About this file
This document is a Solicitation for Quotes (SFQ) issued by Wayne County, Michigan, specifically for Benjamin Moore Paint Supplies, designated under contract number 104130. The solicitation seeks quotes for paint supplies through a 3-year purchase order to be fulfilled on an as-needed basis. The quote deadline and specific submission date are not explicitly stated in the document, but vendors are required to complete a Price Sheet (Appendix A) in Excel format and submit a signed Quote Form. The contract will be managed through the county's upcoming Oracle Fusion Cloud Services system, anticipated to launch in Fall 2025, which will provide improved supplier communications and electronic invoice management.
Wayne County offers pricing advantages through its County-Based Enterprise (CBE) program, providing up to a 7% credit for businesses located within Wayne County and an additional 2% for businesses in 10 Targeted Growth Communities. The maximum allowable credit cannot exceed 10%. The county reserves the right to reject any or all bids and to award the contract in whole or part. For the first twelve months, vendors must guarantee proposed rates, with potential price adjustments considered only for extreme market force changes. The procurement process will continue to use BidNet Direct (MITN System) as the platform for posting solicitations and receiving vendor proposals, ensuring transparency and accessibility for potential bidders.

BidNet Direct (aka MITN System) will continue to be the platform for posting solicitations and receiving vendor proposals. This process is not changing.
SECTION 1 – SFQ INFORMATION
1. COUNTY‑BASED ENTERPRISE (AND OTHER) ADVANTAGE PROGRAMS: Wayne County administers a program that gives a pricing advantage to businesses located within Wayne County that are County‑Based Enterprises (CBE). Additional advantage is also given if the business is located within the 10 Targeted Growth Communities within Wayne County (Detroit, Ecorse, Hamtramck, Highland Park, Inkster, Melvindale, River Rouge, Romulus, Sumpter Township, and Taylor). The County shall apply credit up to 7% to the pricing points for Proposals submitted by certified County-Based Enterprises and 2% for TGCE. Wayne County also administers a Small Business program, an expanding business program, a Joint Venture program, a Mentor Venture program and a Veteran Enterprise program. Maximum allowable credit cannot exceed 10%. To receive the applicable credit for any program, the Proposer and all first tier subcontractors must submit their unexpired certificates with the Proposal. (NOTE: Most federal and state funded projects will not include the application of geographic advantages such as the CBE and TGCE in accordance with funding requirements.) If you are not certified, contact the office of Human Relations at (313) 224-5021, or visit their website at https://www.waynecounty.com/departments/corpcounsel/certification-program.aspx
1. SITE TOUR: The County may inspect the part of the plant, place of business, or work site of a Contractor or Sub-Contractor at any tier, which is pertinent to the performance of any contract awarded or to be awarded by the County.
1. CONTRACT AWARD: The County reserves the right to reject any or all bids, or to accept or reject any bid in part, and to waive any minor informality or irregularity in proposals received, if it is determined by the Procurement Director or designee that the best interest of the County will be served by doing so. The County also reserves the right to award the contract in whole or in part.
1. PRICE STABILITY GUARANTEE: For the first twelve months of the agreement, the bidder must guarantee to provide the goods/services at the proposed rates. When a substantial increase in the cost of goods or supplies needed to fulfill the terms of the contract occurs, due to extreme market forces beyond the control of the contractor, the Procurement Director may determine, in his or her sole discretion, if an increase in the compensation to be paid to the contractor is warranted.
1. BRAND NAME: Unless an item is designated as “no substitutions”, brand names are for the purpose of describing the standard of quality, performance, and characteristics desired, and are not intended to limit competition. If “no substitutes” is designated, this brand product is required and it has been deemed that sufficient competition exists in the marketplace to allow for competition.
1. EQUALS: Bids submitted as alternates, as “equals,” or on the basis of exceptions to specific conditions of purchase and/or required specifications, must be indicated in writing. The County has the sole right to determine what constitutes an equal.
1. ETHICS FORM: For POs $10,000 and greater, the Ethics Form must be completed by the awarded supplier.
