About this file

This document is a Solicitation Amendment and accompanying Questions and Answers (Q&A) for RFP 19SA4026R0002, an Event Planner solicitation issued by the U.S. Consulate General in Jeddah, Saudi Arabia. Amendment 0001, dated December 22, 2025, incorporates questions received from prospective offerors and extends the proposal submission deadline from January 26, 2026, to January 29, 2026, at 5:00 PM local time. The amendment is signed by Contracting Officer Jon Custis and requires one copy to be returned to the issuing office.

The solicitation pertains to planning and executing a U.S. Independence Day event on April 6, 2026, from 8:00 PM to 10:30 PM at the U.S. Consulate compound in Jeddah for approximately 400 guests. The event emphasizes the America 250 celebration and Colonial Philadelphia theme, with primary objectives to strengthen U.S.-Saudi relations and showcase American culture. Required services include: event furniture for 40 VVIP theater-style seats plus cocktail tables for standing guests; catering and buffet-style dinner with halal and vegetarian options (minimum 3 menus to be submitted); entertainment including DJ and/or live band playing American rock, pop, country, and big band music; comprehensive photography and videography covering speeches, receiving line, and presentations, with 10–15 edited images optimized for social media by 6:00 PM on event day and complete high-resolution photos within five business days, plus a 60-second vertical video reel for Instagram; and event decoration with a life-sized Liberty Bell replica as the centerpiece. The budget is fixed at USD 45,000 with no increases permitted. Three-phase electricity will be provided by the Consulate; all other equipment, including chillers and freezers, must be contractor-supplied. Security, guest management, VIP protocols, and detailed run-of-show will be handled by Consulate staff. The Q&A clarifies that catering service is buffet-style, outdoor service is required with weather-contingency rescheduling provisions, and all AV equipment must be submitted for security clearance. Branding guidance incorporating the Freedom 250 logo with navy, red, white, and gold color palettes is provided, with higher-resolution materials to be furnished post-award. The Consulate will conduct post-award site visits to finalize operational details.
