SFSIAQ15Q4002 Q&A:

1. Q: Are we only allowed to bid on the yellow highlighted sessions in the list provided online?

A: Yes, see page 13 of the RFQ document.

2. Q: Does the Combined Synopsis/Solicitation under solicitation number SFSIAQ15Q4002 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

A: This is not a new requirement. There are multiple incumbent awardees.

3. Q: Statement: Bidders are free to bid on more than one introduction/seminar/breakout since not every seminar or breakout will necessarily be offered within every 2 week offering.

Question: In the scenario that a bidder proposes the same instructor for multiple courses, we have two assumptions. It is our first assumption that FSI can issue the bidder a contract for two courses on the basis of the same instructor’s credentials. It is our second assumption that if that those two courses occur simultaneously, the bidder would need to provide a different but similarly qualified instructor for one of the conflicting sessions. Are these two assumptions correct?

A: The first assumption is correct, but the bidder must clearly indicate which areas/courses they are bidding on. The second assumption is also correct, however in the event that a substitute instructor is needed, the substitute’s resume must first be approved the by the COR.

4. Q: Question: In cases where bidders submit multiple instructors for 1 course (so that the government may award the course to the most highly desired instructor among those proposed), must the bidder include a separate sample syllabus for each proposed instructor, or will 1 syllabus suffice for the course, regardless of which instructor is selected?

A: If all proposed instructors will follow the same syllabus, then only one is needed. If proposed instructors will follow different syllabi, then a unique syllabus must be provided for each proposed instructor.

5. Q: Para 3.1.1 bullet 4 – Does the contractor pay for reading materials (i.e., books or copyrights) through the CLIN, or is that a cost borne by the government (through existing materials or acquisition)?

A: FSI will cover these course material costs, subject to program budget constraints. Contractor must pay for reading materials not already provided by Government and for materials for their own use.

6. Q: Para 3.1.1 bullet 4 – Do DOS student’s have access to a digital library that includes Proquest, JSTOR, and other reference databases?

A: Yes, although not all students are DOS employees.

7. Q: Para 3.1.1 bullet 4 – Can DOS reproduce in paper copies reading assignments, or is that part of the CLIN cost?

A: We can make reproductions, but as much as possible, we are moving away from paper.

8. Q: Para 3.1.2 bullet 4 – Does DOS have regional pull-down or wall maps for the regions and/or countries to be used?

A: Yes

9. Q: Pages 18 and 19 – Confirm that contractors originating outside the DC metro area will have their travel, lodging, and per diem reimbursed per government travel regulations.

A: This is not correct. Per page 18 of the RFQ document, “6) Relocation costs and travel costs incident to relocation are not allowable and will not be reimbursed hereunder.”

10. Q: I request you to provide us the following details before we buy the document:

1) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.
