Section M- Evaluation Factors for Award

Clause M.1 Evaluation Factors was deleted.

M.1 Evaluation Factors

M.1 Evaluation Criteria:

Offeror's will be evaluated based on technical and past performance evaluations as well as price. Awards will be made based on the best overall value to the Foreign Service Institute (FSI). Quotes will be evaluated based on the following three factors: (Note: Factors 1 and 2 are weighted equally and when combined are significantly more important than Factor 3) Factor 1: Quality (Technical)

1) Quality, coherence, and appropriateness of the proposed approach or methodology (including course design) to perform the re-quired work;

2) Qualifications (professional background as called for in the SOW including training experience) of offeror; course facilitator / moderator.

These criteria will be rated on the following scale:

1) Excellent

2) Good

3) Fair

4) Poor

5) Unsatisfactory

Factor 2: Past Performance (Technical)

1) Offeror's prior experience and past performance in delivering this type of training.

These criteria will be rated on the following scale:

1) Excellent

2) Good

3) Fair

4) Poor

5) Unsatisfactory

Factor 3: Price Quality and Past Performance when combined are significantly more important than cost or price. A contract may be awarded to other than the lowest priced quote. FSI seeks the best overall value. However, in cases where quotes are technically equivalent or substan-tially similar, cost or price may become the determining selection factor.

FSI reserves the right to schedule interviews/oral presentations with offerors. These interviews/oral presentations will be at the ex-pense of the offeror.

M.2. Right to Award The U.S. Government reserves the right to award an Agreement/Contract (whichever is pertinent) from the initial quote submissions, or to establish a competitive range and award from this listing, with or without initiating discussions/negotiations. The establishment of a competitive range is at the sole discretion of the Contracting Officer.
