Solicitation No. 19UG5026Q0015: Solar Photovoltaic System Preventive Maintenance Service Questions and Answers

Q1. For companies located in the United States, will Embassy Kampala provide visa facilitation for personnel traveling to Uganda?

A1. Embassy Kampala will issue an official invitation letter for contractor personnel assigned to perform work under this contract. This letter may be used to support the visa application process.

The contractor is solely responsible for obtaining all required visas and bears all associated costs.

Q2. What is the general configuration of the photovoltaic system? Will a site visit be permitted?

A2. The general configuration of the photovoltaic system is depicted in the project photographs that will be provided to prospective offerors. To ensure fair and equal treatment of all prospective offerors, no pre-award site visits will be conducted, as such visits could disadvantage firms located outside Uganda.

Q3. Where is the U.S. Embassy Kampala compound located?

A3. The U.S. Embassy Kampala is located at Plot 1577 Nsambya, Ggaba Road, Kampala, Uganda.

Q4. Will drawings be provided before or after contract award?

A4. Drawings will be provided prior to contract award. To facilitate electronic transmission of the large drawing files, prospective offerors must provide a Gmail account.

Q5. The proposal submission deadline is in seven (7) days. Will drawings be made available before the submission deadline?

A5. Yes. Drawings will be distributed to offerors prior to the proposal submission deadline of July 24, 2026. Deadline for submission of proposals has been extended to allow adequate time for review of the photos/drawings.

Q6. You requested a Gmail account for sharing drawings. Are offerors also required to submit proposals via Gmail?

A6. No. A Gmail account is required solely to facilitate the transmission of project photographs and drawings, which are too large to share through standard government email channels. This requirement applies only to the receipt of those files.

All proposals must be submitted to the designated procurement email address: 📧📧 KampalaGSOProcurement@state.gov

Q7. Will a site visit be permitted prior to proposal submission?

A7. No site visit will be conducted. In the interest of providing equal opportunity to all prospective offerors, including those located outside Uganda, the Government has determined that conducting a site visit would create an unfair competitive advantage. Offerors should base their proposals on the information provided in the solicitation package.

Q8. Are the solar panels installed at ground level or on the rooftop?

A8. The solar panels are installed on the rooftop of the two buildings within the Embassy compound.

Q9. How frequently will training for Locally Employed (LE) Staff be conducted during the contract period?

A9. Training for Locally Employed (LE) Staff will be conducted once during the base year of the contract. No additional training sessions are required during option years. However, imparting relevant knowledge in subsequent years is necessary.

Q10. Is a Bill of Quantities (BOQ) available, and will it be shared with offerors to support accurate pricing and proposal preparation?

A10. A formal Bill of Quantities (BOQ) will not be issued separately. Offerors should refer to the following sections of the solicitation for pricing and equipment information:

• Equipment List: A detailed list of equipment is provided on pages 18–19 of the solicitation.

• Pricing Schedule: Offerors must derive and submit pricing using the pricing schedule on pages 5–7 of the solicitation.

Offerors are responsible for ensuring their pricing accurately reflects all labor, materials, and other costs necessary to fulfill the requirements of this contract.
