About this file

This document is an Amendment (SF30) to Solicitation SPE60125R0314 for liquid cryogenic product delivery at Hill Air Force Base in Utah, issued by the Defense Logistics Agency Energy. The amendment extends the solicitation closing date to August 18, 2025, and updates key details including the Schedule of Supplies Pricing Form and Statements of Objectives (SOOs). The procurement involves delivering approximately 23 government-owned tanks of liquid cryogenic products, including Liquid Nitrogen (LNA), Liquid Oxygen (LOA), Liquid Nitrogen (LN2), and Liquid Argon Grade C (LAC), with a five-year performance period from November 1, 2025 to October 31, 2030.

The solicitation requires the contractor to provide comprehensive delivery services, including installation and removal of telemetry equipment, automatic fill-up capabilities, and adherence to specific security requirements. Key technical specifications include delivering products via truck-mounted calibrated flow meters, implementing solar-powered remote telemetry units with battery backup, and continuously monitoring tank inventory levels. The contractor must trigger automatic refills when tank levels reach 30% capacity and provide a web-based application for government accessibility. Delivery locations include multiple buildings at Hill AFB, with specific tank capacities ranging from 115 to 20,000 gallons, and all deliveries subject to security protocols requiring U.S. citizen drivers with photo identification.
