About this file

This is a Single Feasible Source Purchase form for the State Tax Commission of Missouri, administered through the Information Technology Services Division. The State Tax Commission requires construction cost estimation software to complete the cost approach analysis on approximately 2,350 annual property appraisals, affecting approximately 95 percent of total appraisals across all counties. The contract is for Marshall & Swift Boeckh LLC software, with a contract period from June 15, 2025 to June 14, 2026, and includes four renewal options. The procurement officer is Steve Autrey, and the SFS number is S25-111 with a posting date of April 8, 2026.

The State Tax Commission has utilized Marshall & Swift software for over 25 years, and the agency's personnel training, policies, and procedures are based on this specific software platform. The document establishes this as a sole source procurement, noting that switching to alternative software would require substantial development of new policies and procedures, comprehensive testing, and user retraining, making such a change not cost-effective for the state. The justification for single source procurement is based on the established operational dependency and the integration of this software into the agency's appraisal methodology, which is required to ensure uniform property assessments based on market value.

Single Feasible Source Purchase

Title: Construction Cost Software

Description: The State Tax Commission is responsible to ensure property assessments are uniformly based upon market value. To complete this process our appraisers analyze the cost approach, sales comparison approach, and the income approach.

Our appraisers have limited access to commercial sales and income information.

STC appraisers are required to analyze and complete the cost approach on every appraisal; in addition to completing two special studies for each county.

The only source to complete the cost approach is using Marshall & Swift residential and commercial computer programs. Out of approximately 2,350 appraisals, the cost approach will be completed on 95% of the total appraisals.

The cost approach is not utilized for vacant land that accounts for the remaining 5% of the total appraisals. STC has used this software for over 25 years. STC’s personnel are training on the software, and STC’s policies and procedures are based on the software. Obtaining different software would require development of new policies, procedures, testing, user training ect. Therefore, it is not cost effective for the state to change to a different software.
