment will be due on the 30th calendar day after either (1) the date of receipt of proper invoice in the desig-nated office, or (2) the date the services are accepted by the Government.

G.1 Termination

Failure to follow directions/guidance from the Government Technical Monitor (GTM) or the Contracting Officer’s Representative (COR) can result in the termination of the task order. GTMs are responsible for monitoring contractor performance. Should they ob-serve that a contractor is failing to follow guidance, is unable to complete designated tasks, cannot work collegially with colleagues, or is demonstrating any other unprofessional behavior, the GTM will advise the contractor and also notify the COR. Any of the above can result in the termination of a task order. Contractor can be terminated from task order without discussion and without the govern-ment giving a reason for termination of order.

BPA Calls issued under this agreement may be terminated by the Government in whole or in part without prior notice if the Contractor is unable to perform due to illness, family emergencies, or other causes beyond the Con-tractor’s control. Contractor shall not be liable for re-procurement costs, but shall receive no payment of unper-formed services, and funds may be de-obligated from the BPA Call to the extent of the nonperformance and used to fund replacement BPA Calls to other Contractors for substitute services

652.204-70 DEPARTMENT OF STATE PERSONAL IDENTIFICATION CARD POLICY AND PROCEDURES (FEB 2015)

a) The Contractor shall comply with the Department of State (DOS) Personal Identification Card Policy and Procedures for all employees performing under this contract who require frequent and continuing access to DOS facilities, or information systems. The Contractor shall insert the substance of this clause in all subcon-tracts when the subcontractor’s employees will require frequent and continuing access to DOS facilities, or in-formation systems.

H.3 Removal From Duty

The Government may direct that a contractor be removed immediately from the work site(s) should it be de-termined that the person is unfit for the job. A determination of unfitness may be made from, but not limited to, incidents involving the most immediate identifiable types of misconduct or delinquency as set forth below:

*Falsification or unlawful concealment, removal, mutilation or destruction of any official documents or records, or concealment of material facts by willful omissions from other documents or records;

*Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words or actions, or fighting. Also participation in disruptive activities which interfere with the normal and efficient operations of the Government;

*Theft, vandalism, or any other criminal actions;

*Selling, consuming or being under the influence of intoxicants, drugs or substances which product similar ef-fects;

*Improper use of communications equipment or government property;

*Violations of security procedures or regulations;

*Unacceptable performance

The Contractor shall be responsible for maintaining satisfactory standards of conduct and integrity. The Con-tracting Officer, acting on the advice of the COR, will make all determinations regarding the removal of any employee from the work site(s).

H.4 Contractor Self Identification

All contractor personnel attending meetings, answering Government telephones, and/or working in other situ-ations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public, of other government personnel or Congress that they are Government officials. Contractor personnel must also ensure that all documents or reports pro-duced by them are suitably marked as contractor products or that contractor participation is appropriately dis-closed. This direction shall be adhered to unless otherwise waived, in writing, by the cognizant Contracting Of-ficer.

At no time will any contractor utilize letterhead for any correspondence between the contractor and any other entity depicting or intimating that the Contractor is a member/employee of the U.S. Government, either as an in-dividual or as a company/corporation. Example: Using the Department of State Seal (or any other Govern-ment's agency seal) in their letterhead.

H.5 Parking and Government Facility Entry

All parking and government facility entry requirements will be given to the awarded contractor and updated as Department and Bureau policy is issued. Contractors shall obey all motor traffic regulations, posted speed limit and stop signs, designated drop off locations and parking rules. Contractors shall follow all gate identification and entry requirements.

H.1 Smoke Free Workplace

(a) The Department of State has been designated a smoke free workplace.

(b) Definitions: “Smoking” means a lighted cigar, cigarette, pipe or other tobacco product. “Smoking areas” means those designated exterior spaces where the smoking of tobacco products is permitted.

(c) Applicability: The Smoke-Free Workplace Policy applies to all occupants of the Shultz Center complex;

as well as all Department of State occupied space in other domestic buildings, whether owned, rented or leased, and to all Department of State owned, rented, or leased vehicles.

(d) Policy: It is the policy of the Department of State to promote a healthy environment. Accordingly, the De-partment has adopted a policy prohibiting smoking in the interior of all domestic buildings and facilities effect-ive August 1, 1993.

H.2 Non-Payment for Unauthorized Work

No payments will be made for any unauthorized services or for any unauthorized changes to the work specified herein.
