Questions and Answers Solicitation SFSIAQ11R0040

COR Course

1. What is meant by “this seminar”? Must offerors have experience teaching this specific FSI course or is experience teaching a similar course acceptable?

Seminar is the course.

Similar COR courses are acceptable.

2. Please clarify the experience required. Is it “at least five years experience in providing training of federal contracting procedures and experience to U. S. Government clients” or “at least two years professional experience teaching this seminar to adults at U.S. Government agencies over the past five years.”?

CONTRACTOR – 5 Years training of Federal Contracting Procedures and experience to U.S. Government client.

KEY PERSONNEL – 2 Years of teaching COR type courses.

3. Can the Government provide an approximate page count (single or double-sided) for the course materials to be reproduced?

1st and 2nd pilot courses conducted by the government had an approx 500 page binder document printed 2 sided with tabs. Plus answer handouts for about 35 exercises (1-7 pages ea) We are working to reduce the number of printed pages by placing documents on a share-point site for student reading, printing, research.

Reference for Question #4.

A. Pricing COR course updates

1. On page four of the RFP it says: "The rate per training session is fully loaded with cost of salaries, course materials, local delivery and transportation, overhead/G&A and fee. With the exception noted below, no additional costs will be considered."

2. However, on page 5 of the RFP it states: "Original course materials are developed by the government, but as requirements and regulations change, the contractor is responsible for updating materials."

3. And on page 7 of the RFP it states in item D2.: "Update course material as needed between sessions to reflect FAR and DOSAR changes or other newly introduced major Federal and/or Departmental procurement policy initiatives. Any/all design/update material is the sole property of the USG."

4. And on page 7 of the RFP it states in item E2.: " If, after discussions, the contractor wants to modify specific materials for this contract, then a detailed description of the proposed design and a work plan for completion shall be submitted as a proposal."

5. On page 9 of the RFP it states in item H. Special Conditions:

"1. Travel. If travel is required outside the DC metropolitan area, it will be directed and funded as a reimbursable CLIN on the task order."

4. Are the costs for updating the course materials (items 2-4 above) to be figured: a) into the rate per training session or b) priced separately in a Task Order (like Travel described in 5. above)?

Costs for minor up dates to the USG developed material for items 2 through 3 are to be figured into the per training session price. Such updates maybe occasioned by instructor preference or FAR changes.

Costs for a significant re-write or re-design of Government provided materials may be funded as a reimbursable CLIN on a task order after the contractor presents a chase for change, and the government concurs with the proposal.

5. Is there currently an incumbent who has done this work in the past?

BUSINESS MANAGEMENT RESEARCH ASSOCIATES, Inc (BMRA) has trained CORs under contract for several years. The curriculum has been re-designed by the Department and BMRA has not participated in nor seen the revisions.
