About this file

This document is an Amendment of Solicitation/Modification of Contract for DLA Energy related to marine fuel products. The amendment (No. 0002) updates Quality Assurance Provisions for multiple marine fuel grades, including Marine Gas Oil (MGO/MGT) and Intermediate Fuel Oils (RMG-380 and RME-180). Key modifications include specific testing requirements, environmental regulations, and sampling procedures aligned with MARPOL 73/78 Annex VI Regulation 14, which mandates a maximum sulfur weight percent of 0.5% for marine fuels as of January 2020.

The amendment provides detailed specifications for fuel products, including approved testing methods from ISO and ASTM standards, requirements for Certificates of Analysis, and sampling requirements. Notable requirements include lubricity testing, sulfur content limitations, environmental compliance for domestic and international locations, and mandatory provision of a "Statutory Sample" from the receiving vessel's inlet bunker manifold with a Bunker Delivery Note. The document applies to various National Stock Numbers for marine fuel products and specifies testing methods for parameters such as density, carbon residue, vanadium, and aluminum plus silicon content.
