Section C- Descriptions/Specifications/Statement of Work
1. PERFORMANCE WORK STATEMENT FOR BUILDING AUTOMATION SYSTEMS
Foreign Service Institute, U.S. Department of State
General:
The U. S. Department of State (DoS) requires a service contractor to provide Building Automation Systems (BAS) training to DoS Fa-cility Managers (FM) and locally employed staff (LES) from embassies throughout the world. The contractor will provide all labor, supplies, tools, materials, and equipment necessary to provide the training services as described in the course requirements below.
Background:
The DoS is installing BAS systems in New Embassy Compounds (NEC’s) around the world. Currently there are 100 NEC’s with BAS systems installed by a variety of third party vendors. The implementation of the BAS is providing many challenges for DoS oversight and management; examples of the challenges faced include: varied skillsets among FM’s responsible for BAS operations;
inconsistent power supplies at embassy compounds; varying skill levels among LES responsible for BAS oversight; limited resources for BAS support; limited vendor availability, responsiveness and support; language barriers impacting the ability to train LES respons-ible for BAS management; limited protocol for emergency response when BAS systems fail; lack of knowledge on how to modify BAS parameters for new space allocation or other NEC facility modifications; no best practice strategies for troubleshooting BAS problems; lack of a plan/process for upgrading BAS software that is outdated; and minimal knowledge of how manual overrides or modifications of BAS parameters impacts overall facility operations. These are in addition to the challenges related to a lack of basic BAS operational knowledge. The types of systems installed at NEC’s involve, at a minimum, seven different BAS vendors as well as an undetermined number of third party contractors responsible for the system installations, support, and knowledge transfer.
The goal of this training is to provide FM’s and LES with the knowledge, skills, abilities, and resources necessary for the successful integration, operation, and support of BAS systems at NEC’s as well as existing embassy compounds.

14. Laboratory: The contractor shall plan, estimate, and schedule all material, labor, and equipment to ensure availability for the completion of training requirements within the required time frame of 80 hours (10 days X 8 hours per day). The course will be con-ducted with a combination of lecture and hands on presentations which will allow the student to operate and troubleshoot an actual live BAS system.
Throughout the course the contractor shall integrate lecture with student hands-on exercises. The contractor shall provide a learning laboratory (lab). The contractor shall:
• Provide a “building in a box” or “building on a board” (which will be referred to as a box from this point forward) for each group of 4, at a minimum. This box should simulate an HVAC system in a building.
• The box shall include multiple controllers, panels, and pieces of equipment. The following are required components:
# Variable air volume box with damper # Damper actuator/motor # Three way water valve # Water flow switch (visual representation described below) # Valve actuator # Power supply # Thermostat # Building control Panel # VFD (visual representation, described below) # Water Pump (visual representation, described below) # Chiller (visual representation, described below) # Detection device (CO2 monitor, duct detector, etc)
• The components of the box shall be mounted prior to class or easily mountable to the workplace during class to as-sist in organization and class focus on programming
• The contractor must have a visual to represent large third party devices (i.e. chillers, VFDs, pumps, or water flow de-tection devices) that could not be part of the building in a box due to size or use of water. This can be accomplished with LEDs or small moving parts, but they must be a physical connection to the common network. These visuals will be proof to the student that proper connection has been made to the system
• During the class, the groups shall be responsible for connecting the pieces of the building in a box and connecting it to a class developed logic diagram/program that includes graphical representations accessible via a web browser
• Each box shall consist of different manufacturer devices that will require a JACE to properly communicate with the boxes of fellow students
• The contractor shall bring a building in a box for themselves as well. They shall be completing the exercises with the class to help in the troubleshooting process
• At least one spare box must be provided in the event of failures (in addition to the contractor box), and this box shall display the finished product with programming already completed
• If the box has moving parts, they must be guarded
• The contractor shall provide laptops preloaded with software to program the controllers for the building in a box.
• Each student must have their own laptop
• Each laptop will be assigned a specific piece of equipment in the box
• Each group must not exceed four students
• Each group will represent one building with a unique name (chancery, annex, utility, recreation, etc) for ease of nam-ing when connection to the common network happens
• The contractor must explain at least two networks (one IP and one MSTP) and require the groups to create a pro-gram on each network.
• The primary focus for the programming should be BacNet and LonWorks.
• The contractor shall provide sequences of operation for the equipment in the box, and the programming completed by the groups will follow these sequences.
• Students will be required to complete one sequence on their own (the piece of equipment assigned to their laptop) and then work with their group to connect it to their building panel
• The contractor shall provide equipment which will integrate the different student/building systems into a common plat-form, and instruct them on how to complete the connection
# A document describing the hierarchy of the system provided must be included with the hardware. This document shall show how the pieces in the lab fit together (IP network, secondary bus, etc), but also describe what other products are widely used in each level of the hierarchy.
# The equipment used to integrate the systems shall be JACE devices. Focusing on the JACE-600 (such as the Niagara AX Vykon)
• The contractor must be working from an established program, as opposed to creating the file from scratch in class.
The contractor may create a file in class, for display purposes, but they must be working from a program that they have created in the past (to prevent any programming issues associated with human error).
• The contractor must provide a logbook for each group
• Students must be instructed on the use of logbooks and the necessary additions for a BAS system
• This instruction must be reinforced with input from the students into the logbook throughout the class
• The contractor must review the data written in the logbooks and provide feedback to the students throughout the training (what is missing, what needs more detail, etc)
• A basic template for inputting data into the logbook shall be provided, which must at least include changes, additions, problems, and observations from the BAS user
• After the system is fully functional, the contractor must explain the access control/user management features used in the network. This shall include:
• Creation or removal of users, including the deletion of default users
• Changing or resetting of passwords in the event of a lock-out
• User levels and how to upgrade/downgrade a user (admin, tech, writable, readable etc)
• Preference settings - such as timeout after periods of inactivity, keeping users logged in, and audio settings for alarms
• The contractor must have at least one person who is not addressing the class, but assisting with troubleshooting and bringing people up to speed individually.
• If it is clear that individuals are extremely behind or ahead, the class schedule must be altered to accommodate this problem.
• For instance, if individuals are behind, general instruction might stop an hour early. During this hour, written activities will be distributed to those that are ahead, and personalized instruction will be given to those that are behind.
15. Student material: The contractor shall provide each student and the COR with a hardcopy of all course material in a three ring binder. The contractor shall provide each student and the COR with a soft copy of the course material on DVD. The COR shall re-view and approve all material that will be provided to the students. A sample set of material must be presented to the COR within ten calendar days following the post award meeting. A lab proposal and schedule for the class must be provided with this material and must also be approved by the COR.
At the completion of the training the contractor shall provide written (minimum 20 questions) and performance-based tests. The tests must be graded at the time of the training. Any student who does not achieve a minimum of 70% on the written test shall be coached and retested. The contractor shall provide a copy of each student’s test to the COR within five calendar days of completion of the course. Certificates of Achievement will be provided to each participant signed by an officer of the contractor’s organization and the DoS contracting Officers Representative (COR) on the final day of class.
Equipment/Tools The contractor shall provide all training material, equipment, and tools required to execute the terms of this contract. The COR shall review and approve all equipment and tools used in the training. A detailed bill of materials for equipment and tools must be provided to the COR within ten calendar days following the post award meeting. The COR has the authority to refuse/deny the use of equip-ment or tools if they do not meet the standards described in this document or discussed in the post award meeting.
