C.1 Performance Work Statement
Section C - Descriptions/Specifications/Statement of Work
Department of State Foreign Service Institute Leadership and Management School
The Leadership and Management School (LMS) was established to support the development of career leaders and managers in the De-partment of State and larger foreign affairs community. The Secretary of State has mandated leadership training from mid through senior grade levels to ensure that employees are prepared for increasing levels of responsibility. Through its four divisions, Executive Development, Leadership Training, Crisis Management Training, and Policy Leadership, LMS is responsible for providing this train-ing and more. LMS offers a continuum of leadership and management training intended to develop the leadership abilities of employ-ees from entry level through senior ranks, and provide tailored organizational and other leadership development services to bureaus, offices and missions.
C.1. Purpose This will be a multiple award Blanket Purchase Agreement (BPA) effective for the entire period specified. This solicitation will result in a pool of external trainers, educational specialists and consultants contracted via intermittent, part-time, or full-time multiple award agreements. This BPA is not for United States Government Civil Service jobs. Performance of these services will occur only as au-thorized by specific task orders. There will be no limit to the number of orders issued under the BPA. The Government may issue or-ders requiring services at multiple locations. There is no specific commitment by either party until dates, tasks, and schedules are mu-tually negotiated by individual task order.
Under this solicitation, FSI intends to issue orders to multiple contractors to deliver leadership development courses and modules; de-velop new courses; redesign existing courses; conduct needs assessments, surveys and/or course evaluations; conduct curriculum re-views; design training tools and instruments; develop or revise training materials and resources; present as subject matter experts;
provide customized leadership consulting and customized training services; and deliver organizational development interventions. FSI reserves the right to approve or disapprove subcontractors, and no obligation or duty arising out of the individual order may be trans-ferred, or assigned, without the prior authorization of the Contracting Officer. Orders will be issued under this BPA based upon the government's need and according to FSI's determination of what is most advantageous to the government. FSI does not guarantee any minimum level of work under any resultant BPA.
C.2. Background The Foreign Service Institute (FSI) provides training and professional development to personnel of the Department of State and other foreign affairs agencies of the U.S. Government. The Leadership and Management School (LMS) helps employees build the leader-ship skills needed to advance America's foreign policy interests at home and abroad.
The Foreign Service Institute is actively seeking contractors for a variety of regular work schedules or occasional, intermittent activit-ies related to the above activities and services. Successful contractors may work individually under the supervision of a COR or part-ner with government employees and other contractors working on a task or service. Depending on the specific task order, the work may be conducted individually, or in front of audiences large or small, either at FSI or other domestic and overseas locations.
