Section C - Descriptions/Specifications/Statement of Work
C.1. Statement of Work
DEPARTMENT OF STATE
FOREIGN SERVICE INSTITUTE
SCHOOL OF PROFESSIONAL AND AREA STUDIES
ORIENTATION TRAINING DIVISION
TASK PLAN - Teambuilding BPA for Orientation Classes
Professional services are requested by the US Government for the development and presentation of a one-day experiential education-based teambuilding session for new Civil Service and Foreign Service Specialist employees of the Department of State taking part in the new employee orientation program at the Foreign Service Institute.
Background
Civil Service Orientation is a five-day program. The program is devoted to helping new Department of State Civil Service employees better understand the overall organization in which they work, the terms of their employment and the competencies needed for success in the organization.
Foreign Service Specialist Orientation is a three-week program. The program is devoted to helping new Department of State Foreign Service employees better understand the overall organization in which they work, the terms of their employment and the competencies needed for success in the organization.
All State Department employees, regardless of their position, are required to plan and implement projects with their fellow workers.
The success of the individual employee and the success of the Department depend on the employee's ability to work effectively with his/her colleagues. This segment helps participants assess their teambuilding skills and develop strategies to work most effectively within diverse groups.
Duties for Civil Service Orientation
The contractor shall develop and deliver a one-day Teambuilding session using experiential education techniques and exercises requiring elementary levels of physical ability but with increasing levels of cognitive difficulty, that address the Civil Service Competencies of leadership, communication, interpersonal, problem solving, customer service, decisiveness and continual learning skills as defined in Appendix A of the following document: http://www.state.gov/documents/organization/107870.pdf
The Teambuilding session will normally take place on the Thursday of the class, at a suitable location provided by the contractor as directed below. Transportation to the facility will be provided by FSI. Class participants in each training session will be divided into small teams of up to 13 people, with each team having one facilitator.
In FY11 this training session will be offered approximately:
? Ten (10) times with approximately 30-65 students per class.
For purposes of this solicitation, one session equals one day and for Civil Service, the approximate timing is as follows:
? Arrival time of 9:15 a.m.
? Bus departure time of 3:30 p.m.
Billing will be on a per session basis and bids should indicate costs for each of the following line items:
1. Firm fixed fully loaded per session rate for a lead facilitator
2. Firm fixed fully loaded per session rate for each additional facilitator
3. Firm fixed per day rate for facility
Duties for Foreign Service Specialists
The contractor shall develop and deliver a one-day Teambuilding session using experiential education techniques and exercises requiring elementary levels of physical ability but with increasing levels of cognitive difficulty, that address the Foreign Service Core Precepts of leadership, communication, interpersonal and management skills as defined in this document:
http://www.afsa.org/mbr/CorePrecepts - new 2005.pdf
The Teambuilding session will normally take place on Tuesday and Wednesday of the second week of class, with half of the students attending on each day, at a suitable location provided by the contractor as directed below. Transportation to the facility will be provided by FSI. Class participants in each training session will be divided into small teams of up to 12 people, with each team having one facilitator.
In FY11, this class will be offered approximately:
? Seven (7) times with up to 92 students
For purposes of this solicitation, one session equals one day and for Foreign Service Specialists and whether the class requires two sessions depends on class size as described below. The approximate timing is as follows:
? Arrival time of 8:30 a.m.
? Bus departure time of 4:00 p.m.
Billing will be done on a per session basis and bids should indicate costs for each of the following line items:
1. Firm fixed fully loaded per session rate for a lead facilitator
2. Firm fixed fully loaded per session rate for each additional facilitator
3. Firm fixed per day rate for facility
4. Per Person cost for food
For both Civil Service and Foreign Service programs, the contractor will:
? Be familiar with various teambuilding theories and tools to use as reference if appropriate during small group discussion. Discussions should assist group members in applying offsite learning to the workplace in order to better model the Core Precepts or Competencies. Myers-Briggs Type Indicator (MBTI) will be administered prior to the offsite. The Three-Circle leadership model, Tuckman's stages of team development, and Situational Leadership are all models discussed in follow-on training; appropriate contractor references to them will support FSI's continuum of learning about teambuilding, but are not required offsite content.
? Prepare a draft training design/lesson plan for review by the Technical Review Panel. This should be a flexible training design, appropriate for a professional adult audience, to meet the overall goal(s) of the session as outlined in this solicitation.
The design should include specific session objectives to support the overall goal(s), an explanation of activities/methodologies to achieve these objectives, the timing and sequence of topics to be covered, and any supporting materials that will be utilized during the session;
? After consultation with the course coordinators, or their designee, submit a final design for the sessions no-later-than ten days prior to the beginning of the first session;
? Provide equipment to conduct a variety of experiential teambuilding activities for groups of varying size. Facilitators should be prepared with enough activities from which they can choose the most appropriate for their individual groups, to ensure a full day of activities and debriefs. It is not expected that all groups will experience all of the same activities on any given day.
? Provide all training materials;
? Facilitate a general opening session and a closing wrap-up session with all participants on the day of the training session;
? Provide one facilitator for each small group. Total number of small groups needed will be determined by overall class enrollment numbers, and in no case will more than 5 facilitators be required per session. Group breakdown is as follows:
1. For Civil Service the class maximum is 65 students and in the case of a class that size, students will be divided into small groups of 13.
2. For Foreign Service Specialists the class maximum is 92 students. If the class has 60 or fewer students, all will attend the offsite on one day. Classes greater than 60 students will be split, with half of the students attending the offsite on one day and half on the next. In both cases, a maximum of 5 facilitators would be required to ensure a small group size of 12 or less.
? Closely monitor the progress and performance of all facilitators and provide support and feedback to ensure a level of consistency in the program;
? Provide an evaluation tool, as requested by FSI, to be completed by participants;
